Those who had appeared in Assistant provident Fund commissioner Exam (APFC/EPFO) exam of UPSC: recall the Jim Yong Kim question. All four answer choices were set wrong. Finally UPSC admits (indirectly) in R.T.I that it was a wrong MCQ.
See the answerkeys attached below, clearly mentions “items to be taken for scoring: 99 and No. of items dropped: 01” and one answerbox is left empty”
That dropped item being the fake/bogus MCQ on Jim Yong Kim and other chiefs of various international bodies. (Question 27 in Booklet “D”)

The correct Match was
- Jim Yong Kim= the head of world Bank (A-1)
- Kamlesh Sharma=the Secretary General of Common Wealth.(B-2)
- Christine Lagarde = the MD of IMF (C-3)
- Catherine Day = Secretary General of European Commission (D-4)
But no such answer choice was given. Hence all options are incorrect. Anyways, here are the official answerkeys received from UPSC for all four series A, B, C and D received through R.T.I.

Yet another victory cum defeat
The regular visitors are aware of the ongoing RTI war between Mrunal vs. UPSC over a stupid issue called “disclose Answerkeys before exam process is over.”
October 2012: I filed an R.T.I to UPSC seeking official answerkey of APFC/EPFO 2012 exam + about that fake MCQ on Jim Yong Kim.
November 2012: The Public information officer (PIO) of UPSC refuses to give answerkey citing the same old excuse “exam process not over”
December 2012: I appealed to the first appellate authority (FAA) (Jt. Secretary of UPSC), he says PIO is right.
Jan 2013: I appealed CIC regarding this matter.
24 June 2013: finally matter came up for hearing. CIC ordered the UPSC to disclose the answerkey of APFC exam, within 10 working days of receiving his order. So theoretically transparency won. But UPSC only sent the letter on 19th August and I received It today on 27th August and in between APFC final result was declared. Thus in way UPSC continued its position/stand/character/Lord Curzon policy of “not disclosing answer key before exam process is over.” Therefore, it just victory on paper, not actual victory.
Anways, atleast UPSC sent the answer key, otherwise In case of CSAT 2012 answerkey, they’ve challenged similar order of CIC in the Delhi High court.
wonderful effort Mrunal. Keep it up!!!! At least UPSC has accepted its mistake. So can we take the OMR answer sheet displayed above as the Original Answer Key to cross check our answers or it is only a sample?

There is a serious movement going which is working on multiple fronts such as meeting the concerned minister in DoPT (V Narayanswami), meeting the leaders in the opposition as well as other MPs. Protests and demonstrations are being conducted at several places in India including delhi, hyderabad and chennai.
The good news is- all the leaders have assured support to the cause (including those from south india)
Any case of any eventuality, the team leaders will go the court with relevant documents.

by the time UPSC releases keys or cut off, it becomes irrelevant.

Sir, kindly give attention to question no.92, can it be possible due to high rate of growth of capital formation there will be slow per capita income in india. Earlier u have also answered differently.

Even I had filed a RTI to get my score. I have scored 130 and hence missed the bus by 3 marks. However, UPSC refused to give me the breakup of my marks. Moreover, I learnt that 50% weightage was given to interview.
Both these aspects ring bells. In intend to make an appeal regarding the first and adopt legal recourse regarding the second. 50% weightage to interview is against SC guidelines and it mars the selection process due to subjectivity.
Whats your opinion on the issue.

The UPSC had not stopped short of giving 50% weightage for interview in APFC exam alone. In another notification i.e for Assistant Public Prosecutor in CBI, 2015, (requires only a mere LL.B) the UPSC in its notification had said that if the selection process is carried out by interview alone or followed by a recruitment test and interview, then such interview will carry 100 marks and General Category students must secure a minimum of 50% (45% for OBC/SC/ST) marks in interview alone. THERE WAS NO MENTION AT THIS STAGE ABOUT THE MARKS ALLOTTED FOR WRITTEN EXAMINATION). Later UPSC announced a 100 marks Computer Based Recruitment Test (CBRT) for this post and through an ADDENDUM NOTICE it was declared that the CBRT and interview marks will be given 50:50 weightage, which was a TACTFUL move to ESTOP candidates who participates and qualify in the written examination from challenging the 50:50 weightage stipulation in Central Administrative Tribunal (CAT) later on. The Supreme Court of India in Nishi Maghu & Others v State of J&K (1980) 4 SCC 722and Ashok Kumar Yadav & Others v State of Haryana (1985) 4 SCC 417 had struck down fixing 50% weightage for interview without any stipulation in the recruitment rules formulated under Article 309. Therefore someone who applied for this post, but had not participated in this written examination must challenge this stipulation in the respective CATs and get this CBRT quashed and a fresh re examination must be conducted after bringing down the weightage for interview, with the help of an order from the Hon’ble CATs.

There was an incorrect question in APFC 2015(test held on 10-01-2016) exam today: –
If 5 men and 9 women can finish a piece of work in 19 days, 3 men and 6 women will do the same work in
(i) 12 days (ii) 13 days (iii) 14 days (iv) 15 days
It could be a tricky question also, if they wanted the nearest answer.
