Industrial Licensing
As per the Industries Development Regulation Act 1951, you need to get license to operate in following industries
- Distillation and brewing of alcoholic drinks.
- Cigars and cigarettes of tobacco and manufactured tobacco substitutes;
- Electronic Aerospace and defense equipment: all types;
- Industrial explosives, including detonating fuses, safety fuses, gun powder, nitrocellulose and matches;
- Hazardous chemicals;
- Hydrocyanic acid and its derivatives
- Phosgene and its derivatives
- Isocyanates and di-isocyanates of hydrocarbon, not elsewhere specified (example: Methyl Isocyanate).
These five industries require industrial licensing because of security, strategic and environmental concerns.
- Example of De-licensed industries are: cement, paint, photo goods, Paper industry, air conditioners, bicycle, food processing etc.
- Although the entrepreneur does need to file an IEM (Industrial entrepreneur’s memorandum to the Secretariat for industrial assistance ->> Department of Industrial Policy and Promotion (DIPP)->>Ministry of Commerce and industries.

Circular 1 of 2013
- Since 1991, government had been revising the FDI limits via press notes. But later they consolidated all such press notes and other regulation into one document.
- This document was released as “Circular 1 of 2010.”
- Govt. updates it every six months.
- Latest is Circular 1 of 2013. Effective from 1st April 2013
- The Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce & Industry, makes policy pronouncements on FDI through Press Notes/ Press Releases
- But these FDI limits come into effect only after RBI notifies them under FEMA Act 2000. (recall capital account convertibility topic under economic survey ch.6 BoP)

The Madrid Protocol
- Administered by World Intellectual Property Organisation (WIPO)
- provides for a system for international registration of trade marks.
- Madrid protocol will help Indian companies register their trade-marks in all member countries under this protocol via single application in one language and one time fees in one currency.

- I-Mark= Indian Design Mark

Manufacturing

As part of the UPA Government’s National eGovernance Plan, the Commerce and Industry Ministry, on Monday, announced the launch of an eBiz portal aimed at providing Government-to-Business (G2B) services for India’s investor and business communities.
The portal was launched by Commerce and Industry Minister Anand Sharma at the CII Partnership Summit here. The portal was developed by Infosys in a public-private partnership (PPP) mode. Infosys has been selected as the concessionaire/ project implementation partner, and is responsible for the design, development, implementation and maintenance of the eBiz solution.
The online single-window concept was visualised to enable businesses and investors to save time and costs and improve the business environment. “The project aims to create a business and investor-friendly ecosystem in India by making all business and investment-related regulatory services across Central, State and local governments available on a single portal, thereby obviating the need for an investor or a business to visit multiple offices or a plethora of websites,” he said.
eBiz will create a 24×7 facility for information and services, and will also offer joined-up services where a single application submitted by a customer, for a number of permissions, clearances, approvals and registrations, will be routed automatically across multiple governmental agencies in a logical manner.
An in-built payment gateway will also add value by allowing all payments to be collected at one point and then apportioned, split and routed to the respective heads of account of Central / State / parastatal (a quasi-governmental organisation, corporation, business, or agency) agencies along with generation of challans and MIS (management information systems) reports.
PMEGP a view:–
PMEGP is a credit-linked subsidy programme merging erstwhile PMRY and REGP for generating self-employment through establishment of micro-entreprises, organize traditional artisans and un-employed youth, stop migration of workers and increase their earning capacity. It is a Central Sector Scheme. PMEGP virtually started after issue of guidelines on 25 September 2008.
PMEGP is implemented by Khadi and Village Industries Commission (KVIC) being the Nodal Agency at national level and State KVIC Directorates, State KVIBs and DICs at state level (IAs). They will involve NGOs, PRIs, SHGs, NSIC, Udyami Mitras etc in identification of beneficiaries, viable projects and training and also in implementation.

More information on Technical Textile:
India is the second largest textiles economy in the world after China, however, its contribution to the global technical textiles market is insignificant Unlike conventional textiles, which is highly export intensive, the technical textiles are import intensive.
Based on their end use applications technical textiles are grouped into twelve segments, viz. Agrotech, Buildtech, Clothtech, Geotech, Hometech, Indutech, Meditech, Mobiltech, Packtech, Protech, Sporttech and Oekotech.
ü Meditech covers technical textiles used in hygiene and medical facilities like surgical dressing, bandages, surgical gowns, artificial implants, etc.
ü Protech covers technical textiles catering to personnel and protection like fire retardant textiles, bullet-proof jackets, high altitude clothing, etc.
ü Agrotech includes technical textiles used in agriculture, horticulture (include floriculture), fisheries and forestry like shade-nets, crop-covers, anti-hail nets, bird protection nets, etc.
ü Geotech (also commonly called Geotextiles) covers textile items used in geotechnical applications pertaining to soil, rock, earth, etc. These are used in roads, rail-tracks, slopes etc. for separation, filtration, drainage, etc.
ü Packtech covers technical textiles products used for protective coverings like sacks, twine, (FIBC), tea/coffee bags, etc.
ü Clothtech covers technical textiles used in garments, shoes, bags like interlinings, wadding and fibre-fills, shoe laces, components of bags, etc.
ü Hometech covers technical textiles used in household activities like wipes, floor mops, furniture components, mattress components, upholstery and interior furnishing, stuffed toys, etc.
ü Soprttech covers technical textiles used in sports industry to manufacture sports equipments, outfits like sport bags, artificial turf, sport nets, sail cloth, etc.
ü Mobiltech covers technical textiles used in automobiles, aircrafts, shipbuilding like nylon tyre cord fabrics, seat covers, seat belts, cabin filters, tufted carpet, upholstery, etc.
ü Buildtech covers technical textiles used in construction of buildings, house structures, dams, tunnels, etc., like reinforcement of walls, facades, hose wrap, concrete wraps, waterproof membranes, thermal and sound insulation, sever and pipe linings, etc.
ü Indutech covers technical textiles used in industrial processes like filtration, clearing, seals like woven filters, air filters, dust filters, conveyor fabrics, industrial belts & hose, abrasive products, etc.
ü Oekotech covers technical textiles used for environmental protection like environment control, municipal solid waste management, industrial hazardous waste management, etc

Mrunal bhai..can u please explain the difference between ASSOCHAM, FICCI and CII. I am aware that they are major Industry associations and manage service providing bodies under them. But I am not able to understand how each of them operate…Thanks.. :-)
