Prologue
- Those who have been in this competition business long enough, know that whenever you file RTI to UPSC seeking answerkey for CSAT, IES, IFoS, CDS, CAPF, APFC or any exam, UPSC doesn’t give the answerkey saying “examination process is not yet complete.” And as you’re aware most of these examinations take average 8-11 months to finish.
- In August 2012, I had filed an RTI seeking answer keys for CSAT 2012 (prelims), UPSC didn’t provide. Finally CIC heard the matter in March 2013, ruled in my favor and ordered UPSC to disclose the answerkey. (Click me for more)
- UPSC decided to challenge his order in the Delhi High court.
- After final result for 2012 was out, UPSC willingly disclosed the answerkey but that’s a different story- the issue was to get the answerkey without having to wait for some 11 months until the entire examination process is over.
- Yesterday (15th July), I received a notice from Delhi HC because UPSC has listed me as respondent. The hearing date is 4th October 2013.
- It also contains copy of the UPSC writ petition: in which UPSC explains why they don’t release the answerkey before the entire examination process is over. I’m copy pasting that portion here:

……The Learned Central Information Commissioner (CIC) had issued notice to both the parties and thereafter heard their submission; the contentions and genuine concerns raised by the petitioner (UPSC) to the CIC were neglected and unheard and the Learned CIC was please to pass an order dated 01.03.2013 in favour of the respondent (Mrunal).
It is humbly submitted that the CIC has erroneously allowed the Appeals of the respondent (Mrunal) by way of the non-speaking order without properly appreciating and addressing the contentions, genuine concerns and practical difficulties of the Petitioner (UPSC). In view of this, it would be in the fitness if the decision of the Hon’ble Central Information Commission (CIC) regarding the answer keys for the Preliminary Examination 2012 to be supplied to appellant be challenged in this Hon’ble Court by citing the following grounds:-

- That the Learned CIC failed to appreciate that the Petitioner (UPSC) has not denied to disclose the information sought completely rather the Petitioner had informed that once the entire examination process is over the said answer keys will be disclosed to the Respondent (Mrunal). It is submitted that no prejudice shall be caused to the Respondent if the said information is disclosed at the end of the examination process in as much as in any case the answer keys will be relevant to him for the next exam and not the current one.
- There is no larger public interest involved in insisting on disclosure of the answer keys when the examination process is not yet over. It is however, pertinent to point out that larger public interest demands that the information sought is disclosed only once the entire examination process is over and there is not even the remote possibility of the information seeker to use the said information in any adverse manner so as to stall/ impact/ affect the examination process adversely.
- That by divulging the information about the preliminary stage of examination before completion of the entire process of Civil Services Examination (all three stages) could adversely affect the entire examination process on account of frivolous objections/representation from the unsuccessful candidates at this intermediary stage.
- That the impugned order based on the erroneous observation that the preliminary examination is only a qualifying stage having no bearing on the subsequent stages of examination is unfounded in the backdrop that the Rules/notification of the Examination issued by the Government/ Commission considers and treats the entire examination process as one and mentioned as Civil Service Examination which consists of three stages namely 1) Preliminary 2) Main 3) the Personality test.
- That the Rules/notification of the Examination issued by the Government/ Commission are mentioned as Civil Services Examination consisting of three stages of examination. Therefore, each stage cannot be considered as solitary and each stage cannot be singled out as to point out and put as an end of examination.
- That the present case pertains to preliminary stage of Civil Services Examination and is considered to be the first stage of the entire examination process as the said examination consists of Preliminary, the Main and the Personality test, thus forming a part of single continuum and are not standalone.
- That each stage of the Examination is based on certain ratio to be followed so that the unqualified candidates can be eliminated and qualified candidates can be selected from the total number of candidates appeared at each stage.
- Therefore, the process could be considered as complete only after conducting the interviews and finalization of the list of the candidates recommended by the Commission to be forwarded to the Government.
- That the unqualified candidates may make use of the information received by them in respect of the answer keys before the entire selection process/ examination process is over and may institute frivolous complaints/ file court cases without any bases and make false and baseless allegations with the sole malafide intention of stalling the entire process midstream and interfere with the discharge of the Constitutional duties of the Commission within a time bound manner.
- That in I.A No. 1 of 2011 in Special Leave Petition (C) No. 32443 of 2010 passed an order dated 30.09.2011 by the Apex Court whereby it was observed that :
In case, in future the UPSC is faced with any difficulty with regard to supplying information in relation to the examinations, the process of which remains incomplete, it will be open to it to seek appropriate remedies in accordance with law. With the aforesaid observation, IA No.1 stands disposed of.
- Therefore, the information to be disclosed to the respondent will be appropriate after taking due care and diligence only after the completion of the entire process and declaration of the final results of the Civil Services Examination 2012.
- That the Petitioner (UPSC) has not filed any other Petition against the impugned order before this Hon’ble Court or any other competent Court.
- The Petitioner (UPSC) has no other equal efficacious remedy except to file this appeal before this Hon’ble Court against the impugned judgment.
UPSC’s Prayer to Delhi HC
It is, therefore, most respectfully prayed that this Hon’ble Court may be pleased to:
- Allow the present Petition.
- Set aside and quash the impugned order dated 01.03.2013 passed in File No. CIC/SM/A/2012/001599 (Right to information Act-Section 19) passed by the Central Information Commission, New Delhi; and/or
- Pass an appropriate order(s)/ direction(s) as are deemed fit and proper in the facts and circumstances of the present case.

In that case both UPSC & Student seeking answer keys are correct. Court should find middle way to satisfy both.
why UPSC deliberately delaying the proactive disclosure process through factious litigation in HC an SC??
why they are wasting tax payer money in such litigation………
Wow , they made you sole respondent!! Its like they are afraid that their ambiguous questions in prelims is subject to challenge by unsuccessful candidate.
Also they are trying to harass the any RTI seeker in future . But stay on course Mrunal they have to give in genuine demands.
Remember until last year they only disclosed answerkeys to RTIs now upload to upsc.gov.in.. Also marks of selected candidates.

I think that is a weak argument by UPSC. When SSC is able to reveal its answer key midway and still conduct its second tier in shorter time than UPSC and with more number of candidates, i dont understand how UPSC’s endeavour to conduct mains would be hampered by representations from candidates over discrepancies in answer key if any

There is a huge amount of difference between the quality of questions asked in SSC and UPSC and thats why UPSC fears that it may go on to frivolous objections.
SSC hsa time and again , asked wrong questions with wrong answers in the options yet no one minds.
yes there have been wrong questions in SSC and they were humble enough to accept it and completely strike of the question. It is the prompt response of SSC that allowed it to conduct its exams in time and not because no one cares about SSC . And how does quality of question matter with regards to frivolous objections? a question is a question. For an aspirant of SSC exam that question is as much important as an UPSC question. The need of hour is for UPSC to be responsive enough and not to sit inside an ivory tower and give sermons to others.
It is wrong to say which body has better quality of Questions… candidate is demanding answer for exam which was already conducted by any exam body…and i think to publish such things on Web require less effort..and no harm as exam is over..
Dont worry mrunal. u r doing a very good job. u’ll definitely win. give example of SSC in ur arguments. when SSC dont face any problem by disclosing answer key then what problem UPSC have. also disclosing the answer key and asking for representation bring greater transparency in entire recruitment process.
so basically UPSC can’t handle frivolous complaints genuinely so they will not disclose the keys. Does this mean UPSC is not equipped enough to handle those claims? if this is so, then UPSC should better improve it’s capability rather than denying the info at all.
This is a strange claim by UPSC. it seems like they themselves are not convinced that their process is full proof but they will also not allow anyone to charge them.

Will UPSC compensate a person if his complaint is found genuine after 1 year? do they have any process to conduct MAINS exam for him again? Answer is a big NO. So why should serious aspirants suffer just because u can’t handle frivolous complaints?
practically speaking it is even harmful for students to disclose keys just 10 days before the next Prelims. Students waste their time in checking the keys and indulge in speculation game, when they should actually use their energy for exam.
Aspirants are tired of searching good points about RTI, transparency, social audit, accountability etc etc so that they could score well in exams conducted by UPSC. And here UPSC is almost slapping them.
world is not going to change dramatically if UPSC disclose keys in time. But that does not mean that they can claim not to disclose the keys.
It has become almost a trend everywhere in govt offices that they will cite exception cases as their examples of not following best practices. if there are 99 good things and 1 side effect about any act/law/ruling, they will insist on 1 side effect only.

A have a disagreement for this bro. Actually our grievance redressal system is not so sound that it can distinguish between genuine and freak complaints. UPSC itself admits that the machinery that recruits the supreme permanent executive of the Country, in other words, the future policy makers have to bear the brunt of the lacunae that system entails.
In my view, UPSC’s philosophy behind this naive gesture is that it believes that the system of entertaining such complaints is not as developed as it should be and if they disclose the keys in the mean time, it would unnecessarily increase there workload, long working hours, bundles of files of complainants… Indeed a so called Sarkari gesture… refraining from work..
i think “our grievance redressal system is not so sound” can never be an argument for denying justice.
if system is weak then improve it. UPSC is an independent constitutional body with lots of rights. if they will respond so we should immediately leave any hope about other organs of govt.
can we accept the argument at police station – all policemen are busy in other cases, we cant register your FIR.
irony is – they will hire highly paid lawyer in HC & SC, that too with taxpayers money but they will not hire/train their own staff to handle the queries.
Let this case finish, (I pray in favour of Mrunal), I will definitely file an RTI to know expenses done in this case.

Things atlast seem to be unfurling and UPSC is waking up from its long slumber.. Be whatever may the reply, it is getting more and more into action.. Historically it released answer keys and also cutoffs and we also get to know the highest and lowest in mains..
Such awakening can the RTI can bring out..
I hope the exam begins to be bi annual.. Its really tuff for a fresh college pass out to get back those 2 – 3 years (if not made it) and look out for a job.. The so called demographic dividend gets sulked here itself.. how can we expect the economy to grow and prosper… :)

It clearly says that they are denying the right to question.
May be they are trying not to hold the process due to these types of petitions and representations(It is happening in KPSC(Karnataka)), but it is also against the constitution. So I guess you will win the case.

Few points to support your stand (please correct me if I am worng)
1. It’s not the role of UPSC to decide which complaint is frivolous or genuine, but it is the role of Judiciary to decide. So the claim of UPSC saying that some cases will hurt their selection process is incorrect.
2. Though the whole selection process is considered as a single exam even then single mistake in any stage will jeopardize lives of hundreads of students so every stage is important …no no Very important. So concerns can’t be frivolous….
3. Issuing key (Prilims) right after the conducting the exam has much more benifits (though it’s my dream hope it will be true some day)
– If any mistake is found (UPSC is not god they are also humans so mistakes do happen) then students will have enought time to bring it to the notice of UPSC so that mistakes can be corrected in time
– It helps the young generation to take career decisions in time, instead of waiting for the uncertain result. Civil Services preparation is also called “National time pass” or “National Hobby” as nothing is certain and UPSC the “UnPredictable Service Commission”
Finally we are not asking UPSC to do any extra work so that they can say it’s the Executive who has to formulate policies to guide UPSC, instead we are just asking the key which is already prepared for the correction of students copies. Is it really a big task for UPSC ? so that they can shift the task to Executive’s plate.

Multi crore Rs. are wasted on coaching bcoz of opaque nature of UPSC. And of course the valuable period of life.
Please explain how disclosing the OMR sheets will stop people from joining coaching institutes.
prelims result comes after 2 months of the exam.
In meanwhile coaching institute keep playing the game of cut-off. they make students feel – paper was tough, cut off will be low so even if u hv less marks, dont worry, join my coaching (35K+), specially test series (costs 8-12 K)
e.g. almost every serious aspirant is of the opinion that aptitude paper was relative easier this year but Career Launcher says – It was tough. UPSC is making it tougher every year (read it as – all non-science/maths background students, u cant crack it without coaching so join us).
So if keys, OMRs are released in time, picture will be brighter, less space for speculation, less false hopes, less exploitation by dirty tricks played by coaching institutes.
You are mixing cut-offs with answer keys. Lets say, UPSC declares answer keys the next day. Still there is no credible way by which you are going to get cut-offs. Aspirants will never know if they will get through or not. They would still rely on institutes. UPSC cannot help them in any way. We cannot expect UPSC to release result in 15 days, so that we can decide which institute to join if at all.

cant believe that this is d response of one of our apex n most trusted institute…that they are so afraid of ‘frivolous complaints’ that they will neglect genuine complaints also…well if they are ready to reveal every candidate marks n d cut offs n d ‘undisputable answer key’ at d time of prelims results…there wud be no complaints whtsoever….
The only reason they want to avoid transparency is to do ghaplabaazi…its obvious they are not sincere in their work otherwise y wud they deny revealing marks n cutoffs…???…log ko sabhi jawaab mil jaye to koi itna vella bhi nhi hai time pass ke liye RTI krta firega…

July 2014: Answer Keys
July 2014: Over 100 petitions in HC to stay the exam and examine the correctness of answer Keys.
Aug 2014: HC refrains UPSC from declaring results and constitutes 10 member fact finding committee to verify the correctness of answers within 30 days(being idealistic).
Sep 2014: Committee gives its report with 2-3 dissent notes.
Oct 2014: HC after studying the report declares examination results be declared with or without corrections in answer keys.
Nov 2014: 50 petitions in SC regarding new answer keys and ignorance of 2-3 dissent notes.
Dec 2014: SC stays the Main Exam and calls for a fresh committee.
Jan 2015: SC declares final answer Keys and asks UPSC to declare results within 60 days and conduct main exam in 90 days.
March 2015: UPSC declares results. Alas! Some could not qualify.
March 2015: 50 petitions in SC that bonus marks, for wrong questions, be given only to those who actually attempted those questions.
April 2015: Arguments continue and finally UPSC defers the CSE(main) 2014 and CSE(pre) 2015, pending further notification.
April 2015: SC finally orders UPSC to conduct the main examination within 60 days and keep them posted.
June 2015: CSE Main 2014
November 2014: UPSC declares CSE Main 2014 results and prays all goes well.
December 2015: Personality test
February 2016: Results declared
What about CSE 2015??
Same process is repeated again as it has been in state PSCs.
CSE 2015 conducted in March 2016.
CSE 2016 cancelled.
CSE 2017 in 2018 and so on.
Candidates who left private sector or were capable of being employed went back to their jobs.
Afterall, How long can one prepare if there is no exam in sight?
New aspirants are no longer interested unless have nothing else to do.
Meanwhile, those time-pass champions hang on, dreaming about their impending success.

your analysis is commendable and very close to reality.
state civil services exams usually take 2 years to complete the whole process..
Perfect. CGPSC conducted 2008 exams prelims in 2008 May and Mains for the same in 2012 December.
You cannot jeopardize chances of thousands serious aspirants for a couple of mistakes(if at all).In prelims, a proper electronic machine is used which dont err like humans and unless the roll no. itself is mentioned incorrectly OMRed, i dont think there is chance of such error.
Moreover, UPSC’s answerkeys must be prepared by learned professor who are less likely to come to wrong answer atleast in Paper 1. Paper 2 is a bit subjective which might have different answers for comprehension and that too in inference questions only. But that remains same for all the aspirants throughout the country. So shouldnt be much of a problem.
Moreover, types of questions asked and options formulated, a lot of petitions will be lined up if UPSC declares results and everything is bound to further slow down(already 1 year process) , as judiciary itself is slow.

gr8 work buddy..seems you have a lot of time in life to write that much nonsense and provide an ultra exaggerated prediction of the next 8 yrs or so of whats going to happen in future with upsc examinations..i really appreciate your love for “status quo” which is a much needed trait of a future inefficient bureaucrat..
why the hell should mrunal fight for more transparency and responsibility in the exam porcess after all why should we be concerned about the mistakes/errors made by upsc with some candidates in prelims and mains as long as we are not the bakra right friend?..we should even stop the whole rti thing altogether keeping in mind the efficiency of upsc..why have an rti even after the exam process is over??..the frivolous rti and cases may even be made after the process is over and that my friend will lead to the same chronology of events as predicted by you..let us all request mrunal to take his case back and we should all bow down before the upsc and let it carry on as it wants to like lord curzon with total authority non accountability and non-transparency..seriously man i have just bcome a fan of yours:(

Thanks for your concern. If it makes you feel any better, I have utilized my time better than most people who write this exam, and surely better than you as reflected in your post. A lot of people like this blog, including me. That doesnt mean I have to agree with everything and by dissenting I become a traitor or agent of rival blogs. This is a forum not our ruling party. I appreciate his efforts, but this is a slippery slope.
What I have written here is not exaggeration rather a generalisation, that too a liberal one, of current situation in most States. Rajasthan and Haryana are good examples to begin with. Please Google it or request someone else to do it for you. Status quo is what I fear. Looking at the larger picture, its better to have thousands of efficient and skilled civil servants in the state administration rather than just a few in the IAS. Most IAS complain of inefficient and substandard field level functionaries.
The reason why cases in judiciary are pending for years is because there are no judges, let alone qualified. There are no judges because exams are stuck in courts and once conducted take 2-3 years to complete. A few good lawyers, who wish to join judiciary, end up joining law firms. Again, not my personal views.
Lastly, dont make personal attacks. It shows lack of appreciation for your own arguments. Cultivate a liberal mindset and be flexible with your views. This is not a True/False question. Debate with decency.

please look into conduct of Staff selection commission exams in last 2 years. they have been releasing answer keys and also seeking feedback on keys and willing to correct the same. all this is done in a shorter time frame and a much larger number of candidates viz a viz UPSC.
The delays and court cases at state level is not necessarily because of discrepancies in answer keys but due to political interference and flawed interview procedures.
In addition, the judicial procedure in itself has to be carried out with due process, it cannot take decisions in haste to jeopardize the future of young India, and if it takes time… then Mr. Vaibhav your analogy hold good… Even if the judiciary appoints more staff, they still need due time to analyse the complaints and hear both parties on the scales of equity… hence unless a more sound solution is found out… status quo seems best to me…
I think Vaibhav showed a scenario with minimum variation of schedule with actual time. In reality, checkout CGPSC website. They have successfully posted CSPSC 2008(May 2008) results in APRIL 2013. Just think of yourself being in the position of one of serious 100-200 candidates who got delayed by 5 years in their lives because few miscreants thought they will become deputy collector by challenging the answers and process.
I know i can also be one of them , who may suffer any discrepancy. But then there will be 2 alternatives with me :
i) I accept the result as my bad luck and continue working even harder for next time.
My selection will be delayed by 1 year.
ii) I challenge the decision in court. It will go upto Supreme Court. Mains will be stayed , since decision pending. After 1-1.5 year(minimum for judiciary), I win the case and SC orders for conducting Mains.
My selection delayed by 2 year if i am well prepared for mains and interview and get selected in that very attempt.
I have deprived 13000 other aspirants from mains without any fault on their part.

I really fail to gauge whether your comment is a reply to mine or just something you want to say without keeping in mind the context of the issue under discussion.
As mentioned by so many followers here i just want to know from you what is the harm in comparing the procedures of MPSC(Maharashtra PSC)and SSC and other such exams to that of UPSC. Almost same no of candidates appear infact about 10 times more appear in SSC than UPSC CSE. So i want to ask you has there been a flurry of frivolous complaints from the candidates in those exams or has the judiciary been overburdened with cases of them??If you dont know buddy ill tell you that the answer is “NO”..The fair and transparent procedures of these exams help the genuine candidates to analyse their performance and prepare for their next attempt.Also any technical errors can be brought to the notice of the commissions at the earliest..All this results in building a sense of trust in the candidates in the govt exam procedures which has been eroded in the past few decades
This cannot be done by disclosing the answer keys and results one week before the next prelims..I hope you will appreciate these facts.
And above all is it not my right to know my marks and the cutoffs when i have paid the fees for an exam and appeared for it??

MPSC and SSC may not face the problem, RPSC, HPSC, PPSC, KPSC and many others are. They will surely go to court. Because they paid 200 bucks, and cared to appear in the exam, they have the right to stall the exam by every possible remedy available. I told you to google it. And you didnt. dear vaibhav but your point does not justify the veiled procedure of upsc does it? it is as good as saying you do not believe in the democratic processes and tools of this country.If there are problems with some inefficient PSC’s they should learn something from the good ones and moreover the problem is not as much due to revealing answer keys and scores than due to corruption,nepotism and political interference in the commissions mentioned by you.
Yes indeed there are about 4-5 qns in every prelim paper where there is ambiguity.But the commission does have discretion in deciding the answers and their answers should be considered as final.This is also mentioned in the upsc notification.Before filling the form every candidate agrees to these conditions.
From a candidate perspective the age old process of conducting CSE needs a thorough overhaul.We have already seen the changes in the syllabus of prelim and mains and this should also be brought in the conduction of this exam.This will ensure that no injustice is done to any one and the right candidates are selected in the services.
Corruption is definitely there. But revealing answer Keys would not end that. It will surely make them cautious as UPSC has already become. Its the litigation after the exams. Answer Keys would be controversial because this is not a math test. RPSC too has similar statement reserving right of discretion. It did not stop courts from judicial scrutiny. last year, Delhi High court lowered the cut-offs because it felt a few questions were out of syllabus. Imagine what would happen to this exam. This litigation is not because officials are corrupt or inefficient. The chronology I have drawn above is not my imagination. It happened in RPSC and is repeated again and again every year. Nothing to do with corruption.
UPSC revealed answer keys, despite challenging the order in Supreme Courts. It introduced changes in prelims and mains without any courts order. It revealed marks of interview, and total of qualified candidates. UPSC is just protecting its turf from judicial intervention. There is already a petition in Delhi HC challenging introduction of CSAT.
My only point is that justice at this cost is not in the larger interest. Ambiguity in few question is better than ambiguity in exam itself. Imagine if there is no fixed date for CSE 2014. Would that be justice to lakhs of aspirants? Who will leave his/her career to prepare for an exam which has no fix timeframe? Would that be a right way of selecting candidates, discouraging meritorious candidates?The process is already too long. It would certainly be extended as has been the case in other HCs.
There is definitely a problem with UPSC. It is very secretive. Still, it has an excellent record of conducting this exam. My only contention is that solution should not be worse than the problem itself.
Perfect. CGPSC conducted 2008 exams prelims in 2008 May and Mains for the same in 2012 December.
You cannot jeopardize chances of thousands serious aspirants for a couple of mistakes(if at all).In prelims, a proper electronic machine is used which dont err like humans and unless the roll no. itself is mentioned incorrectly (OMRed), i dont think there is chance of such error.
Moreover, UPSC’s answerkeys must be prepared by learned professor who are less likely to come to wrong answer atleast in Paper 1. Paper 2 is a bit subjective which might have different answers for comprehension and that too in inference questions only. But that remains same for all the aspirants throughout the country. So shouldnt be much of a problem.
Moreover, types of questions asked and options formulated, a lot of petitions will be lined up if UPSC declares results and everything is bound to further slow down(already 1 year process) , as judiciary itself is slow.

UPSC is right.. if they reveal the answer key b4 the final result.. the whole process will be delayed… and this will force us to make five year plan for selection :)
mr. vaibhav you are absolutely right. This is the reality of the day. People like me who already are working find it very difficult indeed that the current exam is one year long. The frivolous complaint argument is fair and in the interest of candidates. However Mrunal’s attempt for answer key has already brought the change… UPSC has published answer key for 2012, and i am very grateful to him for that. However, I don’t think he should pursue it further. UPSC has set standards for high quality since 60 years, there is no need to doubt it now.
Mr. Vaibhav, i 100% agree with you. Even though am a fan mrunal, it’s not the right way going after the UPSC for PT key. Please Please mrunal, don’t bring UPSC to the State psc level. SO many non serious candidates should file cases and delaying the process by 2 more years. Because of such delay, lots of people could loss their attempts by the age limit( 30 yrs). I hope UPSC win the case….
I just hope UPSC is not visiting this website else they will get all the points and counter points to support its case…

Your efforts to bring transparency in the upsc selection process are commendable.
student community is highly indebted to you for your sencere efforts in this direction.
AS there is lot at stake for a serious candidate (time, money, hardwork), transparency and an even playing field is the least he/she can expect from the upsc.
I hope that since the matter has reached the courts, they shall not overlook the interests of lakhs of aspirants of not only CSE but other exams conducted by the upsc.
upsc argument is right as in state psc unsuccesful candidates file case in hc n disturbe the whole process
i dont think when some one right need to fear
maharashtra public servie comision provides first answer key .gives time to aspirants to take objection on it.then considering them prepares final key.and publish it.upsc can do similar thing ..this is one way to handle complaints .
2 to 3 lakh aspirants future or one year their mentality is not small neglegeble issue.
This is surely a democratic way of conducting exams.
Friend it not an state PCS and if you have appreciated hole process of UPSC EXAM you will not suggest such remedies
TNPSC is also doing the same thing(i,e) publicizing the result and wait for the critical Response from public .

UPSC objections will be thrown out at the earlist.What is wrong to disclose the marks then and there if you are correct. In Tamilnadu the TNPSC publishes the key answers and seek clarification before starting the process of valuvation.
