Prologue
- Every UPSC prelim paper is an art piece in itself. My analysis for the earlier papers, is available under https://mrunal.org/answerkeys
- Candidates tend to get very emotional and aggressive on the Prelims Answerkey articles. So, I request all to maintain civility during the comment discussions. Because UPSC’s official answerkey will be the ultimate judge, there is no need to use harsh language for anyone. [except for Team India, because they totally deserve it all the time.]
- Every teacher will try to justify that maximum number of questions came from his subject only. In my classification, it’d seem 29 questions are related to economy and yearbook. while others websites’ classification may differ depending on whether they put educational schemes under polity-governance and whether they put international funds, reports and bodies under Environment or IR.
- This time, I’m not putting agriculture schemes under fourth pillar (i.e. sectors of economy), because the way questions are unfolding in recent years, it’s better to treat agro schemes under Environment subtopic Agriculture, for faster revision.

Mrunal’s Lecture on BES171/ Banking Transactions#3, both are correct. NPCi is a not-for-profit company formed by various banks, with primary objective of providing cost-effective payment solutions to the banks (so they don’t have to rely on expensive contracts of Visa, Mastercard, Infosys etc). But, NPCi’s solutions such as IMPS, BHIM, RuPay, AEPS etc. have indeed helped in financial inclusion. So first is correct. And second is correct- NPCi launched Rupay card in 2012, as 7th payment gateway in the world.

While I had given the gist of NPS in my BES171/Financial Inclusion#2 lecture, but I did not cover these particular factoids. So, let’s check IYB-2017
- Chapter 13 Finance: NPS was compulsory for new central govt recruits (except armed forces) WEF 1/1/2004. so “D” is wrong.
- Chapter 8 Communication: Any Indian between 18 to 55 can join NPS. So “B” is wrong.
- PFRDA’s FAQ: can NRI open NPS account? Answer is yes, subject to RBI and FEMA norms.
- So we are left with answer “C”. Although technically, “C” is also wrong because originally it was new pension scheme (NPS), not National pension system- that term was coined only AFTER it was made open for all citizens.

Exports will become ZERO RATED under GST, so statements 2 and 3 would have been correct If examiner had used moderate words “GST will help”. But he has used ‘extreme’ words.
- GST is unlikely to ‘drastically’ reduce CAD Because of crude oil import and OPEC cartel that manipulates its prices.
- Similarly, GST is unlikely to enormously increase size of our economy (IMF projection ~1-1.5% addition in growth rate.) and we can’t overtake China in near future, because it’ll require currency undervaluation and labour exploitation which requires ‘Daringbaaz’ leader like 11th JingPing (नाम तो सुना होगा!)
- Hence statement 2 and 3 are wrong. We are left with Answer A.

Now, what did the examiner mean by decade?

While it’s possible to solve through guestimation and elimination, but to prevent fierce debates in the comment section, I’ll use the statistical appendix given in the economic survey 2015-16 as my data source. (because in survey 2016-17, CEA had not released the volume 2 before Prelims-2017, so we’ve to go one year back.)
- First statement is wrong as per Page A6. This eliminates A and D.
- Fourth statement will be debatable to some people because it has an extreme word “enormously” But, as per Page A85: In 1991, our Forex reserve was Rs.23,850 crores and in 2015, it rose to Rs. 21.37 lakh crores. So, I would take it as an ‘enormous rise’. Hence 4th is right. This eliminates C. [meaning, extreme words are not always wrong!]
- So we are left with answer B- 2,3 and 4 correct.
- While it’s possible that in some years, FDI and world share in exports would have declined than previous years but by and large compared to Pre-LPG and Post-LPG, there is definitely an increase.

It was finally launched in 1st April 2017. so, this is the ‘most latest’ question asked within Economy, Yearbook, Scheme segment of Prelims 2017. therefore, one should keep habit of reading newspapers, because even if you missed it in October 2016, still there was again chance you could have spotted it in April 2017.

20. They’ve asked about ‘Prohibition of Benami Property Transactions Act, 1988’. Not the new Benami Transactions (Prohibition) Act, 2016. The Act provides for three authorities but did not have any appellate mechanism.
So UPSC has asked the question wrt to older act, so that the student would know what changes are made to Act. I guess Mrunal sir made the same mistake which I myself did.

Also Egges Consumption is in suggested action taken so Answer should be statement 1 & 2 ONLY.
If we assume as per your view, the original act did not prescribed any no of authorities and just left it to govt to make rules and asked to laid down in parliament. So anyway that statement would be wrong.

‘ big corporate entities facing genuine difficulties’ – It is very generic statement that includes the corporates that didn’t borrow from banks. The transfer of equities of the borrower to the lender in case of insolvency – Isn’t it a key provision of ‘The Insolvency and Bankruptcy Code’? You are the king of UPSC-Economics. Clarification from you would mean a lot to me.

No Doubt that ‘S4A’ is a scheme devised by RBI. The main objective of S4A is to help the lenders recover the loan amount from the borrower. Not to help the ‘all’ the corporates that ran into troubled waters. The objective of the Insolvency and Bankruptcy Code is also the same. Option D says It is ‘an’ important provision in ‘The Insolvency and Bankruptcy Code’ recently implemented by the Government. Option D seems to more correct than Option B.

Regarding National Nutrition Mission everyone is saying Poultry is not included, I also could not find any reference anywhere except your pdf which reads: “Multi-sectoral Nutrition Programme to address the

under National Nutrition Mission – Approval thereof”
Which means its simply a sub-scheme of the umbrella scheme. Pg-47 clearly mentions Poultry Eggs though.

I have read in many news articles that Nutrition mission is promoting locally available foods via Aanganvadi centres. I thought locally available food = millet, coarse grain and unpolished rice etc.
Mrunal sir’s reference points out to the promotion of production of eggs, as opposed to promotion of consumption of eggs!
Sir..in question 65 about small finance bank…in wiki it is given small business units unorganised sector entities..so I think option c is also included…once recheck with this question…

New Benefits announced for NPS Subscribers in Union Budget 2017-18
In a bid to provide further impetus to the National Pension System (NPS), the following provisions have been introduced in the Finance Bill 2017 laid down in the Parliament today.
Tax-exemption to partial withdrawal from National Pension System (NPS)
The existing provision of section 10(12A)of the Income Tax Act, 1961 provides that payment from National Pension System (NPS) to a subscriber on closurer of his account or opting out shall be exempt up to 40% of total corpus at the time of withdrawal . The amount utilized for purchase of annuity is also tax exempt. At the time of normal exit, 40% of the total corpus is mandatorily required to be purchased for annuity. The subscriber has the option to use higher amount for purchase of annuity.
In order to provide further relief to the subscriber of NPS, it has been proposed to insert a new clause (12B) in the section 10 of Income Tax Act, 1961 to provide exemption on partial withdrawal not exceeding 25% of the contribution made by an employee in accordance with the terms and conditions specified under Pension Fund Regulatory and Development Authority Act, 2013 and regulations made there under.
This benefit will be effective on partial withdrawal made by the subscriber after 1st April 2017.
Further, Contribution up to 20% of the Gross Income of the Self-employed individual (Individual other than salaried class) will be deductible from the taxable income under Section 80CCD (1) of the Income Tax Act, 1961, as against 10% earlier.
This is with a view to provide parity between a salaried employee and a self-employed.
This benefit will be available on contribution made by the self employed persons on or after 1st April 2017.
This increased limit for tax benefit will help the self-employed individuals, to save taxes on higher contribution in NPS and thereby properly plan for their old age income security.
Additional tax deduction on investment upto Rs. 50000/- under Section 80CCD (1B) will continue to remain the same for all NPS subscribers whether salaried or self-employed.

option c doesn’t say that ‘only state government employee can join’

@Mrunal Sir and Other Fellow Aspirants: Just a small observation, Regarding Q.13, The National Career Service portal is not meant for UNEDUCATED YOUTH as mentioned in statement 2 of the question. I have checked multiple sources both govt and others but nowhere could I find NCS to be meant for UNEDUCATED. Everywhere, skill and education is mentioned compulsorily.
Hence, correct option has to be Option D(NEITHER CORRECT)

For Question no. 68, don’t you think the statement ‘Mobile Wallets will not be required for ONLINE PAYMENT’ is wrong, as UPI only facilitates ONLINE TRANSFER of funds, whereas ‘Online Payment’ is a wide term as mobile wallets are used for various purposes now a days, such as mobile recharge, booking tickets, etc., in addition to online transfers. So, in my opinion OPTION D would be most appropriate.

Aithough considering the NPCI objective being integration of payment systems it only promotes “digital economy” or “lesscash economy” as Mr.Jaitley puts it.
It does not open new bank accounts for masses that haven’t come under the purview of formal banking sector. All it does is serves the needs of people who already have a bank account.
So I think NPCI doesn’t promote financial inclusion.

JDY is the scheme that promotes financial inclusion by opening bank account for people who had hitherto been out of formal banking sector. Where as NPCI through Rupay provides services to the person who had been financially included through JDY.
On the corollary we can say “Even if a new JDY beneficiary does not have a Rupay card he is still financially included”
So NPCI is merely a service provider for all banks and bank account holders.

Benami Property Transactions Act, 1988 has been amended by the Benami Transactions (Prohibition) Amendment Act, 2016 (BTP Amendment Act). The rules and all the provisions of the BTP Amendment Act shall come into force on 1st November, 2016. After coming into effect of the BTP Amendment Act, the existing Benami Transactions (Prohibition) Act, 1988 shall be renamed as Prohibition of Benami Property Transactions Act, 1988 (PBPT Act).
