Topic #1: Central Civil Service (CCS)
This topic is related with actual / real-life working of an officer in Central Civil Services.I’ve compiled the topicwise PDF files (links @bottom).
Fundamental Rules (FRs) and Supplementary Rules (SRs)
- These topics are related with “personnel matters” e.g. leave, promotion, disciplinary action etc matter applicable to officers in Central Service.
- You’ve to do selective reading of only those topics/information that can be asked from Multi-Choice Question format. For example: The leave travel concession (LTC) is admissible to the Central Govt. employees while on study leave.
- But No need to mugup minute details, dates, names, numbers.
General Financial Rules
- Given in CCS ZIP file @bottom.
- This deals with budget and Expenditure related matters in ministries and departments.
- From that PDF file, prepare Chapter 2, 3, 4, 5, 6 and 8.
- Again no need to go in minute details. Most of the content given in that PDF file is not ‘exam-worhty’.
- Just prepare stuff that can be asked in MCQ format. for example what items go in Capital account, what items go in Revenue account and so on.
- Also prepare Budget formulation topic from IGNOU Public Administration material (given @bottom).
Manual of Office Procedure (15 Qs)
- Given in CCS ZIP file @bottom.
- This topic deals with how to actually work in a Government office=how to draft letters, what to do with “daks”, record-keeping, filing, inspection etc.
- Same principle: Just get brief overview of Exam-worthy information. No need to do Ph.D For example

How to approach HRM for CISR?
- HRM topic might feel daunting and boring. Because they talk about lot of abstract stuff.
- BUT the concepts and principles related to motivation, communication, leadership, recruitment and promotion = very easy to frame MCQs from them.
- So prepare them thoroughly from the given PDF files. (without getting bogged down by the abstract and philosophical stuff).
- When you search HRM on egyankosh.ac.in, it throws up truckload of results. They’ve special courses of PG diploma in HRM etc. But those booklets go in way too much detail.
- On the other hand MA Public Administration (MPA-014) has covered HRM in very condensed form, therefore I’ve compiled the PDFs mostly from MPA-014 (and not the PGDHRM course).
- But if you’ve time (and mood) you may download PGDHRM booklets manually from egyankosh.ac.in

Side Note
Those CSIR aspirants, who’re simultaneously preparing for UPSC /State PSC (RAS, Punjab etc) with Public Administration optional subject:
- Prepare chapter 2, 4, 5, 7, 8, 9, 11 and 12 from M.Laxmikanth’s book on Public Administration AND solve the mock MCQ questions given at the end of those chapters.
Some unwanted advice, warnings etc.
- When we talk of IAS, CAT, IBPS= these exams are held at regular interval, hence there is lot of information, experience-sharing and material from reputed book publisher (Tata Macgrawhill, Pearson, Arihant, S.Chand etc).
- But Exams like RBI, APFC, CSIR = Diwali time for some moneyminded people. They just assemble topics from here and there, come out with some “Readymade guidebook/Material” for Rs.2000, 5000 or 6000/– (depending on how rare the exam is and how desperate the public is.) don’t waste your precious money on such things. Always prefer authentic sources and standard reference books. If you believe there is some single magical guidebook to crack CSIR exam then you’re living in a fairyworld.
- Better prepare your own notes from CCS. (we are talking about 60 marks here: That means 40% of Paper II is made up of CCS topic.)
- for NCERT and M.Laxmikanth: no need to maintain notes as such, just revise them often.
- You may use Mrunal’s Autonotemaker to quickly prepare notes out of PDF Files (provided that you’ve Microsoft XP Operating System).
- HR, MBA topics don’t stay in long term memory= frequent revision necessary.
- Current affairs preparation beyond a level= diminishing rate of returns.
- And most importantly, don’t push your luck by ticking doubtful questions, just to cross some imaginary cutoffs, else you’ll lose in negative marking.

Previous papers and Cut offs
(although I’m filing R.T.I to get previous papers and cutoffs but) there are three reasons why they won’t be of much help:
- In 2009’s recruitment round, they did not have negative marking system.
- In 2009’s recruitment round, they did not have HR and MBA topics, only Public Administration and in that too, the Public Administration syllabus was very broad -almost identical to the erstwhile Civil Service (preliminary) Public Administration paper.
- In 2009, They had descriptive paper on letter writing and comprehension.

As an insider i must caution the engineers and other professionals that this job is not suited for engineers/MBAs at all, this is just next level after LDC, and more of a clerical type of job.
The amount of unwanted and truck load of syllabus being asked and the effort required for the same has nowhere link to actual work requirements. After all why does a Assistant need to be tested in leadership and management skills when they cannot take even a single decision on their own. They report to a Section Officer.
Hierarchy of CSIR administration for officers is:
Section Officer(GP-4800)–> Under Secretary/AO/FAO/SPO(GP-6600)—>Deputy Secretary/COA/COFA/COSP(GP-7600)—>Senior Deputy Secretary(very few)(GP-8700)—> Joint Secretary ( reserved for IAS on deputation and is a GOVT of India post)
For Civil service aspirants: Go for it only if you are confident that you can treat it as a ladder to move to better avenues, else you will be stuck for life in a frustrated work environment of dealing with medical bills and transport bills etc.
You will be called Dealing Assistant/Executive Assistant with grade pay 4200(till the court directs CSIR to make it 4600 as in Central Govt.)

1.Excise inspector:
Same grade pay,
But directly a central government employee,
Most join Excise to earn extra income.
2. IT officer bank- I do not have much idea.
3. Software Engineer- High earning opportunities but depends on your caliber, company and mainly interest. If you like technical stuffs and programming then it is better to stick to your current job, or do an MBA from good institute, which will help you to go up the ladder.
Pay in hand in CSIR Assistant Grade -I will be between 25-28 K initially +3% increment every year on July 1st + Increase in DA as declared by the government.
Regarding work load- It usually is less(4-5 hrs a day), however this depends a lot on your immediate boss and the lab you are posted in. Also it is difficult to concentrate on your studies during office working hours(usually 9:30 to 6), as is the case anywhere. However as I told it a lot depends on your immediate boss.
In Assistant grade usually transfer do not happen and if you require a transfer you will need to do a lot of lobbying and even sometimes political approach is required.
Looking at your profile I recommend that you stay in your IT job, as all the options you have mentioned above will take you down in life in terms of job status and profile. Try to find time everyday and follow a strict routine to prepare for UPSC-CSE, you can take 1-2 months of leave(on loss of pay if needed) during the Mains time by showing some family problems or medical reason. Consistency and regular study is more helpful for UPSC.

I guess you will be eligible for that exam(I am assuming that you r Assistant Gr. I for other posts I dont know abt exp. but will try to extarct info) but the process for Section Officer Exam has not started yet but rumors(most probably true) are on full swing about the Section Officer Exam. This whole exam took around 6 months from exam date to joining.
Executive Assistants are eligible to take SO exam in 3 years so it is a good opportunity + if u wish to prepare for civil services or other services u will get ample time for your preparations otherwise also cool job if u wish to stay here but for overqualified ppl definitely frustrating job.

you should select zone on basis of your priority. Almost all labs are same. Some labs are good and modern due to their directors like CCMB hyderabad.
Generally people select labs near their home town or where they wish to work.
there is no such advantage while working in particular lab
I NEED UR ADVICE AND SUGGESTION.
For last two years I have been working with FCI at Assistant grade and last month I have joined a Nationalised bank as PO(just because I want to be in officer cadre), now being a girl facing or will be facing lots of problem like timings- 9:30am to 7pm,lot of financial pressure and risk and continous work and costumer dealing and transfer problem too.
Sir this job is not heart breaking but I can not think of my future with this job.kindly suggest me should I prepare for CSIR CASE or what other options are available for me so that without getting so tensed I can prepare accordingly.

Only one lab is there in Jorhat(NEIST),Assam.
Delhi has highest no of labs and also CSIR HQS
then Lucknow(4)then chandigarh(2)
pilani>palanpur>roorkee>jammu have one lab each
In west bhavnagar,goa,pune,nagpur,bhopal have one each
Hyderabad has three labs
bangalore has 2 labs
chennai has 2 labs + one regional office
one lab each in trivandrum,kariakudi,bhuvaneshawr,dhanbad,kolkata and durgapur
Regarding preference of postings
1> always home or near to home
2>if want to be in delhithen for civils prepp\\
3>next metros
4> every lab is different, more particular every higher is different, if u get a gud boss who is empathetic 2 ur civils prep then u r in heaven if not then u have to learn to manage him.

Sir, I have only 44% marks in graduation but more than 60% marks in HS and Secondary and have a DOEACC ‘A’ level Diploma…. Even I qualify in the written exam then may I eligible for the interview or they will reject me for low graduation marks ??

official notification clearly states that selection =marks scored in written + interview.
In future also, Don’t worry about your low score in graduation, it is non-issue for (most) Government job exams.
