Let’s recap the previous episodes:
- I had asked for CSAT 2012 answerkeys via R.T.I, but UPSC did not give it saying “examination process is not over.” (June 2012).
- I then appealed to CIC, and CIC ordered UPSC to give the answer key before examination process is over. (This happened on 1st March 2013). Click me for more
- But Today (30th March), I received a letter from UPSC, that basically says “We can’t give you the answerkeys and we are going to challange CIC’s order in Delhi High Court..”

Dt. 25th March 2013
Subject: compliance of CIC decision no. CIC/SM/A/2012/001599 dated 1st March, 2013 in 2nd appeal filed by Mrunal under the R.T.I act 2005.
In compliance of above mentioned direction of the CIC, it is informed the public information officer (PIO) has not been provided the answer keys of all sets of Civil Service (preliminary) examination, 2012, by the custodian of the said records in the (UPSC) Commission’s Secretariat. Hence the Public information officer (PIO) is unable to comply with the direction of Hon’ble CIC.
It is, however, further informed that the custodian of such information, have decided to challenge the decision in the Hon’ble High Court of Delhi, as the decision of CIC is contrary to the policy of Public authority.

What’s wrong with UPSC? Wasting tax payer’s money in useless court cases. I wonder little dirty secret they are hiding. Totally sucks.

‘since prelims marks are not counted for merit..there is no harm in disclosing that’ it is by the efforts of people like you that we can expect the attitude change of UPSC.. so challenge it and all the best..
they a do hide their mistake they can do any thing……………….they know when whole process will over then they will provide the key ….in that case even god and supreme court can not do any thing to correct their mistake
no one can save civil services aspirant from upsc mistak…….
they want to reform the system…………………but they dont do any thing to bring the transparency in their recruitment system…………

I must say that you shall fought this battle to the end. Clearly, UPSC seems to be at loggerheads with strong denial and Who knows that this one incident (which might go in your favour) may set the new rules of transparency and accountability in coming era. So go ahead brother!

I think upsc want to prevent the court cases going to be lodged if they reveal the keys. It happen with state pscs often.
I salute you first for going so ahead on behalf of all of us…we all are with you. You must be knowing that few states like Maharashtra State PSC give the carbon copy of the OMR sheet which we mark and the next day, the official answers are there on their site. It makes the process so much easier. As it is, it takes 1 and half year for a serious candidate to give CSE and keep waiting or rather “hanging” because it is so unpredicatble. The least they could do is provide answer keys so that the students know where they stand. With 2012 paper, there are many questions with ambigious answers, even with Decision making questions, there is subjectivity. I got 205 in 2012 according to vajiram key, 215 according to career launcher, 195 according to visionias. More than anything, the answer keys help us understand whether we are on the right track and stop wasting our time..Thanks Mrunal…for doing this for us…

seriously there is no point in the famous reply”key cannot be provided before exam process ends”… they must reveal the key on the very next day of the exam… it will be of immense help to all the aspirants..
Yogesh has a point.! they are trying to avoid controversial answers debate.
Moreover it serves no point in providing the key after 1 yr of the test…! Becomes mere formality..!
“Nothing is settled till it is settled right” hope Delhi HC will upheld CIC’s Decision.
I think same matter is already pending with Delhi HC. Where UPSC denied to disclose the answer keys citing them as their intellectual property. Rubbish…
if ssc(cgl)and state public services commission can declare answer sheet why upsc can’t ?????

Its him who has provided us with so many articles,clearing so many concepts in a simple manner as if he dint do anything productive…regarding the answer keys thing he did not file RTI thinking that his website followers are with him and he doesnt expect people to be with him…….its his time and let him think abt wasting it or doing something productive………
Of course I am thankful to him. I was talking esp. about the RTI follow up. That wont come in exam.So why don’t you contact Mrunal personally and do him a favor by going to the RTI court proceedings.? So he can continue writing articles while you are busy with court proceedings on his behalf?

Can somebody tell me why going case in a court is always treated in a negative sense.mrunal’s intention are always bonafide ,court will upheld the stand of mrunal.

I dont understand logic of UPSC for hiding information and at the same time asking question on role of RTI-2005 in bringing transparency and accountability in govt.

Right , its not just about getting the answer keys. Its about making UPSC respect our right to know. Mrunal sir is doing this on our behalf, as we don’t have so much time to fight it through to the end, but we are with him definitely. As far as his time is concerned I feel he spends his entire day for the welfare of thousands of UPSC aspirants preparing articles that provide guidlines and explain concepts in the easiest manner possible. Can’t get any better than this.
He writes informative and helpful articles, but filing RTI and the processes’ followup would not help in coming exam or ever. Volte face, lol. Why don’t you try filing an RTI for the same thing while we all study with help of Mrunal’s article and succeed , while you are busy speculating cut-off through the newly received answer key(which would be of no use)? Bye!

logic is tht they want to complete the exam in stipulated time..if they provide answer key then student vl ask abt source regardng ambigious questns nd more nd more number of problms..and then upsc hv to delay exam procedure same as states pcs…so its gud to reveal answer key aftr mains
coming months are going to be hectic…. I am preparing for this exam for the last 2 years and havent crossed the prelimns stage… UPSC not releasing answer keys amounts to violation of article 21 of the indian constitution(this is one advantage of preparing for this exam. An engineer like me can use all these fancy numbers and pretend to be a constitutional expert -) anyways, anyone wanting to go to temples and mosques to pray for my success in this exam, they are welcome to do so, because if I become an IAS officer i will be the saviour of this country. This country needs me. . .

Mrunalbhai- my advice to you if you go to the high court is ” make upsc an offer they cant refuse” in marlon brando style. . UPSC deserves it
If you don’t mind may i ask you how many attempts have you been through till now? And what do you think is the reason you are not able to get past prelims stage even after 2 years of preparation? Its just for my guidance.

UPSC epitomized colonial mindset for sure. This is unacceptable. Can’t understand what is secret about those answer keys. At the end of the day, they are just answer keys, not some DRDO protocol.

Those bald status quo(ist) officers within the UPSC should be asked to write an essay on the above mentioned topic….Their replies then should be attached when the court proceedings take place for disclosing the answerkeys(Bloody Hypocrites)….One of the laziest, dullest, brash officers are on the rolls of the UPSC and they have an excuse for everything…If there is an essay to be written on the RTI in any exam, damn UPSC would be right example to give…THIS IS DEMO(N)CRA(Z)Y…
UPSC officers are not lazy. They are the most cunning, crooked and scheming set of people in this whole world.. I wonder what is the criteria to be an officer in UPSC? I m sure one of the criteria is to be a saddist and have a natural tendency to find excuses and not to give replies for RTI

I think ,UPSC is still in BRITISH ERA..Some one should tell them this is Republic country where people are supreme.. transparency is more important…UPSC is behaving like LORD CURZEN…..
Now I smell fishy, what UPSC is upto why they want to hide, I think they just want to stand like a monarch untouched.

m not very hopeful for the 2012 ans sheets but i hv a gut feeling that 2013 and onwards some transparency might come in…

Every change has come because somebody took the effort to bring about the change. It is very much in public interest that UPSC becomes more transparent with respect to the examination. It is very important that candidates know the exact answers and exactly how they have fared; and there is no logic in keeping them secret just because the exam is not over. If some candidate finds that he has got the adequate marks but is still not declared qualified, he must be able to challenge it BEFORE the exam is over, and not after it.
This secrecy makes ordinary people doubt UPSC’s integrity, and hence transparency is in their interest too.
In fact, we must congratulate Mrunal for his determination and perseverance in this regard. Somebody must be bold and brave enough to challenge the status quo.
thats what i said you .. it happened before also like that only … they will move to supreme court if case is lost in high court … there only goal will be either applicant should give up or they shd prolong the decision so that candidate loses interest
