- ‘Man’s motives … in different subparts of the same. organization may be different’ [Edgar Schein]. Discuss.
- Leadership is the ‘influential increment over and above mechanical compliance with the routine directives of the organization’ [Katz and Kahn]. Analyze.
- ‘Policy judgements comprise reality judgements, value judgements and instrumental judgements’ [Geoffrey Vickers]. Elucidate.

- How would you trace the development of Public Administration in terms of different paradigms from the politics/administration dichotomy of 1900-1926 to the rise of Public Administration as Public Administration after the formation of the National Association of Schools of Public Affairs and Administration (NASPAA) in the USA in 1970 ? 30

- In the light of your discussion on above, also show where and how this ‘fitting’ differs essentially from the ‘coping’ with ‘stress’ from the environment emphasized by the systems theory of organization. 20

- ‘Open access to government records is … the hallmark of a democratic government’, but ‘governments are not hesitant about destroying records – very deliberately – in order to prevent investigations, as well as to generally weaken accountability’. Do you think that in this situation right to information can go to the extent of demanding complete declassification and ‘de-archivization’ of government records? Argue. (30)
- Should media exposure be included in rules for administrative accountability in India ? State your views. 15
- Comment on the role of Civil Society in facilitating administrative accountability with special reference to the ‘J anlokpal’ issue in India. 15

How much marks does one has to attempt (with proper length and some quality) to have some chances to qualify for mains ? in pubad i attempted total 380 marks and in geog i attempted around 410 marks…. so keeping in view the changed pattern this year and tough questions , do i hav any chance ? i wrote all answers with some thought and kept length proportional to marks….

pub ad has b’cum Frankenstein monster for d students..but there is no way out for those who have already opted for Pub ad..pls suggest some measures how to tackle d changing nature of exam pattern and any suggested readings/books(i have already gone through synergy notes and to an extent Laxmikant)…

Hi friends… After reading the questions and all these comments i felt that i will not be able to clear CS in 2013 if i take PA as my optional. Many of my friends and my coaching institute suggested to take any other option for mains as last year many people could score only average marks. But I decided not to give up as i studied subject around 50-60%. So i went through few books to find out the concepts asked in these questions. For example, I found out the word “Pareto optimality” in the 10th page of Mohit Bhattacharya’s New Horizons of Public Administration. May of you have read it already. From this i understood one thing… Most of the people here are not reading the basic texts very well… I think in the same way we could trace many ideas in this questions. Don’t blame UPSC for your ignorance and stop misleading people. Read between lines and Try to dig up the gemstones as Mrunal’s blog says.
All the best for all who opt Pub Ad. Don’t stop preparations. Read books very well and don’t forget to go through “INDEX” after studying each paper it will give an idea whether you skipped any crucial word or concepts.
