Do you think that in this situation right to information can go to the extent of demanding complete declassification and ‘de-archivization’ of government records? Argue. (30)
- Should media exposure be included in rules for administrative accountability in India ? State your views. 15
- Comment on the role of Civil Society in facilitating administrative accountability with special reference to the ‘J anlokpal’ issue in India. 15

Thanks Mrunal. I found Paper 2 interesting. But, to be frank, paper 1 is scary. Serious contenders must have cried after the first session. I a clueless about the name of thinkers.

Paper 2 still approachable … Most of the question are straight forward(argumentative) …. Paper-1 is sex bomb… Cant even think of most of them,. More over they are pick up lines… While explaining some funda… I feeel with this paper 1 Fadia times might go off….

I’d read fadia paper 1 …. From this current paper especially part a … There are lot of points which are not mentioned in book…
Example::
1. NASPAA — no mention at all… Infact read american administration in recent times..
2. Pareto improvement — comes under public choice theory– no mention at all…
3. Leadership chapter doesnt recognizes katz n kann’s..
4. Critics of tailorism — fadia doesnt mentioned about antonio…
Rest of paper 1 looks okie… But question 1 and 2 are enough for heart failure… And can stop further working of grey matter for rest of the question…..
Looking at this paper its hard to be define scope of the paper…. And relying on fadia ( which i feel most of the people do) is suicidal ….given that span of time til your are eligible to write mains again…..

Level playing field is required UPSC should change the mains pattern….

Pol Sc has ceased to be a popular option because of exotic quotes…now they are giving it back to pub ad which has taken its position.
question 1 & 5 in paper 1 was a bit tricky….but other are easily approachable if your concepts are clear….no doubt the level of question paper of pub.ad is increasing year by year acc. to me paper was bit difficult than last year but this will give an edge to peoples who understand the concepts rather than just mugging it up.
for paper 2….it looks same as before….seems easy but when comes to writing the answers than the real problem comes…. as most of the question requires wide knowledge so its difficult what to cut and what to write.

If one carefully analyses these questions, they are the same concepts that are commonly discussed in all books, except for the fact that they are obfuscated with ‘Proverbial statements’. So, somebody who has written mocks and has earned the survival skills, will still come out successful. It is just scary on surface..
the “proverbial questions” are said in context. further just by analayzing key words r not gonna fetch marks if one’s paper is checked by a prof of good institute.

I’m told (by some seniors and coaching experts) that there is penalty for overcrossing wordlimit- atleast in GS Mains papers.
(1)Ans-(a)One has to discuss abt many public choices created by Gov..like Retail shop,home delivery services in commodity sectors..and in politics also we have many choices of selecting candidates in politics…so govt while framing policies for diff choices has to look for high spirited Pareto optimized items into consideration.eg-12th 5 year plan…govt has fixed more growth rate for construction,Financial services etc instead of Mining and quarry,which used to be given more importance before.
It is done just for capturing more revenue and ppl feel that they are at stable economic condition.

according to wiki…wat naveen says is the closest….you hav to make a choice where theres the best to most and not harming others(pareto optimality) or do best to most and harm to very few (pareto improvements)

rest search for some famous theories of niskanen,widvasky,budge,sabatier and others if you find important.
Read mohit bhattacharya -new horizons,and new perspectives;
Rest read questions carefully.Also it was lengthy

Govt has created so far have been found inter-woven with the activities of other dept atleast in middle nd lower level….like CRPF and state police are used for the same wrk some time(election duty).So whenever..there comes a situation,where both have to react,where informal grp in both grp will act according the way their superior tell..eg Durgapur Steel plant Police firing case,eg-Take the example of MoEF and MoEA..when policy was made for forest dweller rights act…the informal grp prsnt in MoEA over seeded the policy and this policy was made based more upon MoEA suggestion…here we hve to explain fuctiong of informal grp in orgy.

This paper was more Practical.Paper wasn’t that tough.It required a more practical approach to the syllabus. Mugging will not help in Civil Services. This is my 3rd mains.

As Maslow said about “need” pyramid, each person in organisation is at different level of pay scale, background, society and so on. Thus, each one’s expectations from Organisation and society are different to satisfy their levels of needs. Thus, the question answered.

Pareto efficiency in short
An economic system that is not Pareto efficient implies that a certain change in allocation of goods (for example) may result in some individuals being made “better off” with no individual being made worse off, and therefore can be made more Pareto efficient through a Pareto improvement. Here ‘better off’ is often interpreted as “put in a preferred position.” It is commonly accepted that outcomes that are not Pareto efficient are to be avoided, and therefore Pareto efficiency is an important criterion for evaluating economic systems and public policies.

this year paper was so easy…serious candidates have cracked it…i dont know why there is so much hue and cry about the paper..except one or two two question everything was under control..
one or two quetsion means 100 marks unattempted or poorly attempted, and out of attempted, 60% marks shud expected..that takes scoring below 150… and below 150 is called poor performance but this year, scary paper..
