we can still write sumthing in humanities subjects even if we dont kno the correct answer, atleast to fill up the sheets and be happy that now its on examiner to give marks. but if such paper comes in chemistry, physics or maths, result will be empty sheets.

Indeed ppr 1 was extemely value laden n required deep analysis
few guys r of d view that ppr was easy.. I disagree.. It will be proved whn avg marks scored in pub ad descends compared to previous yrs
however, barring a few ornamental quotes… if ques is read properly, they can be answered immaterial of d fact that wether u hv heard d name of thinker or not.. examiners have clearly showed their intent of dissuading candidates who just mug up n dont apply their minds.. one cant remember every scholar as the list is not exhaustive
ppr 2 was relatively simpler n scoring
but coz of anxiety n lack of application of mind i m nt expecting anything more than 310, which of course is below par
but i wudnt advise ppl to give up on pub ad, as like last year, i m pretty sure that this discipline will give maximum selections

@all Although people are saying that paper 1 was not easy but credit should be given to UPSC. the thinker questions were bombarded with obscure names but the quotes reflected general application pub ad concepts if it can be aligned with traditional thinkers only a relational approach was required. moreover paper reflected the thing that one cannot just mug-up coaching material and throw it out there. Although there are some new key words but if anyone would have done a detailed reading of topics like for example public choice theory one would certainly come across concept like pareto optimality. and some questions were GS oriented as well. So only the person following a parochial approach of coaching institute can term it as difficult paper

I think that’s where repetitive revision comes in handy, say, if you have read public choice theory type topics(which are not more than 15 in entire syll.)multiple times, it clicks into your mind immediately…..

Upsc is likely to phase out optionals by 2014 as d dates for 2013 mains has already arrived which spans 21 days like the previous yrs
moreover, in 2012 the minister of personnel, public grievances and pensions stated on the floor of d house that ministry doesnt intends to bring any alteration in the pattern TILL 2014
the upsc is pressing for reforms based on the recommendations of 2nd ARC n alagh committee

a questn for critical comment in paper 2 is very recent, which was a statement by S.H.Kapadia
this was expected otherwise too….. considering tiger reserve and other overarching judgements like ramdev’s right to sleep

again, in geo too. 2nd paper was okay but 1st paper was like , what the hell is this?
no direct question like ptt or an other theory…
Paper wasn’t that tough. IT required more practical approach to the syllabus. I think UPSC is shifting its pattern from the conventional to more practical.You can get surprises next year.So be ready for that. Don’t depend fully on coaching, try to read good materials.This is my 3rd mains.

one thing common i’ve noticed who ever has not appeared in exam they were telling “kya halwa paper tha pub ad ka”…i’ll tell all those guyz b4 commenting in future first write the answer in given time creating exam condition at home and assess ur performance and comment here…then u will be welcome otherwise yahan aa ke apni expert comment dene ki jaroorat nahi hain…i know these type of people have ever cleared cse prelims in their whole life…

one of my friend’s friend always tell..are yar kewal prelims mein selection hone do…final result to main chutkion mein nikal dunga..but he is not able to clear prelims in his last 3 attempt..usi mentality ke logo ki bhramar is blog par ho gayi hai…these guyz even are not able to realize people appearing in mains n even interview are more experienced and knowledgeable to assess the paper .

Am not reading from any prescribed books. Fadia and Fadia as I read last year is just for making people acquainted with basics. Let me clear the exam next year I will disclose a hell of Pub Admin material source :D. Actually, two questions were of my guess. I was discussing them with my friend just before exam date ( my senior- who is giving exams but I am not :P ). The Parliament vs Govt (read executive vs Legislature), The Para-military viz Federal Structure .

paper was tough but it was approachable by using common sense. like rule of law, contingency
theory,civil society, rti and simon etc. But two and three question are unapproachable like pareto and wildavasky.So anybody who has attempted all question in right direction will get 150 marks easily.Finally concept calarity was must to tackle this exam.
the toughest part is not only about what thinkers are asked.
they asked 12 markers with 150 words,and quotes so tough to understand.The problem was time and nothing else….i agree that applied knowledge was needed,but when understanding the statements themselves was taking so much time,how could we write a gud answer framing them well.

We need to EXAMINE = Consider in detail and subject to an analysis in order to discover essential features or meaning; Put to the test; look over carefully or inspect
selection model = positive recruitment = focus on needs of organization => lesser training required and better quality at the outset => reduced training costs but increased selection costs; also might result in no recruitment if no suitable candidate available
In developing world purpose of recruitment may not be just getting the best but also ensuring social equality, skill development and socioeconomic growth along with inclusiveness
u can write on these lines of thought focusing on first part and concluding with the social equality aspect
skv….i wrote abt taylors principle(right men for right job) should be used…and the equity part… looks somewat close to wat u have said…
i wrote little different that how focussing on organisation side requirements candidates interest are ignored. then gave theory of maslow and argyris(maturity-immaturity principle). then wrote that this is one of hygiene(or motivation can’t remember) fators where job is not enriching. then from a developing country perspective as job are choseen on economic perspective which gives rise to vicious circle of inefficiency as organisation goal most often do not align with individual like indian bureaucracy
hi all, but what about the system’s theory, negentropy, that propels organisation to change with its ecology, hence to stay in the competition is the basic need of the organuisation, all the above answers given by you all have quite a relevance but look at the reader’s respective critical appraisal also.
they all lack ecology concept, system’s theory covering everything an organisation basically need to sustain…what about that
hence the selection model offers an organisation to inject a fresh blood of creative thinkers that together with right apprenticeship of training can push organisation to quickly adapt with changing enviornment, and what about its cons….effect on incumbent employees….so organisations have to tread a balance path to recruit fresh blood but with a concern of not letting the overall motivation down..
