UPSC replies: Subject wise marks of the candidates is information personal to them, hence exempted under Section 8(1)(j) of the RTI Act is invoked. Moreover, no public interest is apparent. However, written, total/PT/final marks of the recommended candidates could be provided. For that, the Information seeker needs to be deposit Rs.42/- as the information comprises 21 pages.

There were no separate cut off for individual papers and the cut off marks were based on the aggregate marks obtained in both the papers put together. Data regarding highest marks obtained by any candidate in Paper-land Paper-ii is not compiled.

Wait a minute, why are you (UPSC) giving this information to me? Afterall if Subject wise marks of the candidates is information personal to them, hence exempted under Section 8/1/j of R.T.I (like you said in previous question), then these CSAT marks of each paper, should also be personal to them, because you make prelims cut off list after combining the marks!

The information cannot be provided as Answer Sheets of Civil Service (main) have already been weeded out as per the Record Retention Schedule approved by the Commission.
Mrunal comments: Too bad. These toppers’ answersheets could have served as lighthouse for future aspirants (especially since UPSC refused to give ‘model-answerkeys for mains exam’ in my previous R.T.I application.
Optional subject removal, Nigavekar Committee
Q11. Please furnish information on the status of the Nigavekar Committee appointed by the UPSC, including the copy of the mandate setting up the committee, and the copies of mandates giving extensions to the said committee, if any. However, if the Committee has submitted its report, please give a copy of the report. Has UPSC given any deadline/ time limit to that committee to frame its report?
UPSC replies
It is informed that Prof. Nigavekar Committee Report has been received by the Commission on 30.8.2012 and the recommendations of the Committee, after due consideration of the Commission have been forwarded to Govt. of India on 31.10.2012 and their response is awaited.
It is further informed that the copy of the report/recommendations have not been made available to Public Information Officer by the Public Authority. Thus, Seaion 8(1)(d) of the RTI Act, 2005 is invoked, Public Authority being affected third Party.
Mrunal Comments:
Well, I already knew that a week before (thanks to Mr.Partho). Seems UPSC is going to do everything to protect the Top Secret information related to optional subject removal, disregarding the fact that many candidates are in limbo and coaching factories are making a killing due to this uncertainty.

- Information in respect of CDS & NDA cannot be provided since the final selection of candidates is made by the Ministry of Defence.
- Regarding CPF (Asstt. Commandant), it is that since the examination process is not yet completely over, the marks secured by the last recommended candidates cannot be disdosed.

1. Going through previous years question papers…………
2. Reading all related NCERT books twice (if possible thrice)……..
3. Bipin Chandra for History, Geography by Goh Cheng Leong, Economy by Ramesh Singh, Google news and Wikipedia for Environment and biodiversity, Indian Polity by M Laxmikant,
4. For Current affairs Reading Newspaper (BS and TOI), one Magazine (CSR) Regularly
5. Reading Economic Survey of India, India Year Book
6. Solving TMH guide (both CSAT I & II) ……..
7. Appearing for Rau’s online Test Series
This is what I am thinking to do. Is it possible to do it in next six months? I mean is 6 months time period good enough? Uptil now, I have not been able to give much time for study due to job. But I am free now since I have resigned. I want to start a fresh now.

I think this will be helpful for lot us.
We should see Rukmani’s marks in a positive light. Even if you are at the border line after giving prelims exam, keep preparing. This is because once you are in, the race starts afresh. Rukmani is an inspiration for those who are not very good in the CSAT format.

Till it won’t happen to anyone of us it’s all hunky-dory.
I know a friend of mine(gave interview) who got below 30 marks in paper 1 in hindi(mains) still managed total in hindi260(30+230) got 175 in interview but finally couldn’t make through. He only contemplated action, but couldn’t take action. coz he has still one attempt left.Now if only his marks were above 100(conservative estimate according to him)he would have made it . He was damm sure something terrible happended from upsc side.
What is increasingly become evident now through RTI’s that the precess is not, to say the least,technically error free.
Hope I don’t get molested by UPSC in such high handed manner.
The problem is the OMR scanner. Dont erase and try to disturb the coding.

Rukmani Riar ke prelims marks dekhke yahi lagta hai ki jab uppar wala saath mein ho toh koi kya ukhaad lega…199 marks…198 is cutoff….kismat ye hoti hai bhai dekh lo….bandi ne mains mein chauke-chakke laga diye..maar di baaji. hamari kismat kyon footi hui hai…saala 2012 mein 205 par bhi nahin hua. ye kaho first attempt tha …ab PT ka matlab yahi hai ki CSAT wale paper ki aisi-taisi kar do.

Mrunalji,I secured 831marks in my first attempt.simultaneously I appeared for other competitive exams (as preliminary format changed)such as lic,niacl,UI,I have been selected as an administrative officer cadre posts and as a p.o.in an rrb also.but my dream is to become an ias officer.so I didn’t join any of the 6posts.in my second attempt I cleared prelims.i could not write mains 2012 due to serious illness.it was an unfortunate thing.it took much time for me to adjust my mind and come back to studies.but people around me started commenting me and my parents for choosing this field as they feel that iam not competent as I completed my schooling and college education from a small town.but the desire to become an ias officer is imprinted in my heart.but iam losing focus unable to bear comments
What should I do.how to motivate myself

Appellant: Mr. Moti Chand Prasad on video conference from NIC-Varanasi Studio; Respondent: Mr. T. B.

The PIO states that information regarding query-1 is not available since it has been destroyed as per the record
retention schedule. The PIO has provided the marks of the successful candidates as per the order of the FAA.
But has not provided marks of the unsuccessful candidates claiming exemption under Section 8(1)(j) of the
RTI Act. The Commission is not able to appreciate how marks of successful candidates can be held not to be
covered by exemption under Section 8(1)(j) whereas the marks of unsuccessful candidates are considered to
be exempted under Section 8(1)(j). The Commission also rules that marks of candidates who appear for exams
cannot be held to invasion on the privacy of an individual as defined under Section 8(1)(j) of the RTI Act. The
information is personal but is generated in the course of the public activity and the marks of the individual
candidates cannot be considered to be invasion on the privacy of an individual.
Decision:
The Appeal is allowed.
The PIO is directed to provide the information on query-2 regarding the marks obtained by the unsuccessful
candidates to the Appellant before 05 October 2011. This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties. Any information in compliance with this Order will
be provided free of cost as per Section 7(6) of RTI Act.

hi mrunal thanks for providing such a vital information regarding cut off marks of first three toppers. marks of rukmani riar air 2 shows that u can succeed with good rank even if you dont do better in pt.
Uttarakhand PCS mains format has been changed. There are no longer any optional subjects in mains exam. The new subjects added besides G.S are Maths, Science, History, Economics.
U.K PCS was not following CSAT pattern. Now lets wait and watch what UPSC does.
