Finally, UPSC has uploaded a sample paper for GS4 (Ethics) for mains exam:
They gave total six sample questions:
- Three questions on theory /definition/Essay type
- Three case studies (basically extension of what youāve faced under Decision making MCQ questions in Prelim CSAT paper II)
Candidates may please note that the sample questions below are indicative but not exhaustive. The range and depth of questions that would be asked may differ.
Three Questions on Theory/Definition/Essay
1. Ethical human conduct
What do you understand by āEthical Human Conductā? In what way is it important to be ethical along with being professionally competent?
2. Definitions
What do you understand by the following terms? Point out their specific relevance in public service;
- Intellectual integrity
- Empathy
- Perseverance
- Spirit of service
- Commitment
Indicate two more attributes which you consider very important for public servants. Justify your answer.
3. Inspiration
Which great Indian personality has inspired you the most as a role model and how have you been able to benefit in your own life by such an inspiration?
Three Case studies
Case study#1: sexual harassment
You have been working with your team for almost a year. One of your subordinates Mr. A is very effective and hard working, he takes responsibility and gets things done. However, you have heard that Mr. A makes loose comments about women. Mrs X who is working under A, comes to you, she is visibly disturbed. She tells you that Mr. A has been making undue advances towards her and has even asked her to go out for dinner with him. She wants to give a written complaint seeking action against Mr. A. wha twould you do and why ?
Case Study#2: Cheater friend
You have grown up with X, who has been your best friend since Ā childhood. You have shared your joysand sorrows and have been each other`s confidante. Both of you are in your final year graduation and Ā writing your final exams. In the exam you notice that your friend is Ā copying and cheating a lot. What would you do and why?
Case Study#3: Bogus Sarkari hospital
You are posted as the Medical Superintendent of a District level Govt. Ā Hospital which caters to the need of poor patients from surrounding Ā rural areas along with the local people from the district town.
As such the hospital has very good infrastructure and adequate equipment to cater to this need. It also receives sufficient funds to meet the recurring expenditure. Inspire of this there have been repeated complaints particularly from the patients which include the following
- Very poor maintenance and un-hygienic conditions in hospital premises.
- The hospital staff frequently demanding bribes from the patients for the services rendered.
- The negligent attitude of the Doctors resulting in times of casualties.
- Siphoning of a substantial stock of medicine by the staff and selling it out.
- Strong nexus between the senior Doctors of the hospital and the owners of local private nursing homes and testing labs as a result of which the patients are strongly misled and dissuaded from availing the hospital facilities and rather compelled to purchase costly medicines from market and get medical tests and even operations done from private medical houses.
- There also exist a notorious employee union which puts undue pressure and resents any reformative step by the administration.
Ponder over the situation and suggest effective ways to tackle each of the above mentioned problem.

What conclusions can e draw from the sample question given? It looks clear that there would a mix of Case Study and Theory and going on the sample question, can we say that we would have to deal with 50-50 for Theory and Cases?
Can we expect more from you on Paper V (GS IV)? In what direction shall we move for this particular paper?

One should have keen observation/knowledge about society and institutional functioning .. may be UPSC wants to test about individual’s involvement in society,social behaviour ,social conduct ,social and institutional process…AGAIN NEWSPAPERS WILL PLAY VITAL ROLE IN THE EXAM..Mark my words.

The sample Qpaper is clear to some extend. Seeing the sample Qs it can be derived that not only subjective Qs based on ethics and aptitude but also practical implement (case study mentioned in syllabus) of the same will be there which is gonna be decision making Q type. Case study can also be based on some life experience and aftermath too (suppose).
Answering case 2 (just trying):
I will try to show my objection towards my friends act by some gestures which he/she may agree or disagree to follow. If that doesn’t help, I won’t be directly opposing my friend as it may hamper my relation with him/her. But, I will try to notify the invigilator about my friend’s act pointing him/her without alerting about it to my friend. He/she can be either given a chance to appear in the exam after a warning or he/she can be debarred from the exam for that paper. In both cases, his/her performance in the exam will be affected due to his/her lack of knowledge about the subject. Being a friend, I will later make sure he/she works hard for his/her exams next time and try to give my utmost help for the purpose to make him/her work hard in his/her studies.

In the question I think there were keywords mentioned as “Both of you are in your final year graduation and writing your final exams.” If we do anything like what you said It will definitely cause him/her to debar from exam which will become a remark throughout his/her life and even if u get a job s/he still have to prepare for exam which in a way obviously effect ur relationship. In some other case it will lead to a psychological disturbance and can lead to extreme situations. S/He may even commit suicide if his parents scolds him or if his name in the college spoils. So I think we should be very careful. Yes I agree there was an ethical dilemma between ‘relationship’ and ‘conscience of being honesty’. We should also note that s/he has crossed all the previous years in his graduation and now he is in final year so there may be a problem which made him unable to prepare or even he find the paper very difficult. We should think in all dimensions.There will be no definite right answer. We should also notice the invigilator psychology. If he was lenient what u said can be done? If invigilator is too harsh then being silent about it and talking to your friend later abt it and finding the reason of copying is better option. and we should make sure he wont repeat it next time.

I think anybody ll accept answer like we directly creating trouble to our friend even in situation like this (cheating in exam).
Another thing punishing in the first instance without giving any chance for reform is also not advisable in general. If we choose to punish our friend or that subordinate worker (in another case study) just immediately without giving any chance for reform is not correct (also not possible for all lesser crimes – TO ERR IS HUMAN).
We also cant communicate with our friend in exam – it may backfire.
āBoth of you are in your final year graduation and writing your FINAL EXAMSā In this it mentioned as FINAL EXAMS, a series of exams. so The best option for both (us, friend) after exam we can persuade our friend that he is monitored by the examiner and we heard examiner discussing about his cheating behavior and one of examiner stopped others from getting him caught in exam. they discussed and you ll be vigorously monitored in next exam, if you copy again you ll be surly debarred from exam your education ll affect; like this we can make him realize the danger he facing.
otherwise even we can take an aggressive step like “myself ll inform examiner if you again did this”
In this way we can save our friend by giving him a chance to reform and also act correctly without being mute spectator. pls give your ideas friends

Hear very critical time to me and my friend X, I write my exam and I see my friend is coping then same time I have no right to say anybody about this issue. But after exam I say to my friend X this is not good habit and this is very dangerous for your future.I help my friend for next exam .

I guess our thinking would be much clear if we treat the case as some friend in act of corruption and what would I do, would I allow the corruption to happen siting an excuse to myself about my relationship or would I be up right and would try to stop it no matter what kind of effect is it going to make on our relationship and his life. By minuting the case to exam, this cheating is also a part of corruption no matter how big or small is it.
UPSC puts a good dilemma that we encounter in our day to day life. Everyone talks about anti corruption laws but everyone becomes a part of it un/knowingly.
inform invigilator about friends act is not advisable as the personal relation are also important for us and we can not sacrifice it just for the sake of whistle blowing. however it is our moral duty to stop something wrong like cheating in exam. convince him not to use such unfair means and make him aware of the serious repercussion if caught cheated by invigilator.
CASE STUDY ā HOSPITAL MANAGEMENT
SOME PRACTICAL SOLUTIONS:
(i) Appointing/allocating specific works to persons for keeping place hygienic
Fixing accountability with specific persons for specific places for that work and consequences for poor hygiene
(ii) Posting announcements in banners in a way it clearly visible to all in important places. Printing specific instructions not to offer bribe to any and to report anybody claiming bribe for their duties and any inconveniences caused for not offering bribe. Also instructing this to patients relatives when they get admission/entering. Installing CCTV cameras in important places to monitor staffs. Instructing the staffs against getting any bribe even if offered and making them clear about charges (departmental n criminal) they have to face for that. Surprise checking (if any staff reported claiming bribe warning them first; even after it continues catch them by sting operation! N punishment Ha ha true)
(iii) First arranging meetings with all drs and discuss any problem they facing and solutions for that. Then make them realise their jobās importance by indicating the lives lost by their negligence. Then allotting supervisors for a group of drs/operations. Maintaining the register (biometric attendance for drs/staff; registers to monitor when patients entered hospital premises n CCTV) monitoring any negligent by drs and immediately suggesting them to change that attitude and making them realise they are monitored; if it continues taking administrative steps for that.
(iv) Maintaining up-to-date medicine stock availability and medicine used in hospital with case numbers. Periodical auditing it for verify. Allotting trustworthy person in this and maintaining register will stop stealing/siphoning stock from hospital
(v) Displaying what are the specialities n medicines available in the hospital and whom responsible for which with date (bs patients may be misled that list outdated!!!). advising patientās relatives to verify that facility available or not before carrying out in outside private hospital. Maintaining proper case sheets for all patients with all details about medicines prescribed (inside n outside) before sending out anybody for outside prescription checking that particular medicine really available or not? Strongly discourage drs to avoid doing this when that medicine available inside; if not available correcting that as soon as possible (same accountability! to a person/dr to report this). When all tests, medication details entered in cash sheet (checking that often by supervising dr or audit) misleading patients will be avoided.
(vi) To control employee union (real difficulty) reformative steps have to be implemented one by one and start with which reduce their workload and make them realise the importance of that. If more resistance change the person responsible for that to another place. And reward model ā cash/other reward for who performing their duty well.
MOST OF THESE STEPS ARE FOLLOWED BY DIFFERENT GOVT INSTITUTIONS SUCCESSFULLY. So itās NOT a impossible one.

This is a good question paper, testing a candidate on holistic knowledge and intelligence. People with prior work experience in management would definitely benefit from it.

UPSC should not have created extra GS 4 paper of Ethics. It is only increasing the coaching classes business. Many of us are still clueless about What and How to study for this paper which is of 250 Marks. There are no easily available books, which covers all the topics [If you know any please tell me]. People with better coaching and preparation will perform good and hence load on other papers will reduce. Only if they introduce it by asking non-definition type questions that would certainly help the innovative thinkers. Thanks for this update.

Regarding the maintenance of proper conditions and hygiene conditions in hospital- Superintendent is very well competent to take actions
Regarding the issue of bribes- the job of checking corruption in govt offices is a function of ACB and Superintendent can only advice the people to complain the ACB.

a system of post treatment audit could be done to see if the treatment prescribed was done to potentially benefit the private clinics. Any major tests or operation prescribed should be sanctioned by the head which could keep a tab on such practices and let the head of the district hospital to know whether they are genuine or done with some motive

I am reading this blog past three months but leaving a reply for the first time.I am very much tense as I have cleared prelims but not at all prepared for mains.Subject doesn’t matter for me but I am very much scared about GS as I have limited time because I am an entrepreneur and cannot focus completely here.Please suggest me out some strategies for GS.
This is very long que. . Just I think about this if, you finish your optional paper. Then this time is GS PAPER 3 & PAPER 4. Because both paper based on current issues. Now GS PAPER 4 sample come and we find solutions for this issue.
GS PAPER 1 & GS PAPER 2 both are books based. You collect your materials .
yes i too agree with your statement , but only to some extent ..there is no fault of upsc as they are making the exam very unpredictable..the real problem is with mindset of people and their obsession with traditional coaching culture (from school level to graduation)..the second question(regarding inspiring indian leader) cannot be answered with the help of any coaching and regarding case studies there is no need of coaching , one should have be aware of practical work process of an organisation which cant be taught inside class rooms..in my view coaching gives good outlook but at the same time kills our creativity..so please keep faith in yourself and wait patiently till a comprehensive book comes into market ..read the book MY EXPERIMENTS WITH TRUTH atleast twice , you’ll come to know the value of ethics, morals, virtues, social behaviour, public work ..then one can actually prepare for upsc syllabus to have a clear understanding
Sample paper gives a peek into what UPSC expects out of us. Also as someone said, its not about what is right or wrong in the case studies. It should be basically all about taking a stand and then justifying it.
case study 2 : You can think to help your friend, but need to justify on what basis? We can deploy the five sources of ethical standards:a. Utilitarian, b. Justice, c. Rights based, d. Virtue based, e. Common good.
One of these can help us to justify our stand of either bringing it to invigilating authorities about our cheating friend or keeping quiet. Theoretically, we all will speak up, but practically, we all have kept quiet during our school and college days… :-)
It would be interesting to discuss the individual solutions we all can think of for the case studies given by UPSC in the comments section to get an idea of what others think.

we can break the question under diff aspects – and elaborate –
reason for cheating – can have valid reasons..but UPSC does not conduct exam again for those who fell ill on the day of exam..

unfair to others who are taking the exam –
cheating wud cripple him in future – he may get habitual
Imp to clear the exam – No matter how much imp it is..but one cant let him cheat..UPSC doesn’t pref to those who can commit suicide or attempting it for 6-7th time..
Help him later console him..and apologise as it was for his friend’s gud and help him to understand the imp of being following right path..Gandhi said path is also imp
