RTI for Photocopy of Mains Answersheet
In a recent ruling CIC (in June 2014) had ordered UPSC to give the photocopy of the mains answersheet to a candidate. So you can demand yours as well. Only then you can know where and why did good / bad marks.

As per the order of Hon’ble Chief Information Commissioner Shri Rajiv Mathur in CIC/SM/A/2013/001282/RM, dated June 3, 2014, he has held that every candidate has right to inspect / obtain a photocopy of his evaluated answer sheet in the civil service exam. Therefore, the said information cannot be denied / withheld under Section 8 of RTI.

Mrunal notes:
- Legally, you can demand the information in CD/DVD format by giving Rs.50, but UPSC babus never give CD/DVD and don’t even return 50 rupees. So don’t send additional money in advance right now. At this stage only Rs. 10 as fees for filing the RTI application.
- After recieving your application, he’ll write back to you asking for additional money for the photocopy/CD charges. Only then you send money.
- if you’re filing online and donot get conformation even after successful payment via netbanking, THEN DONOT Worry. you’ll get notified in 1-2 days that your application has been accepted. (happened with me in past, so don’t apply again in that case, one application sufficient.)
- if you’re filling online, you may also attach a PDF copy of your hallticket (as proof that it’s you and not some third party.)
- Legally information within 30 days. But UPSC babus deliberately reply the letter on the very last day before deadline. So assume 35 days.
- other than that, request all mains players to put their optional subject marks.

dude check ur email…inbox,trash,spam everywhere….u might find confirmation report of upsc where u might get ur register number.
Or check ur hardisk. maybe in downloads folder u may have hall ticket soft copy…..still if u dont get no problem. Give 2014 prelims.
keep the hall ticket or register number safely. Then check ur marks next year. same time upsc will release marks….maa kasam

I filed RTI but cud not get true copy of my answer sheet . UPSC says that they cant provide copy of answer sheet and they are taking shelter of some rule of RTI Act. R they justifiable to do so????

I Too filed on Same Day as I did not got mail as you …So I am waiting I think i will also got same reply then we should file first appeal and @mrunal sir too appeal to selected once to do same and we shall reference to Verdict against this Rule already given by CIC as told by mrunal :)

UPSC had filed an SLP in Supreme Court regarding the same, the final decision of which is awaited.
Meanwhile CIC had made two decisions on two other RTIs regarding providing answer scripts (just 3 days back)

Hence Section 8(1)(d) of the RTI Act, 2005 is invoked to deny your evaluated answer sheets of Civil Services (Main) Examination, 2013, Public Authority being the affected third party. ”
What should I write in my first appeal? If they have shown answer scripts to someone then why are they rejecting ?

Dear Mrunal, Could you please devote some time to finding out a one-size-fits-all strategy to extract the photocopies of Mains examination for UPSC. It seems everyone is handed over the same one-size-fits-all denial in clear violation of every former judicial decisons in this regard. UPSC as usual loves to continue with its babudom as their prized relic of colonial legacy. I’s time to show them the Modern India. Lets do it ASAP .

I had filed a first appeal for my answer sheets after UPSC denied them and here is the reply I got from them.
Reply :- I have gone through the contents of the appeal, reply furnished by the CPIO, UPSC to the Appellant, the facts and comments offered by the officers concerned of the UPSC on the appeal and the provisions of the Right to Information Act, 2005. I note that the reply given by the CPIO, UPSC is appropriate. However, it is informed that the matter pertaining to providing the evaluated answersheets of Civil Services Examination to the applicants is sub-judice with the Honble Supreme Court vide WP No.37734/2010 CPIO, UPSC v/s TR Rajesh, therefore the same cannot be provided till the outcome of the above case. The view of the UPSC has also been supported by Honble CIC vide its decision No. CIC/SM/A/2013/001261/RM dated 17.07.2014.

My appeal to First Appeal Authority is, that to order UPSC not to destroy my answersheets and releated records despite having a provision of the same, until the honourable supreme court gives its verdict on the case above mentioned and to provide me the copies demanded in my request after the verdict given by honourable Supreme Court if it allows to do so..

Mrunal can we see our answer sheets of mains 2013 at UPSC offices if not its photocopies?? As upsc denied photocopies due to above said reasons. Pls Reply at the earliest as in that case i will file related RTI to upsc.

they said ,they can’t provide information under section 8(1)(d) 8(1)(g) and 7(9) of RTI act 2005.
