Bro, same here. I attempted 79 (Ya gone too far..) and according to Shankar IAS answer key my 47 are right and 32 are wrong. Final score 82. Gen category. Don’t know i should preparing for mains or not.. Just singing “Adele’s- Sky Fall song” of James Bond movie..

47*2=94
32*2/3=21.33
Total=94-21.33 = 72.66
Overall paper for this year is same as of last year. Some 20-25 question are so simple for any serious player. Paper was full of current affair and basic concepts. For next year advice to set priorities to study. Focus on international organisationa।,institutions and their annual report name, environment,for history only art & cultures ,freedom struggles main events,economic basic concept no factual data, what is genus(parents) of any event, organisation, term and forum,for polity strictly learn dpsp,fd and FR. basics of all subj like geography . National park not only state’ s name but also which geographical area. And paper 2 will now give idea about question type of mains exam… Some good passages which give view on how to approach to mains question…so let busy with our business.. And go ahead.

Say , an individual is able to score more than 33% in Paper II, so would marks from both the papers be added up and then a consolidated cut off calculated?
e.g.
Mr. X scores 95 in Paper I and 160 in paper 2, would a consolidated score of 255 be considered for cut off or only score of 95 in Paper I would be considered for cut off?

Hey can anyone tell me the absolutely correct answer for forest carbon partnership facility??? Statement 1 & 3 are definitely correct.it’s in mrunal’s articles on environment but what about statement 2????! Do they provide aid to scientists and institutions or not? If you are at Jaipur..Make a good group and study in group…bcoz syllabus is very diversed and prepare in context of mains preparation…Pre will be automatically qualified

No one stopping you Sir. Don’t get disheartened. 90 is good score in UPSC Prelim. If you keep yourself in doubt and not prepare for mains then its lose-lose situation. Get started with Mains. This is the only logical alternative we have right now. :)
I did the same mistake last year. I pegged my luck too much on GS-2 last year. And i messed it out real bad. After looking at cut offs given by CL and these internet discussions i got disheartened and didnt prepare for over 2 months untill the prelims results cameout. By then i was left with too little time for my preparation. At the end I was floundering while writing answers. I did clear mains but came short by 28 marks of making the merit list. So It is no point discussing about the cutoffs.

forget about prelims result…you have to start your preparation with mains even though you didn’t clear prelims…and you have good chances go with mains prep

@ Surbhi , yup you should . Last year many were speculating cutt off to cross 220 or 230 marks line but we know the official cutt of was 204 ( genral ) and 203 ( OBC ) , although this diff. of 1 marks b/w cat. seldom occurs .
Ideal condition doesn not exisist in exam pressure , ppl are bound to do mistakes .
If 58 question were doable ( as said by ,Carrer laucher ) . decrease it by 10 questions at least and with negatives done and some silly mistake , 90 is a decend score .
Moreover preparing for mains will keep u busy and u will end up wasting ur energy in saata bazar of cutt off . :) and mental peace .
see buddies!! its better hope for the best n do ur mains..we hav seen many toppers cleared pt vth minor margin..when they got chance they exploited it…if not we should be in a position to rock next year mains..our preparartion for mains always gives edge..so dont be hopeless those who got less..n those who got good marks…think to utilise oppotunity rather than flying in air…

Bina finance ke kaise chalega 3rd tier of democracy.

aur agar finance mobi nhi karna to phir state finance commission kis liye dala hai 73rd AA mein.
Please recheck IYB 2015, pg 734, 4th para from bottom… it says 3Fs – funds, functions and functionaries to be decided by state… nowhere it is mentioned that it is objective of Panchayat…
Funds have been never a key objective of PRI in modern india and has been always dependent of centre/states/SFCs… Hence not an objective acc me… also wrote in more details with explanation few comments below in this thread… please check…

Well, the question says obj of PRI – 2 options are sureshot correct 1 and 3. Not wrt 2nd [political accountability] – my common sense says yes since Gram Sabha is supposed to ensure that panchayat is accountable to them. Gram Sabha is also responsible for a host of other stuffs.
Last option – financial mobility acc to me not the objective of PRI. SFCs are created to distribute the revenue collected… but PRI can’t do anything if given less or more… Also they can levy local taxes only if State Govt allows.
If you strictly focus on the word ‘object’ in the question – financial devolution is objective of state and centre to PRI, but dont think it is PRI’s key objective if they dont have access to fin “mobilization” in the first place… Mobilization of finance is supposed to be done by State and SFC…
@spock: i agree with u……see the hindi version of question (finance collection— was not the fundamental purpose of PRI…of course, finance collection is needed to run PRI functionary…) but PRI has not been setup to collect finance

You have got it wrong. It says Panchayati Raj system, that includes all the three tiers. Village, block, district.
fundamental objective was democratic decentralisation and from it follows people participation . financial mobilisation and political accountability are secondary objectives.
I am getting somewhere around 88-90 using various coaching centre’s keys. Relying solely on the keys, its almost certain that I am not getting through. But then, isn’t the ‘actual’ cut-off- given by UPSC, different by a considerable margin almost each year?
I personally believe, if you’re satisfied with your own efforts and the paper. and you’re not getting somewhere around 70-75 or 80. you should sit and prepare for the Mains. ab nahi karoge, toh kab karoge? agle saal toh dena hi hai?!! a lot of your time and mental peace will go in fretting over the ridiculous cut-offs being talked about all around.
