2. One more tricky question was the one asking about who is the custodian of the constitution of India. According to hindustan times ka ye wala article where Pranab Mukharjee bool rahe hai that he will work as a custodian of constitution. It should not be Supreme court because all the articles of constitution is not enforceable by law. eg. Directive principles. Ab Supreme Court thode hi na Custodian ke tarah act karega in this regard.
Moreover, if u look at the oaths of everyone President, prime minister, CAG, JUdges of high court and supreme court etc., you will find that only in the oaths of President and President ka chela(hehe. ie. Governor) has this line: ”PRESERVE, PROTECT and defend the Constitution and the law”. Even the judges of SC and HC says “to uphold the constitution and law”. Stress on terms preserve and protect.

Devolution of finances is different from financial mobilization. Devolution is a very broad and esoteric word. If financial mobilization was the objective then the power to tax and allocation of decent amount from centre/state would also have been made a compulsory provision. It only sorught to bring accountability. And Political accountability is clearly wrong. Political accountability can be achieved only though stricter scrutiny by public.

Question is not repeated though the options are same as was asked in the last year paper. And do you think k UPSC repeat question which was asked in last year only! Last year it was asked that which place Budha visited? And this time it is which place is related to Budha. The answer might be different from last time.

both…because if tax to gdp ratio is decreases it indicates 1) low taxes especially indirect taxes at constant GDP or otherwise gdp also reduces…taxes reduces as people have less disposable income with them, so that indicates less equitable distribution of national income which causes low demand which affects economic sectors and ultimately gdp also gets affected thereby slow economic growth rate

The tax-GDP ratio is calculated on nominal size of the economy. So if the economy grows by around 9 per cent and inflation by 10 per cent, nominal GDP would be 19 per cent, making it difficult to raise the tax-GDP ratio. A low tax to GDP ratio indicates lower economic development and less equitable distribution of wealth.
But what is confusing here is that in the first para as said in the newspaper that tax/gdp ratio does not commensurate with the economic growth of the country create a great deal of ambiguity. Because in our country’s case even thought there is

even last year ppl were speculating that cutff will be 215 – 225 ..but the paper was tougher as compare to the previous year..even in 2013 – when cutoff was 241 ppl scored in CSAT (150+ was the norm ) ..but the scores in GS have remained more or less the same ..the cutoff would be 80 + but less than 100 ..i know its a big interval but 100 + toh nahin jayega .. ..i have heard cutoofs of 120+ ..upsc hai..its not a joke to get 120..matlab aisa nahin ho sakta ki u get 65 correct and 10 wrong ..thats stuoendous accuracy ..woh mushkil hai aana ..its not quants ..i am getting 57 – 19 or 53 – 20… Correct and wrong I mean .

In equitorial region, the annual rainfall is 200 cm ryt.

rainfall is around 125 cm avg at savanna and these regions are not related with high rate of evaporation so not having large clouds and lightening.
4 pm cloud i.e equatorial cloud form very fast and precipitate w/o taking much time
in equatorial region , rainfall is daily phenomena which occurs mostly between 2pm to 4pm as it was described in question but Savannah climate does not have perennial rainfall and not rain fall does not occur according to fix pattern on daily basis.

Yupp. Its savannah. I was able to do this question because of Discovery channel. They always keep showing “serengeti ke ghaas ke maidaan” and wilderbeasts moving in herds in search of grass and waiting for rain.

you know good geography please solve one of my problem, NP with climate from tropical to subtropical, temperate and arctic? Most keys say namdapha & some says Neora. but i don’t think arctic or temperate climate exist in these two. Nandadevi is only with arctic climate, sufficient precipitation and temperate zone. second close could be KCZ.
up to first 3 lines the ques. can be matched with equatorial but the last line says ‘the rain is soon over’, so i think it is monsoon. not savanna bcoz black clouds and thundering rain are not its characters.

In the question of climate of national park. Some instis saying namdhapa and some kangchendzonga.
according to me it shud be kangchendzonga owing to climatic variations due to altitude ( montane climate). Lot of travel websites mentioned kangchendzonga associated with this climate.

yes this question is done and dusted , it’s equatorial (p.s overall rainfall is higher in equatorial regions because it gets rain consistently almost daily throughout the year but it does not rain incessantly all day but for a very short period of time)
