Introduction: Inclusive Growth

• (Definition) Organisation for Economic Co-operation and Development (OECD) defines Inclusive growth as the economic growth that is distributed fairly across society and creates opportunities for all.
• UN  Brundtland commission’s report ‘Our Common Future (1987)’ defined sustainable development as development that meets the needs of the present without compromising the ability of future generations to meet their own needs.

This is an essay type of question so, bolbachan is required.

For inclusive growth. we have to create well paying job opportunities for everyone. Therefore, UN  Sustainable Development Goals (SDGs), NITI Aayog and successive economic surveys have suggested the following strategies:

• Economic survey suggested creation of jobs in textile and leather sector. Natural fibres and leather are biodegradable and renewable natural resources (unlike jobs in the mining or plastic sector). Further, textile industry has issued India Handloom brand logo which ensure zero defect and zero (negative) impact on the environment.
• Fossil fuel will exhaust in future decades, so we have to focus on renewable energy and electric vehicles  → Job opportunities and sustainability angles are present.
• NITI Aayog’s report on Circular Economy →  Efficient use of raw materials and recycling. It can generate 1.4 crore jobs in 5-7 years.

Among the 17  Sustainable Development Goals (SDGs) framed by UN, the following goals directly mention the requirements of inclusiveness and sustainability together:

  • Promote sustainable tourism that creates jobs and promotes local culture and products
  • Focus on high-value added and labour-intensive sectors
  • Decouple economic growth from environmental degradation
  • By 2025 end child labour in all its forms

  • reduce waste generation through prevention, reduction, recycling and reuse
  • halve per capita global food waste at the retail and consumer levels

It’s a vague essayish question. So difficult to make a concrete conclusion. Better to  simply rephrase and rewrite the question statement.

Common Mistakes in the Inclusive Growth Answer Writing

• If the keywords are missing: Circular economy, recycling, job creation.
• Full form of SDG must be mentioned when using the term for the first time.
• You have to enrich the read answer with sustainable development goal number, data, figures, report name etc.
• Type: Opinion based Contemporary Q.
• Span: >D-2 Years because inclusivity and sustainable development goal became buzzword since 2015-16.
• Difficulty Level: Medium. You have to talk about multiple pillars – #4: mfg & jobs, #5: e-vehicles & urbanization, #6: HRD.
• Score: 4/> out of 15. Senior players with a habit of reading newspapers, and those who are good at writing essay paper may be able to fetch 6-7 marks.

Introduction (परिचय) / प्रस्तावना – समावेशी विकास

• (परिभाषा) आर्थिक सहयोग और विकास संगठन (OECD)  के अनुसार समावेशी विकास एक आर्थिक विकास है जो पूरे समाज में समांग रूप से वितरित होता है एवं सभी के लिए अवसर पैदा करता है।
• संयुक्त राष्ट्र की ब्रुंडलैंड की रिपोर्ट के अनुसार सतत विकास को ऐसे विकास के रूप में परिभाषित किया गया है जो भविष्य की पीढ़ियों की अपनी जरूरतों को पूरा करने की क्षमता से समझौता किए बिना वर्तमान की जरूरतों को पूरा करता है।

Body 1:  समावेशी विकास की बोलबचन

• यह एक प्रकार का निबंध जैसा प्रश्न है, इसलिए बोलबचन की आवश्यकता है।
• समावेशी विकास के लिए हमें सभी के लिए रोजगार के अच्छे अवसर पैदा करने होंगे। इसके लिए सतत विकास लक्ष्य, नीति आयोग एवं क्रमिक आर्थिक सर्वेक्षणों ने समावेशी विकास के लिए निम्न रणनीतियों का सुझाव दिया है:-
• आर्थिक सर्वेक्षण में वस्त्र और चमड़ा क्षेत्र में रोजगारों को बढाने का सुझाव दिया है | खनन क्षेत्र में रोजगारों के विपरीत ये प्राकृतिक संसाधन प्रकृति में नवीकरणीय हैं। इसके अतिरिक्त, वस्त्र उद्योग ने भारत हैंडलूम ब्रांड लोगो जारी किया है जो पर्यावरण पर दोषरहित एवं शून्य  कुप्रभाव सुनिश्चित करता है।
• भविष्य के दशकों में जीवाश्म ईंधन समाप्त हो जाएगा, इसलिए हमें अक्षय ऊर्जा और इलेक्ट्रिक वाहनों पर ध्यान केंद्रित करना होगा → रोजगारों में सृजन और सततता  मौजूद हैं।
• नीति आयोग: चक्रीय अर्थव्यवस्था: कच्चे माल का प्रभावशाली उपयोग एवं इसे पुनः चक्रित करना | यह 5-7 वर्षों में 1.4 करोड़ रोजगार पैदा कर सकता है।

सतत विकास लक्ष्य # 8 (आर्थिक विकास)

• सतत पर्यटन को बढ़ावा देना जो रोजगार पैदा करता है और स्थानीय संस्कृति और उत्पादों को बढ़ावा देता है|
• उच्च मूल्य वर्धित और श्रम प्रधान क्षेत्रों पर ध्यान देना |
• पर्यावरणीय गिरावट से आर्थिक विकास में गिरावट को अलग करना |
• 2025 तक बाल श्रम को सभी रूपों में समाप्त करना |

सतत विकास लक्ष्य # 12: सतत खपत और उत्पादन

• रोकथाम, कटौती, पुनर्चक्रण और पुन: उपयोग के माध्यम से अपशिष्ट उत्पादन को कम करना
• खुदरा और उपभोक्ता स्तरों पर प्रति व्यक्ति वैश्विक खाद्य अपशिष्ट को आधा करना

सतत विकास लक्ष्य # 11: शहरी विकास

• हालांकि शहर आर्थिक विकास के लिए इंजन हैं, लेकिन सततता सुनिश्चित की जानी चाहिए।

• इस प्रकार, समावेशी और सततता समावेशी विकास की अवधारणा में परस्पर जुड़े हुए हैं।
• अत: इन्हे हांसिल करने के लिए हमें युद्ध स्तर पर / प्राथमिकता के आधार पर सतत विकास लक्ष्यों और चक्रीय अर्थव्यवस्था की उपलब्धियों  पर ध्यान केंद्रित करना चाहिए।
