Finally, UPSC has uploaded a sample paper for GS4 (Ethics) for mains exam:

Candidates may please note that the sample questions below are indicative but not exhaustive. The range and depth of questions that would be asked may differ.

What do you understand by ‘Ethical Human Conduct’? In what way is it important to be ethical along with being professionally competent?

What do you understand by the following terms? Point out their specific relevance in public service;

Three Case studies

Case study#1: sexual harassment

You have been working with your team for almost a year. One of your subordinates Mr. A is very effective and hard working, he takes responsibility and gets things done. However, you have heard that Mr. A makes loose comments about women. Mrs X who is working under A, comes to you, she is visibly disturbed. She tells you that Mr. A has been making undue advances towards her and has even asked her to go out for dinner with him. She wants to give a written complaint seeking action against Mr. A. wha twould you do and why ?

Case Study#2: Cheater friend

You have grown up with X, who has been your best friend since  childhood. You have shared your joysand sorrows and have been each other`s confidante. Both of you are in your final year graduation and  writing your final exams. In the exam you notice that your friend is  copying and cheating a lot. What would you do and why?

Case Study#3: Bogus Sarkari hospital

You are posted as the Medical Superintendent of a District level Govt.  Hospital which caters to the need of poor patients from surrounding  rural areas along with the local people from the district town.

As such the hospital has very good infrastructure and adequate equipment to cater to this need. It also receives sufficient funds to meet the recurring expenditure. Inspire of this there have been repeated complaints particularly from the patients which include the following

  1. Very poor maintenance and un-hygienic conditions in hospital premises.
  2. The hospital staff frequently demanding bribes from the patients for the services rendered.
  3. The negligent attitude of the Doctors resulting in times of casualties.
  4. Siphoning of a substantial stock of medicine by the staff and selling it out.
  5. Strong nexus between the senior Doctors of the hospital and the owners of local private nursing homes and testing labs as a result of which the patients are strongly misled and dissuaded from availing the hospital facilities and rather compelled to purchase costly medicines from market and get medical tests and even operations done from private medical houses.
  6. There also exist a notorious employee union which puts undue pressure and resents any reformative step by the administration.

Ponder over the situation and suggest effective ways to tackle each of the above mentioned problem.

    I think answer to these case studies lies in the CSAT paper-II, last 6 to 8 questions about morality. If you remember the question and the options there are both easy (do nothing) and hard ways (take action). so, I like to put my views on CASE:2 – To start with i want to say “There is no right way to do a wrong thing.” ― Harold S. Kushner.
    Confusion in this question has come because a friend is involved. Say for example, if you have found any other person cheating in the exam hall let in IAS main exam. Dont u think at that it is unfair for candidates like you and all others who have prepared hard for the examination. Here, two issues are involved 1) Authority to decide whether to spare the person involved in cheating and 2) Responsibility to inform a wrong activity. Come to authority, it is not in our authority to decide whether to allow cheating or not, may it be friend or any other person. Invigilator is the right person to take a stand on it. Now, responsibility – we all have moral responsibility to inform the wrong doing to the responsible person. So, we must inform to the invigilator. For your friend the best you can do is to plead to invigilator for him so that he will be let off by warning only.

    Hi All,

    There is a certain methodology used to solve case studies, those who are not aware please find brief steps below. Hope it may provide some help to you all 🙂
    1. Define/Identify issues/problems and then identify ‘Key/Main/Priority’ issue or problem that needs to be looked into immediately and prioritise.
    2. Provide solution (Plan A) to ‘Key/Main/Priority’ issue/problem and then to others.
    3. Provide steps for implementing Solution (Plan A)
    4. Provide an ‘Alternate’ solution (that is plan B if A fails or not implementable due to cost/legal issues/moral issues etc…)
    5. Solution to other issues or problems
    6. Conclusion

    I would be glad if someone can share better way or provide some inputs.

    well i feel that the 2nd case just would like to know whether you will favour someone or not. Consider a situation where your friend is in government servant and you as an Anti Corruption Bureau Head have received a complaint against him, what will you do? 1) Catch him red handed or 2) Inform him about the complaint. The answer to this question will clear the matter.

    @Suraj By far the best reply that i have read in this forum. Having said that i believe that having a good emotional or social quotient is very important for an administrator. Following is my take:
    There is no question of allowing copying to go on specially after seeing it happening. So the problem here would be how to stop it from happening then and there. First and strainght forward action is to directly report him . Implication : the copying could stop but your relationship with friend damaged.You are doing the right thing but it may not be the most intelligent thing to do (mind it , i m not giving a choice between right thing and intelligent thing ,all ia m saying is the intelligent most right thing to do) .
    Second option could be, report that cheating is taking place and that you are getting disturbed ,to the invigilator without being specific . Implication : The invigilator gets alert and so does your friend. It might lead to either your friend getting caught , or him being failed due to his inability to copy anymore or him getting passed but still unable to copy after you reported (the idea is that what happens to him is not in your control). In all the cases you have lead to stopping of the copying.
    This does not end your responsibility. You also need to confront your friend and counsel him to never repeat this in future. It is also your moral responsibility to see that you do not lie or hide the fact from your friend that it was you who reported and the reason for reporting and also bring him out of his unethical stand.

    Friends ! most of these books can be read in 4-6 hrs time (except that by Robbins)and are cheap. If UPSC’s sample are any examples then this paper can be a game changer as clarity of language and exceptionally crystal thoughts would count for sure. Only one thing about this exam’s unpredictability, though said in a very different context, but I always find the words pumping my spirit, Sudin Apte said-“When the world gets flat, it gets flatter from all sides. It can’t be selectively flat”.

    Cheating friend-
    in this case facilitating fair exam is the aim. My stand here is to attempt to prevent such things, and if could not be prevented i ll have to inform the invigilator regarding the fraud. At first i ll tell the invigilator that some malpractice is going on in the hall with out revealing the names(it alerts all students in the room. If i still notice that my friend or some one else is cheating i”ll have to inform it to the invigilator with names. And i ll apologize to my friend later explaining that malpractice can do injustice to genuine people.

      I do it because what ever may be the size of fraud it hurts the genuine people either directly and indirectly. And personal affections should not allow malpractice. If i had known about his plans earlier i would have prevent him through many ways at my personal level. But at this level i could do no favour despite of he being my friend. It is the path that is as important as the goal, as said by Mahatma.

        Sexual harassment-
        today sexual assault is not only being considered as unethical, but also as illegal. In this case she got disturbed enough to make a written complaint. Any decisions of an administrator will have both precise and symbolic influences. So i ll ask him to come to my presence and ask him seek apologies from her. And i ll warn him that any repetition can attract serious action. His efficiency can not save him from official proceedings unless the victim herself forgives him.

          all issues are well discussed by others earlier. But about the last issue i mean dealing with “notorious union” was not explained adequately, i feel.
          every reform in social setting attracts some resistance by a few groups who benefit from existing procedures. And even from groups which find some serious problem in proposed reforms. So first of all the superintendent needs to know the causes behind such resistance. genuine reasons if any will have to be answered. And if he finds no genuine causes except annoyance then he could make attempts to make them perceive about the possible benefits of reforms both formally and informally. He can take the help of few genuine workers who can support the reforms to make the others compelled from within. If no improvement is seen he can warn them of possible punishments. And he still can go ahead with reforms despite of resistance at least on step by step basis expressing honesty and genuineness during entire process. As a last resort he may compromise upto some extent so that at least some good can be offered via reforms. If still resistance is offered he can go with official action.

            While I somewhat agree with your answers, simultaneously I feel you take too stern an action. In most cases the same are not accepted. What presents a Dilemma , rather confuses me more, is that UPSC does grants scores for both the diplomatic and undiluted honesty approach in the Prelims.
            Tell me this if all what you say is right then Why doesn’t the IAS association stand with Mr.Khemka whereas it sides with Mrs.Nagpal. Isnt there a pinch of nuisance associated with such actions?

            about Khemka and Durgashakti- IAS association had responded in UP. U and me are talking about them today because of their honest attempts. the media is backing them again because of such honesty. Sonia gandhi wrote a letter to Manmohan singh to not to allow any injustice to Durga Shakti. all this is just because of the Just nature of the honest officers. (Khemka could not be saved by sonia gandhi.even we cant expect. here the “cheating friend” issue is seen by her from another angle. she kept quite with out alerting the invigilator.)

    case study- you are posted as station house officer in rural police station. A person come to you and filed a FIR that his daughter(X),age-16 year, has been kidnapped by a boy(Y),age-19 year. you are investigation officer also of that particular case.you launch a search operation and after 4-5 days you find both of them. as investigation officer you are investigating the all scenario. you find following-
    1. A girl was not kidnapped,she run away with Y with mutual consent.
    2. Both are wanting to live together and want to marry.
    3. boy(Y)is admitting that they intercourse with mutual consent and girl also approved it.
    4. Boy(Y) is ignorant about the consequence of having intercourse with minor.(section 66-A of IPC.can be jailed up to 10 year.)
    now girl’s father is offering you bribe and demanding that girl should be send with him not with Y or elsewhere like women care(Nari niketan).
    on the other hand boy’s parents offering you bribe and requesting you that not to include section 66-A in the charge sheet because it leads to ruin all the life of BOY(Y).
    girl also requesting you that please not to send me at my home because she is fearing that her parents will assault her. in particular case what would be you stand and why?

      Hahaha…. totally agree with you, this cheating friend case is getting serious.
      but yaar, ek traffic police wala 100-50 Rs ke liye apni anter-atma bech deta hai, toh yeh toh fir bhi UPSC hai, we only have to write something in which we dont believe.
      i think this cheating case is just a symbolic one, through this upsc wants to know what u will do in far more serious and critical situation when your near and dear one are involved, we can take an clue from the ex-railway minister bansal.
      he must have turned an blind eye from the activities of his nephew, and suffered the burnt himself

    Case 3: Bogus sarkari hospital:
    This is little bit complicated case because of many interlinked issues. Here solution cannot be provided serial number wise. First those problems needs to be addressed which if left unattended my obstruct the solution for other problems i.e. employee union problem. There is a risk that you may be branded as anti-employee by union if you force solution to other problems without tackling the union issue. Here is my solution:
    Step-1 – Invoke rule book practice i.e. become strict in all rules and regulation esp. in those cases which mattered most to lower and middle level employees eg. timing of duty, leave, overtime (if any) etc. (You cannot be branded anti-employee if you enforce which is already there is rule book). Benefit: This is aimed towards union members because normally they feel themselves as special and take relaxation in common rules and regulation. This step will generalize them.
    Step-2 – Call regular meeting with union representatives and ask them to present specific problems and its solution for betterment of employees (keep them busy).
    Step-3 – Propose in one of the meeting that unhygienic conditions put at health risk for all the employees working in the hospital and invite their suggestions.
    Sol. sl I – Outsource the hospital maintenance (to reduce unhygienic conditions) and give annual maintenance contracts (AMCs) for upkeep and maintenance of hospital equipment. (trick here is keep hinting this in union meetings until it is proposed by some union member(s))
    Sol sl.IV & V: Prepare a plan for centralised token system with unique nos. for incoming patients, where they will be marked to specialized depts./specialist doctors. Doctors are required to write prescription for medicine/tests mentioning unique token no. Then patients are required to go to test facility centre. If facility is not available the incharge of the test facility should mention in the prescription as ‘equipment out of order’. Cross check this claim with AMC vendor while clearing his payment. (Here responsibility can be fixed on the incharge of test facility). Similarly issue of medicine should be against unique token no. only. Periodic stock checking should be carried out and issue of bulk medicine can be identified. Computerize this process if budget permits.
    Now, since many of the activities have been outsourced try to transfer some of the employees (including some key employees in union) to other facilities in the pretext of over staffing to break the unionism.
    Sol. sl III – Give strict warning to all the doctors that in case of any negligence reported, they will be personally responsible and departmental proceeding may be undertaken against them.
    Sol. sl II – Print posters and paste it in various places in the hospital to create awareness against bribing with the name, contact and address of person authorized to deal with such matters. Do random checking.

    On one hand, as being a friend I have signed a tacit agreement with him that I would help him in every circumstances and friendship being a voluntary bonding, it is based on mutual trust and respect.On the other hand , I have to abide by the rules and regulations of the institution of examination at any cost.
    Given these circumstances I would like to side with the institution of examination because I would like to follow the principle of Uniformitarianism whereby I would like to ensure maximum amount of happiness to maximum number of people. So while telling the invigilator about the wrong means(copying) of my friend, I ought to have noble intention (of ensuring the piousness of examination) rather than a feeling of jealousness.
    Later on I will not appologize to my friend about this because i think he understands me, rather I will ask him to not undertake wrong means(copying) to achieve a right end(passing an examination) since this is against Gandhiji’s views and also against deontological theories of Ethics.

      doing nothing @ that time shows a bystander approach who would let things happen as they are if it goes wrong for our friend/acquaintances.The law must prevail. I think that is a desired quality in a civil servant.
      I would rather say to take some steps like informing the invigilator that people are using unfair means without pinpointing the name of your friend which would reduce the cheating and the corrective measures could be taken later.

        well I think in that case you want the law to prevail but are ready to leave a loop hole so that your friend can escape by not pin pointing your friend to the invigilator. I don’t think a civil servant having a selective approach is a good quality

    interesting responses! My take:
    1.Be genuine guys…faking is easily reflected in ur wirting. Everyone knows no one is gonna complain abt his/her best friend who is cheating in exam. My apporach would be to let it happen..and later on give my piece of mind to him and also tell his parents… Saam/daam/dand/ bhed…approach
    2.abt sexual harrasment…yes everyone would like to pounce upon on the diligent officer, but before doing that the matter should be thoroughly investigated within the organization with a group of ppl which is as representative as possible. nothing should be done on just hearsay. Inviting someone to dinner is no crime… and when it is ascertained that the said person had indulged n sexual offences then alson strict action be taken.

      True. But that is a fault of UPSC and those who have designed the test.
      They want ‘fakers’. We cannot help it. They will never ever get the kind of candidates they want. They’ll only get ‘know-ers’, ‘preachers’ and not exactly the practitioner. But this is the way it is. Lets accept and go ahead.
      The only method to make good of this paper is to get is evaluated by a professional psychologist/psychiatrist to know the inherent fluctuations and contradictions in the thought process of a candidate from answer to answer. Ironically, UPSC is never gonna take this pain. Till then lets suffer together…. 😉

        its neither upsc at fault nor you should be , its simply about presenting a side of ethics in a way you intend to , if you can present your case i.e. not spoiling his career point of view with your valid and impressive skill work of writing for the statement , i think u have a better chance to score more , the valid point somewhere in ethical case studies is not truly sticking to ethics but sometimes pondering over them to find a better solution to the society ,
        some points for you to ponder over
        examination stress made him to cheat , has he done that thing before in his life ,
        is it really important for him to cheat to pass an exam , and the evil system of judging someone in a 3 hour exam .

    for tackling the ethical questions it is necessary to cover the theory. then only one can produce a methodological argument on the question. doesn’t matter what the conclusion answer is, rather its the defence argument where marks will be drawn.

    mrunal bhai….i have done my bca from osmania university…am i eligible for indian forest services. kindly let me know…when i read the notification….it says in the 7th point in the notification that ” A candidate must hold a bachelor’s degree with atleast one of the subjects, namely: Animal Husbandry & Verterinay Science, Botany, Zoology, Chemistry, Geology, Mathematics, Physics,Statistics or Bachelor’s degree in Agriculture, Forestry, or in Engineering of any University incorporated by an act of central or state legislature in India or other educational institutions established by an act of parliament or declared to be deemed a university under section 3 of University Grants Commission Act, 1956 or possess an equivalent qualification.”

    the last line which says “possess an equivalent qualification”, am I eligible with bca as my qualification.

    Since 2011 upsc has eliminated people from rural background , hindi medium , minorities ( urdu), vernacular medium kannada telgu, tamil, bengali etc:

    Today the representation of all other language has dropped to less than 10% taken together. Biggest hit are minorities , hindi medium, vernacular language , People from rural background etc.

    2013 civil service examination is a major change.

    In 1990 and 1992 age and attempt relaxation was also provided to upheld justice.

    There are 10 lakh people who are preparing and apply for civil service exam ,which means 10 lakh families or 60 lakh people . If you include the Provincial civil service or state civil service which are also changing syllabus because of Upsc.The total number of people affected is more than 1.5 crores.

    we demand 3 year Age and 3 Attempt relaxation to bring justice:

By your standard even the SWARAJ PARTY(motilal nehru) decided to participate in elections, so were they hypocrates. there is something called bargaining process and politics.           1 ppl protesting abt change are not from within (from Upsc) so notion of RESISTANCE FROM WITHIN is not applicable (if at all this idea exists,Googled it)
          2 relating it to politics and swaraj party is different from the case here but there also existed other group which didn’t support swaraj party.u hvnt mentioned this.what substantial change happened coz of swaraj is further debatable.
          3 notice that this protest emerged out of the blue after prelims result.the change in language clause was also unacceptable so people protested right from the next day of notification (5march13).finally that clause was removed by govt intervention. so why not in this case they protested when they had time.it was only when they failed in prelims they started this.intention is questionable here
          4 Mr. Satan I can too write enough of theoretical bulshit here and also can predict what u will lick In future bt with all due respect I want answers to all above issues so that I may also support them.

            @DSN- well why after pre results?because of the onslaught,just casually if you would acquire some informal info about how many with hindi medium(or non-tech) passed the pre. let me tell you- they were wiped out. Such a lot also happen to be non-tech background.Add to that Eng med arts+social science who were stunned by unbalanced csat(well no body is against-for sure)but such a lot will never score 180+(so now they see the real picture if the present trend continues they will be marginalised in coming years). Also such a lot doesnot happen to have such a decisive aptitute(rural and small town). So you gotta give some lead time to adjust keeping the present trend in mind.UPSC already has set this precedent in 1979,1990,1992.At mains level they droped some indian and foreign languages with people already having written mains the previous year.(theres a protest for that as well)For eg someone wrote with arabic/pali and geography, now supposing they were better at language and a bit weak @geo, do they have an option to choose the best among the two(thats changing the rule while the game is still on) do you call it equality of opportunity to somebody who has exhausted 2 attempts with the old and giving 2 with new pattern, believe me its hell lotta mess.but why bother. And about “resistence from within” supposing you become an IAS this yr, and i too become your junior in the coming yr,now having known your unsympathetic vibes towards, lets say diverse groups(rural and small town, elitist to some extent),I might disobey your orders(latently of course). Thats called resistence from within.Also UPSC in IFS exam shifted age quali. from june to aug- theres a protest for that as well, didnt it amount it to shifting the goal post.

    Dear Mrunal, since May 2013 you have been copy pasting static portion of GS from school level books but nothing on the dynamic part of GS as yet. Think of the people who are solely relying on your guidance and think of you as a messiah.

    Even i visited this website out of chance but was hooked to it by the quality of articles and analytical pieces written by you/ your team. But now iam beginning to loose interest in this website of yours rather quickly as it is comparable to any other source for study material. Your writing style and teaching skills are the USP of this blog, and without it, it remains an ordinary site.

    I request my fellow aspirants to keep your options open and DO NOT RELY ON MRUNAL SOLELY FOR YOUR PREPARATION…He is also a human being like all of us and he is proving it by his actions or inaction rather.

    hi evry1..i have a doubt..when supreme court passes a judgement on changes in law like it did in case of representation of peoples act section 8(4) as unconstitutional…what is the process next?? how should houses respond..how the judgement will followed up by legislature…time frame in which legislature has to make changes to laws if they agree and what will they do if they dont agree with supreme court?? (similarly wat happens at state level, between high court and state govt

    complaining about our frnd is very unrealistic situation,obviously examiner will think that u r just saying it,so if answer is being quiet thn how?In this case word used is graduation exam,i think this exam does not decide the future of student,every company use to take its own exam to decide the talent in which getting through interview is not an easy task.may be he is not good only in a particular subject and want to score because of parents pressure(if i have a good ethics obviously my frnd will be someone who has a good ethics too)If graduation exam is method of knowing future thn 1)unemployment is something which can take him to wrong sides plus a talented one who will be in loss because of cheating will try another time or somewhere else(but he will go into wrong directions).(2)if i stop him right now by complaining thn he will cheat next time where i will not be there to comlaint.

      I would have loved to answer all your wise-unwise questions, but bloody this laptop has started acting up at a wrong time…

      I just wish I had joined IITs and had done my B. Tech in Comp-Science so as to fix my computer by myself. But, as the destiny would have it , i can only write some poetry, and by the virtue of this fact, posses absolutely no ‘mettle’ in IT. And hell still, I don’t deserve any empathy from a ‘mettled’ IITian to get my lappy fixed even for a price, let alone free of cost.

      I know this crude example would not be compatible with your mechanistic logic as was the ‘swaraj party’ analogy.

      Hmmmmmmm…….dost all I want to say is that there is hardly any negative correlation between Mettle and Empathy. I wish you become a civil servant but unfortunately the world is a little different from what you perceive it to be, my friend. People are ‘unmettled’ not out of choice yaar. Sometimes people’s ‘unmettledness’ is more of a ‘natural selection’ meted out to them than being theirs’ rational decision. Circumstances are bloody brutal in this world. I just hope everybody had a choice and ,moreover, a right to exercise those choices. One suggestion for you. Always try to stay clear of any project related to physically disabled, widows, socially disowned, underprivileged, displaced people because technically they are ‘unmettled’ and your mettled conscience would not allow you to afford them even a scintilla of empathy. People are weak. Many a times they are weak because of their own acts. But in my observation this world has a majority of people who are weak not out of choice but because of some uncontrolled factor called ‘circumstances’. And they do deserve empathy. Humans don’t like to be weak, I hope you would agree.
      I mean it sound very emphatic to end one’s article on a note you ended with, cent percent marks for that, but, my friend, a future IAS needs to realize the world the way it is. Sometimes unperceptibly harsh to few people. Better to empathize with them otherwise nature has equally potent tools to make one realize why its important to do so. And, being a little too generous, I think even people who are weak because of their own deeds deserve some amount of empathy. Does not cost much but returns can be unexpectedly good. Who knows !!

      All the love…adulation and appreciation that u deserve…

He was founder of “Andhashraddha Nirmulan Samiti” (Anti superstition organization) and was spearheading campaign from 20 years for legislating “Anti superstition bill in Maharashtra assembly” and was very vocal against “Jaat panchayat”, caste based organizations similar to Khaap panchayat.
    One of the extremist organization is responsible for his death as they can’t counter his rationalist ideology with dialogs and debates, they didn’t want the bill to be passed. It is very deadly blow to the progressive tradition of Maharashtra.

    And if I am indeed his friend then it’s my responsibility to nip the devil of foul-playing in the bud by getting him caught. Because if he’s not made to realise now, it can aggravate to higher things tomorrow.

    ABout the case of Cheater friend:

    I have gone through few above answer, but have point of view quite strange.

    Ethically we all know copying is wrong and as our moral responsibility we must stop it happen, But my question is can we really stop our close friend from copying also risking his career if he is caught, may be we have over looked that the invigilator might be very strict.

    One imp fact which we have over looked is the examination is the final year graduation. Since its a degree exam and not any entrance will one risk a friends career, it might be possible that due to some unavoidable circumstances your friend could not prepare for a particular subject hence he opted for copying.

    I feel that it would be more just, if you once assured that your friend have copied enough so that he wont fail that particular subject in the graduation exam, then inform the invigilator about mal-practice going on and keep the rest on him. In this way it would not be unjust to other hard working peoples as well.

    I very well know that cheating in exam is wrong and unethical, but my arguments deserve some comments and thinking.

    People may have complains against UPSC but I wonder why demand of additional attempts offended you 😛

    Competent people do not bother about how many people compete with them. Rather they compete with themselves and attain excellence irrespective of challenges they are subjected to. Your question to a gentleman- “What were you doing from last three attempts?” is not something that’s expected from any prudent person, especially from someone who aspires to become a civil servant in true sense. Being confident about qualifying to become an IAS officer in the very first attempt is really nice. However, your statement reflects that you have not only crossed that fine line where confidence becomes over-confidence but you have also crossed the line where confidence becomes arrogance.

    Had you not used a pseudo name, I would have appreciated and would have prayed for your success. I would have liked to check the list for your name.

    Please do not get offended by this response of mine as it is just an advice which may help you get sublimed and help you ignore demands of others as long as it does not suit you.
