As you’re aware, UPSC is not releasing the notification for 2013’s civil service exam (CSE) and market is full of rumor bombs. But according to the official PDF file posted on Indian Forest Service (IFoS) website:
- Notification for Civil Service and IFoS will come on same day, that is 9th March, 2013.
- Last date to apply, will be 8th April, 2013
- The preliminary exam will be common for both type of candidates (CSE + IFoS). (Date 26th May, 2013)
- But mains, interview and final merit list will be separate for CSE and IFoS.
Anyways, If you’re preparing sincerely, there is no need to loose sleep over this. Just keep preparing General studies, current affairs until notification comes. Not many days left before the exam, so every day, every hour is precious.

Title: NEW SCHEME OF EXAMINATION FOR INDIAN FOREST SERVICE EXAMINATION, 2013
The salient features of the scheme are as under:-
- Indian Forest Service (IFoS) Exam will be of a two-tier examination similar to that of the Civil Services Examination. The Civil Services (Preliminary) Examination shall serve as the Screening Test for both the Civil Services as well as the Indian Forest Service Examinations.
- Notification of Indian Forest Service Examination will be done simultaneously with the Civil Services Examination. The application form will be called as Combined Online application Form for Civil Services and Indian Forest Service Examinations. In the notifications for both Indian Forest Service Examination as well as Civil Services Examination, candidates will be asked to exercise their option to either choose Civil Services or Indian Forest Service or both, as per their eligibility conditions.
- There will be no change in the eligibility of the candidates in the Indian Forest Service Examination.
- The candidates who will be applying for Indian Forest Service, Civil Services or both will be asked to appear in the Civil Services (Preliminary) Examination which will be a Screening Test for short-listing the candidates for Indian Forest Service and Civil Services (Main) Examinations. Otherwise these two examinations will be separate in all respects
- Based on the performance of the candidates in the CS(P) Examination, the candidates for the Indian Forest Service as well as the Civil Services examinations, will be short-listed separately for the IFS(Main) as well as the Civil Services (Main) Examination. The same principle of short listing 12 to 13 times the number of posts could be used at this stage. However, the criteria for selection of candidates for Civil Services (Main) Examination and Indian Forest Service (Main) Examination will be different – based on relevant functional matrices. The Indian Forest Service (Main) Examination and the Civil Services (Main) Examination could then be conducted on different dates in order to accommodate candidates who may be short-listed separately for both the examinations. The interviews and merit list for both these examinations could be drawn up separately.
The tentative schedule for IFoS Examination, 2013 is as under:-

Recommendations from UPSC regarding language medium of examination:
No request was received from the Union Public Service Commission (UPSC) regarding delinking of schedule languages from its scheme of examination. However, Department of Personnel & Training (DOPT) had forwarded to this Ministry for comments, the recommendations of the High Level Standing Committee which had been appointed by the Union Public Service Commission (UPSC) in July, 2009 to examine the modalities for implementing the recommendations of the Parliamentary Resolution of 1968. According to the Resolution, languages included in the Eighth Schedule to the Constitution and English shall be permitted as alternative media for the All India and higher Central Services examination after ascertaining the views of Union Public Service Commission (UPSC) on the future scheme of the examinations, the procedural aspects and the timing etc.
The recommendations of the said Committee are enclosed in Annexure. The Ministry of Home Affairs had agreed with the recommendations.
Recommendations of the High Level Committee appointed by the Union Public Service Commission
(i) The language adopted by the UPSC for conducting its examination should be based on their growth in the higher educational system and the inclusion of a language in the Eighth Schedule should not be the only basis for its adoption by the UPSC in its All India and Higher Central Services Examinations.
(ii) All candidates should have the option to write Civil Services Examination either in Hindi or English.
(iii) The candidates in the Civil Services Examination should be allowed to write their papers (other than the Indian Language and English Compulsory Papers) in any of the languages included in the Eighth Schedule to the Constitution provided the candidate has had her/his graduation in that particular language medium of examination.
(iv) In the interest of maintaining the equality and standards of examination conducted by UPSC, a minimum number of 25 (twenty five) candidates will be required for conducting examination in any one language.
(v) Considering the dynamics of growth of languages in the higher education system, UPSC may review the above policy after a gap of three years.
This was stated by Minister of State in the Ministry of Home Affairs Shri RPN Singh in Lok Sabha today.

@Sudheendra, there is no such rule. you can write mains in any of the 22 languages.

How about the number of attempts for IFoS? Will CSE attempts be counted for IFoS too or fresh count for IFoS?

Clearing the decks for the Union Public Service Commission to move forward, Prime Minister Manmohan Singh on Tuesday put his seal of approval on overhauling the civil service examinations with immediate effect.
Singh – who approved the new format in his capacity as the minister
in-charge of the Department of Personnel & Training (DoPT) – is learnt to have cleared the proposal to double the weightage for General Studies papers in the Civil Service (Mains) Examination.
There has, however, been no official word on the changes. “The decision has been made… We will be notifying the changes in a day or two,” PK Misra, secretary, DoPT, told HT.
Civil Service aspirants have been on tenterhooks for the last few weeks after the Union Public Service Commission (UPSC) slipped its February 2, 2013 deadline to kick-off the examination process.
The UPSC – that maintains an iron curtain over its functioning – only put out a brief notice, informing aspirants that the exam would not be notified on February 2 “due to some unforeseen circumstances”. UPSC officials refused to take calls to clarify reasons for the delay.
“Someone in the UPSC should have had the courtesy to inform lakhs of candidates that some changes were proposed,” an aspirant from the Jawaharlal Nehru University said.

Its tough but definitely yes.
The prelims can be cleared if your paper-2 is very good, but in mains you would be clueless to majority of questions if you don’t have thorough knowledge.

what can be inferred from HT epaper is that both optional remains with 1 paper each(300+300) or may be just 1 optional with both papers,whats reform then ???????????
it seems obscure veil will come down only on 9th March.No point in pondering over it at present.
Civils notification may come before 2nd march.cant link it with the notification date of IFos, though it uses csat for screening. ifos is seperately notified on 9th march, i believe.
There is an official communication on the Pujab PSC website regarding feedback for the change in Pattern of the Mains examination.
It says, the PPSC is considering to change the pattern of the mains examination by going away with Optionals from next year.
Point No 3 is read as follows –
“It is emphasized that the present pattern is the same as is followed by
Union Public Service Commission (UPSC). It is reliably learnt that the
UPSC is likely to change their pattern from the year 2013. This is yet
to be confirmed.”

Dear mrunal,could u plz tell something on the time management on the very day of exam particularly on csat2.last year i could not clear because i first targeted the reading comprehension part and decision making part i.e.40+7=47.but after that only 15 minutes left.so i got so terrified that even some very easy and less time consuming question i left out…WHAT IS THE RIGHT STRATEGY IN THE EXAM HALL TO GET MAXIMUM MARKS IN CSAT2?.I am a science graduate and posses an average speed in calculation…with regards Manash…

no its not true. how can they conduct a paper on “respective graduate” course?in that case upsc should increase optional subjects to 40 to accommodate all computers science, IT…etc papers .that is not plausible…unfounded rumour.

It will be a difficult situation if the pre is scheduled for 26/05/13 as prasar bharti & ssc je exams are already scheduled on this very date.

@Mrunal: Sir wouldn’t it become more tough for CS aspirants to clear prelims as now the will face direct competition from ifs aspirants. IFS aspirants will opt for CSP undoubtedly(i.e) as exams are more general in nature but CS aspirants cant opt for IFS due to background eligibility and technical questions in mains. I hope it really becomes a level playing field for all.
