As you’re aware, UPSC is not releasing the notification for 2013’s civil service exam (CSE) and market is full of rumor bombs. But according to the official PDF file posted on Indian Forest Service (IFoS) website:
- Notification for Civil Service and IFoS will come on same day, that is 9th March, 2013.
- Last date to apply, will be 8th April, 2013
- The preliminary exam will be common for both type of candidates (CSE + IFoS). (Date 26th May, 2013)
- But mains, interview and final merit list will be separate for CSE and IFoS.
Anyways, If you’re preparing sincerely, there is no need to loose sleep over this. Just keep preparing General studies, current affairs until notification comes. Not many days left before the exam, so every day, every hour is precious.

Title: NEW SCHEME OF EXAMINATION FOR INDIAN FOREST SERVICE EXAMINATION, 2013
The salient features of the scheme are as under:-
- Indian Forest Service (IFoS) Exam will be of a two-tier examination similar to that of the Civil Services Examination. The Civil Services (Preliminary) Examination shall serve as the Screening Test for both the Civil Services as well as the Indian Forest Service Examinations.
- Notification of Indian Forest Service Examination will be done simultaneously with the Civil Services Examination. The application form will be called as Combined Online application Form for Civil Services and Indian Forest Service Examinations. In the notifications for both Indian Forest Service Examination as well as Civil Services Examination, candidates will be asked to exercise their option to either choose Civil Services or Indian Forest Service or both, as per their eligibility conditions.
- There will be no change in the eligibility of the candidates in the Indian Forest Service Examination.
- The candidates who will be applying for Indian Forest Service, Civil Services or both will be asked to appear in the Civil Services (Preliminary) Examination which will be a Screening Test for short-listing the candidates for Indian Forest Service and Civil Services (Main) Examinations. Otherwise these two examinations will be separate in all respects
- Based on the performance of the candidates in the CS(P) Examination, the candidates for the Indian Forest Service as well as the Civil Services examinations, will be short-listed separately for the IFS(Main) as well as the Civil Services (Main) Examination. The same principle of short listing 12 to 13 times the number of posts could be used at this stage. However, the criteria for selection of candidates for Civil Services (Main) Examination and Indian Forest Service (Main) Examination will be different – based on relevant functional matrices. The Indian Forest Service (Main) Examination and the Civil Services (Main) Examination could then be conducted on different dates in order to accommodate candidates who may be short-listed separately for both the examinations. The interviews and merit list for both these examinations could be drawn up separately.
The tentative schedule for IFoS Examination, 2013 is as under:-
| Date of notification | 9th march 2013 |
| Last date to apply | 8th April |
| Date of prelims exam | 26th May 2013 |
| Date of IFoS mains exam | 21st September |

Mrunal Sir,
Although it is my 1st post here, I am following this site from last year onward.
Last year I cleared prelims without preparation but failed in mains. This year I decided to give more time to UPSC & so quit private job (paying too high) & joined PSU.
Kindly advice how to go about this year preparation. I don’t have enough time for coaching because of my job. CSAT paper-2 is easy but having problem in paper-1(GS).
I am a B.Com + MBA (Finance).
Thanks in advance :)

PM, in his capacity as the minister in-charge of the DoPT approved the decision. The changes may also include replacing optional papers in the final examination; instead the candidates will have to take tests on two compulsory papers with a predefined syllabus

Recommendations from UPSC
No request was received from the Union Public Service Commission (UPSC) regarding delinking of schedule languages from its scheme of examination. However, Department of Personnel & Training (DOPT) had forwarded to this Ministry for comments, the recommendations of the High Level Standing Committee which had been appointed by the Union Public Service Commission (UPSC) in July, 2009 to examine the modalities for implementing the recommendations of the Parliamentary Resolution of 1968. According to the Resolution, languages included in the Eighth Schedule to the Constitution and English shall be permitted as alternative media for the All India and higher Central Services examination after ascertaining the views of Union Public Service Commission (UPSC) on the future scheme of the examinations, the procedural aspects and the timing etc.
The recommendations of the said Committee are enclosed in Annexure. The Ministry of Home Affairs had agreed with the recommendations.
Recommendations of the High Level Committee appointed by the Union Public Service Commission
(i) The language adopted by the UPSC for conducting its examination should be based on their growth in the higher educational system and the inclusion of a language in the Eighth Schedule should not be the only basis for its adoption by the UPSC in its All India and Higher Central Services Examinations.
(ii) All candidates should have the option to write Civil Services Examination either in Hindi or English.
(iii) The candidates in the Civil Services Examination should be allowed to write their papers (other than the Indian Language and English Compulsory Papers) in any of the languages included in the Eighth Schedule to the Constitution provided the candidate has had her/his graduation in that particular language medium of examination.
(iv) In the interest of maintaining the equality and standards of examination conducted by UPSC, a minimum number of 25 (twenty five) candidates will be required for conducting examination in any one language.
(v) Considering the dynamics of growth of languages in the higher education system, UPSC may review the above policy after a gap of three years.
This was stated by Minister of State in the Ministry of Home Affairs Shri RPN Singh in Lok Sabha today.
@rohit @mrunal

PM approves changes in civil services exam pattern
Changes in civil services exam patterns have been approved by Prime Minister Manmohan Singh, paving way for a new format which will give more weightage to general studies.
The decision came in on the recommendation of a Committee constituted by the Union Public Service Commission (UPSC), which conducts the examination annually.
At present, the civil services (main) examination has general studies Paper I and II of 300 marks each, including Compulsory and Optional subjects.
As per the new changes, both the general studies papers will have more weightage.
The report of the Committee, under the chairmanship of Prof. Arun S. Nigavekar, former chairman, UGC, was examined by the Department of Personnel and Training.
It was then put up before the Prime Minister for final approval. “The new format has been by and large approved (by the PM). A notification will soon be issued,” DoPT Secretary P. K. Misra said.
Minister of State for Personnel, Public Grievances and Pensions V. Narayanasamy had, in a written reply to Rajya Sabha, said the UPSC had suggested certain changes in the existing scheme of civil services (main) examination to make it more relevant with the present day, on the basis of the report of the committee.
The notification will have the details of the new format, another senior DoPT official said.
The UPSC conducts the civil service examination to select candidates for three All India Services – Indian Administrative Service, Indian Police Service and Indian Forest Service – besides scores of Group A services.
It has temporarily withhold issuance of a notification for this year’s civil services examinations, which was scheduled to be put out early this month.
“The civil services examination, 2013 was scheduled to be notified on 2nd February, 2013. However, due to some unforeseen circumstances, this examination will not be notified on 2nd February, 2013.
“The revised date of notification will be intimated in due course,” an order issued by the UPSC stated.
thanks vivek
Notification – Civil Services (P) Exam 2013 is out…check upsc website!!
r u able to notification? what is the prelim date?
Prelim is on 26th may!!
thanks. Chandigarh is not center this time?
Not even Delhi in the center list..Shocked!!
c carefully, delhi is there, not given in that table. but below that table
It is simply a typing mistake… They typed the centers in the first column even in 2nd column
They will surely correct this mistake soon, so don’t worry about it.
There has been a mistake in the second column. Look closely it is just a copy of column 1. UPSC will make the necessary change or else while filling the form the option will appear
SO THOSE WHO LIVE IN CHANDIGARH HAVE TO GO TO DELHI
please mail me the notification pdf at — er.solanki@gmail.com
Thanks.
