As you’re aware, UPSC is not releasing the notification for 2013’s civil service exam (CSE) and market is full of rumor bombs. But according to the official PDF file posted on Indian Forest Service (IFoS) website:
- Notification for Civil Service and IFoS will come on same day, that is 9th March, 2013.
- Last date to apply, will be 8th April, 2013
- The preliminary exam will be common for both type of candidates (CSE + IFoS). (Date 26th May, 2013)
- But mains, interview and final merit list will be separate for CSE and IFoS.
Anyways, If you’re preparing sincerely, there is no need to loose sleep over this. Just keep preparing General studies, current affairs until notification comes. Not many days left before the exam, so every day, every hour is precious.

Title: NEW SCHEME OF EXAMINATION FOR INDIAN FOREST SERVICE EXAMINATION, 2013
The salient features of the scheme are as under:-
- Indian Forest Service (IFoS) Exam will be of a two-tier examination similar to that of the Civil Services Examination. The Civil Services (Preliminary) Examination shall serve as the Screening Test for both the Civil Services as well as the Indian Forest Service Examinations.
- Notification of Indian Forest Service Examination will be done simultaneously with the Civil Services Examination. The application form will be called as Combined Online application Form for Civil Services and Indian Forest Service Examinations. In the notifications for both Indian Forest Service Examination as well as Civil Services Examination, candidates will be asked to exercise their option to either choose Civil Services or Indian Forest Service or both, as per their eligibility conditions.
- There will be no change in the eligibility of the candidates in the Indian Forest Service Examination.
- The candidates who will be applying for Indian Forest Service, Civil Services or both will be asked to appear in the Civil Services (Preliminary) Examination which will be a Screening Test for short-listing the candidates for Indian Forest Service and Civil Services (Main) Examinations. Otherwise these two examinations will be separate in all respects
- Based on the performance of the candidates in the CS(P) Examination, the candidates for the Indian Forest Service as well as the Civil Services examinations, will be short-listed separately for the IFS(Main) as well as the Civil Services (Main) Examination. The same principle of short listing 12 to 13 times the number of posts could be used at this stage. However, the criteria for selection of candidates for Civil Services (Main) Examination and Indian Forest Service (Main) Examination will be different – based on relevant functional matrices. The Indian Forest Service (Main) Examination and the Civil Services (Main) Examination could then be conducted on different dates in order to accommodate candidates who may be short-listed separately for both the examinations. The interviews and merit list for both these examinations could be drawn up separately.
The tentative schedule for IFoS Examination, 2013 is as under:-
| Date of notification | 9th march 2013 |
| Last date to apply | 8th April |
| Date of prelims exam | 26th May 2013 |
| Date of IFoS mains exam | 21st September |

This change is a big blow to those Who has done their Engineering in English(obviously! we can’t able to do it in our mother tounge)but wants to take literature as one of the subject.

The syllabus is huge, looks like a tailor made structure to axe techies… don’t worry UPSC, we will find out ways.
UPSC thinks that techies are not good at these things … lets show them what we are capable of … i welcome the changes as they are more carrier oriented …
dear friend….thanks that you wrote we will find out ways………..bcz right nw m very perplexed…….hoping that mrunal would soon come to our rescue….
i would be eagerly waiting for mrunal to prepare the strategy for civil services 2013 mains examination keeping the change in view….
mrunal sir did u see the yester days bomboooooooooooooooooo(5/3) notification mains changed by the upsc will u think about the strategy of face the big fight…..y r u silence to do roaming with us ?
kamaal kar hi diya upsc ne. senior aspirants in shock.
yes we are…….bcz change would be like this we nvr expected…….UPSC is so ruthless…
i called my senior aspirant who guides me. he was saying its’ look like it is his first attempt
( 3rd attempt).
everybody is affected. seniors are relatively more
@gaurav singh – UPSC from the past 2-3 yrs. have been conniving to bring in these reforms bro..WHY senior aspirants are shocked ??? Maybe they didn’t expected the change this yr.itself..Is it ???
Though GOOD for 1st timers like me :)
no body was sure when wud the changes happen & how much ?
i have talked to no. of persons. they r indeed shocked. u can imagine aperson preparing a ayllabus for last 3 years. now 1 optional is removed & new topics are added.
i m also 1st timer & wud give next year.
It is one of the major reform that was required to be done post 2000s since a lot has been happening on all major socio economic polito and international fronts. It required a paradigm shift for the quality of civil servants to get selected. Indeed it has now been fructified. Can’t predict that the move will yield the ablest officers but only wish and hope that this policy decision hit the bull’s eye.
friends r u able 2 c the notice…not openin…
go to google.com type upsc notification — under –> serach tools on google page change it to “past24 hours” from “anytime” ..u’ll see a download link to pdf file.

History of the world will include events from 18th century such as industrial revolution, world wars,
redrawal of national boundaries, colonization, decolonization, political philosophies like communism,
capitalism, socialism etc.- their forms and effect on the society
abhi kitne optional bache hai? plz any one
ONLY ONE
THERE WILL BE 7 PAPER TO BE WRITTEN 5 GEN STUDIES AND OPTIONAL SUBJECT ANY SUBJECT BUT -PAPER I-II WITHIN THEM OF 250 EACH
Can anyone (or else Mrunal) please explain me what is this GS Paper IV? I just dont understand what the questions would be like and what shall be the scope for that?
I meant Paper V.
Probably they will check our Ethical values , How we respond to a situation , How we take decisions regarding any Place/Person , How biased we are .
It will also check our Personality and Integral values . How Complete we are ? Mentally Sound we are regarding to any problem .
How much we believe in our Moral n Ethical Values and how we would apply them.
since its a written paper more emphasis would be on Application.
Aptitude would just check the Numerical part and probably has taken the part of Statistics which is now gone.
Being an Engineer/ Serial Cat Giver (which automatically every engg turns out to be) this is the only satisfactory part of the notification.
In short its a Written Interview with X class Maths.
It is just my opinion.
i think aptitude has nothing to do with maths … its kind of civil service aptitude
Yup…i too think so…its not that CAT wala apptitude…Its just to test your ability to handle social issues..
Today the changed mains pattern is officially notified by UPSC, I know long back only that the changes were inevitable. But the changes introduced by UPSC are quiet disappointing.
1. Everyone thought the optionals would be fully removed and common papers would be introduced to eliminate the discrimination of scoring and non scoring subjects. Rather UPSC decreased the weight-age for optionals by reducing it to only one optional subject with 500 marks appropriated for it. Even this 500 marks is a big deal and we cannot rule-out the benefit for some students.
2. The removal of compulsory language paper is a big blow for regional languages, as now none would try to improve their mother tongue. I saw some students learned writing in their mother tongue only because of the compulsory language paper which is qualifying in nature.
3. When the UPSC was very strong about introducing changes this year, it could have just informed, at-least informally, the civils aspirants how the changes would be, so that they could have easily coped up with the changes.
4. Many students like me have spent lakhs of rupees and years of time with complete dedication to prepare for civils, now a part of the new changes compel us to take expensive coaching again.
5. To adapt to the new changes with in the short period of time, students will flock to New Delhi. The living cost is so expensive let alone the expensive coaching fees.
6.etc….
Let what ever be the changes, we have to accept it as it is not a change targeted at someone but for all. But only the thing is how you endeavor, how diligent you are in adapting to the changes. I hope the god will bestow us with all fortunes and power to cope with the changes…..
I wish all the civil aspirants a very good luck……………
Paper-V
General Studies –IV 250 Marks
(Ethics, Integrity and Aptitude)
ANYONE HAVING ANY IDEA WHAT THIS IS OR WILL IT BE???…….i mean WILL IT BE LIKE DECISION MAKING KEEPING IN MIND A HOLISTIC VIEW OF
1)ADMINISTRATIVE BEHAVIOUR
2)ACCOUNTABILITY AND CONTROL ETC?????
coz that’s what i felt after going through the syllabus
{BOTH ARE PART OF PUB ADMIN PAPER 1 ]
WHAT DO THINK FELLAS……..????
Geography or public admin.??????I m confused,,,,,phewwwwww,,,,any suggestion plzzz
Take any , but be whole hearted .
Because now UPSC will be ruthless on optional paper.
UPSC notification out. One optional and four papers of GS. Also English Precis writing has been introduced.
public adminstration . As much of it is in gs paper III AND ALSO in paper V
hello friends, can anyone throw light on civil service prelim examination centre.According to me there is an error in the list because in the indian forest notification there is no repetition of examination centres.
Is there any general topic in the world that has not been included in upsc mains syllabus
game is on !! … thanks DP agrawal …i hope system would discourage coachings and promote hard working and determined candidates..
and i think UPSC is not looking for civil servants …..they want NOVEL WRITERS
kudos!!!!!!!!!!!!!!!! hail UPSC!!!!!!!!!!!!!!!!!
