Subordinate’s report
You have differences of the opinion regarding the final report prepared by your subordinate that is to be submitted urgently. The subordinate is justifying the information given in the report. You would
- Convince the subordinate that he is wrong
- Tell him to reconsider the results
- Revise the report on your own
- Tell him not to justify the mistake
Official answerkey says A or C
Since this report is to be submitted “urgently”.
B or C will only lead to more talking. A or C deliver result.
Batchmate
You are competing with your batch-mate for the prestigious award to be decided based on an oral presentation. You have been asked by the committee to finish on time. Your friend however, is allowed more than the stipulated time period.
a) Lodge a complaint to chairperson against the discrimination.
b) Not listen to any justification from the committee
c) Ask for withdrawal of your name
d) Protest and leave the place
Official answer says A or D
B= arrogance or hot tempered person.
C= withdrawal= shying away= not upright guy.
Project review
You are handling a time bound project. During the project review meeting, you find that project is likely to get delayed due to lack of cooperation of the team members. You would,
- Warn the team members for their non-cooperation
- Look into the reasons for non-cooperation
- Ask for the replacement of the team members
- Ask for the extension of time citing reasons
Official answer says A or B
- Just like 1st question (subordinate’s report), this too contains the “time/urgency” element.
- C= Asking for replacement= bad because time bound project.
- D= asking for extension of time= bad because time bound project.
- Thus we are left with A or B.
Sports chairman
You are a chairperson of a state sports committee. You have received a complaint and later it was found that an athlete in junior age category who has won a medal has crossed the age criteria by 5 days. You would…
- Ask the screening committee for a clarification
- Ask the athlete to return the medal
- Ask the athlete to get an affidavit from the court declaring his/her age.
- Ask the members of the committee for their views
official answer key says A or D
- A and D=Committee mindset. But then again you’re chairman of the Committee.
- Asking athlete to return medal or file affidavit is like you running the act solo.
- (although looking at the phrase “received a complaint and later it was found”….seems the investigation part is over and now it calls for some action= B or C, but official answerkey is A or D)
Project Deadline
You are handling a priority project and have been meeting all the deadlines and planning your leave during the project. Your immediate boss does not grant leave citing the urgency of the project. You would…
- Proceed on leave without waiting for the sanction
- Pretend to be sick and take leave
- Approach higher authority to reconsider the leave application.
- Tell the boss that it is not justified.

Water supply
You are involved in setting up a water supply project in remote area. Full recovery of cost is impossible in any case. The income levels in the area are low and 25% of the population is below poverty line (BPL). When a decision has to be taken on pricing you would….

- A= implausible/impractical, and more importantly unsuitable given the fiscal deficit issue.
- B= fixed installation charges= difficult for BPL. And later free for everyone = impractical, fiscal deficit.
- C or D=humane, upright because BPL are getting either water free or at a differentiated =lower cost while remaining junta has to pay.
Bribe
As a citizen you have some work with a government department. The official calls you again and again; and without directly asking you, sends out feelers for a bribe. You want to get your work done. You would…
- Give a bribe
- Behave as if you have not understood the feelers and persist with your application
- Go to the higher officer for help verbally complaining about feelers.
- Send in a formal complaint
Official answerkey says B or C
- A =pliable = bad.
- B= under the assumption that he will do your work for “free” when you don’t reponsd to his bribe tactic.=legit answer (Although doesn’t feel right, because bribe seeker doesn’t quit that easily in real life!)
- C= good enough.
- D= formal complaint won’t help much because he is not “directly asking you”. (although again doesn’t feel right, ACB will never get any cases if people did not come up with formal complaints. And what is the guarantee that “higher officer” in option C will listen to your complaint! May be he too gets a share from this bribe! but then again #officialanswerkeysayso)
Anyways, this ends the Decision Making questions in CSAT 2012, what do we get from this?

According to the official keys,I’m getting 78-paper1 and 122-paper2.Total=200.Yet,i did not qualify prelims.Anxious to know the cutoff.

hey deepak are you sure you get the same marks you mentioned because according to mrunal post rukmani riar 2 ranker earlier got selection on 199 but you also belongs to obc how it could be possible
rukmani riar was 2011 batch IAS and these are keys for 2012.

The answer for Q 69, in the official answer key, is given as C. I believe that it should be B. What is your opinion?
My Explanation : “pitching the highest camp that has ever been made”, means a tent never had been pitched at that height earlier. People might have scaled that height and would have come back down before sunset and pitched camp at a lower height. We cannot surely say C to be correct option in this case.

Query- It has asked for an inference, while the answer it is giving is just a mere fact..
I think the answer should be B ( all essential things for learning are not luxury item) ….

For any of given 2 answers , do we get same marks or for d 2nd preference in answer we wil get less marks..?

I think that both preferences will get same(full) marks. The reason i say that is because in every answer of the answer key it is given in alphabetical order.If there was preferential marking at least there would be some question where the answer would be say B,A or D,C.
I have found lot of errors in official answers of the UPSC to the G. S paper
1) Bearing on the education system on India which of the following
official answer says 5th and 6th schedule has a bearing on the eduction
no where in the offical Constitution of india does have a mention of the word education so its shocking to see this
2) In the qn of inclusive goverance offical ans has excluded the NBFC while the promotion of NBFC was to reach to the people where credit is not atall available even the RBI wants to regulate NBFC and promote them for the poor people but I guess UPSC doesnot understand the logic of NBFCs, They will say Mnarega, Food bill and scams shall give inclusive goverance as it involves lot of people
3) In the Question National social conferrence. Offical answers say that Congress didnot like to be influence by it but in Bipin chandra / IGNOU modern history doesnot say anything like that so It must be creation of the UPSC itself to appease their bossess at the helm
4) Question related to Biogas its true that Biogas currently cannot be used in the IC engines due to their large specific volume which hinders their usage but UPSC may have created such an ENgine in their dreams

in my opinions the keys are right although some are debatable (which is a feature of upsc to show who’s the boss :P)
1) 6th schedule has power to establish primary educational institutes by the autonomous councils. but no idea about 5th schedule
2)if u read the question carefully, it is inclusive governance .permitting nbfc to do banking will increase financial inclusivity but i think its not related to governance.still its debatable as meaning of governance is very large and not specific.
3) its not directly given. but on page 75 bipan chandra, last para, its given that congress is not to take up any questions on social reform in its 2nd session. only after this social conference was formed by ranade which is called social reform cell of congress though its not given in the book.
4) i used to worked in an automobile company and i know it can be used in an ic engine. u can find it in internet also.
For your doubt No 3, here is the explanation –

The first statement is incorrect, because “appropriate petitions/representations” were the political functions, far from the objectives of National Social Conference.
The second statement ” Indian National Congress did not want to include social reforms in its deliberations and decided to form a separate body for such a purpose” is a CORRECT statement. Please note that when Congress was founded in 1885 in Bombay, its organizers had a feeling that along with the political topic, a place should be given to the discussion of social topics also. So, R. Raghunath Rao and M G Ranade addressed the congress on subjects related to social reforms. But on a second consideration, the organizers of Congress felt that the Congress Platform should be devoted to political topics only. As those interested in the social freforms, also felt in a need for it, so it was decided to inaugurate the National Social Conference as a separate movement. Here kindly note that hostility to social-reform issues expressed by a majority of nationalists in the congress had led to the formation of the Indian National Social Conference. The National Social Conference met annually from 1887 to 1895 as part of the INC Sessions.
The third statement. This statement is the very soul of the National Social Conference but has been presented in an incorrect way. It is true that the objective of the National Social Conference was to strengthen the forces of reform by bringing together every year in the representatives of various associations and movements scattered all over India , that were struggling against the social evils. Yet, the two names given by UPSC in this question are incorrect, that leads to eliminate this option. Please note that the conference was founded by MG Ranade an Raghunath Rao. Behram Ji Malabari in those days was working against Infant Marriage and Enforced Widowhood. So, the correct answer of this question is B.

Please do put a question in ur rti query as to why does the upsc not declare cutoff publicly. What stops them from doing so if I recall it was only ur rti that upsc told the cutoff for last year as well. They never declared it publicly. Pls do ask for cutoff as well.
