Can anyone please clarify whether 14th finance commission recommended sector specific grants or not?

Report of FC in chap 11 clearly states “we haven’t recommend for Sector specific grants, and advised to make separate institutional arrangement for this purpose”

Friends I am residing in a remote town of U.P. and from different answer keys my score is coming around 102 to 106 marks [General category]. I request people there in Delhi with access to coaching classes (with a belief that they are able to see a wider picture from there), to suggest if there are any chances of making it to mains?
