Can last semester student apply?
- Minimum education standard is graduation.
- Candidates from last semester can apply, provided that they can show proof passing examination in October/November 2015. Because at that time, they’ll be required to fill up a new form for Mains exam (known as DAF form i.e. detailed application form).
- MBBS candidate must finish internship before interview phase.
| General Male and OBC male | Rs.100 for Prelims, Rs. 200 for Mains. |
| Female of any category | No fees |
| SC/ ST, PH | no fees |
When will I get the hallticket/admit-card for prelims?
- Hall ticket will be available online, usually 3 weeks before prelim exam. They don’t send it through post anymore. You’ve to download and take printout.
- If problem, contact 011-23381125/011-23385271/011-23098543.
Multiple applications by same candidate?
- Every time you apply, you get new registration ID (RID). you must preserve RID because you’ll have to quote it again in the Mains application form i.e. DAF form.
- If you applied multiple times (because of computer glitch, fee problem or xyz reason) then when downloading hallticket, you should use higher RID. Because higher RID corresponds to your latest application.
OBC alert
To claim OBC reservation benefit in UPSC, you need TWO certificates:
- OBC caste certificate
- Non-creamy layer certificate.
- Non creamy layer status depends on your parents’ income and property.
- It doesn’t depend on your income/property
- It doesn’t depend on your husband/wife’s income/property.
- If your mom/dad is government employee, then INCOME criteria doesn’t apply. (e.g. if dad is class3 employee, then it doesn’t matter whether he gets 6 lakhs or 7 lakhs. You’re still non-cream layer.)

Dear Sir,
My father is a retired government employee, and his income was less than 6lpa. Am I eligible to apply for OBC non creamy layer certificate.
Regards,
Chandan
My self retired BSNL group III employee my wife now BSNL serving employee in Group III our total income exceeds 6 laks per year. Whether creamy layer certificate may apply/eligible for my son for appearing UPSC exam.?
There is a lot of confusion regarding OBC Certificate. First of all people need to understand that there are two types of certificate. One is permanent and other is temporary. Your OBC certificate, which shows your community is permanent. In some states this certificate is called BC, MBC certificate etc., All it mentions is which backward community you belong to. This is a permanent certificate and need be changed, as your community will not be changed.
Now coming to the second certificate, OBC – Non Creamy Layer Certificate. Here is the difference is that, all will get the certificate mentioned above if they belong to the community. But this OBC-NCL certificate is issued based on certain conditions (accidentally many revenue departments in India doesn’t follow it strictly). I suggest to read mandal commission report from National Commission for OBC site for better clarity about whether you are eligible. Since this certificate is income/criteria’s dependent, it is not a permanent certificate. But validity of the certificate is not well defined. For example IBPS accepts certificate which is less than 1 year old and SSC accepts certificates upto to 3 years old. UPSC has not specifically mentioned, like SSC or IBPS. All it mentions is that the community certificate should be taken before the last date. After all at the interview stage it will ask you to submit new certificate in the prescribed format which is not 6 months old. As simple as that. So need not worry, that your certificate is taken in 2011, 2012, 2013 etc., Without any clause in notification, UPSC is not going to reject you.
Hi, i found ur knowledge quite relavant, my query is about cremy layer status, mrunal sir here mentions that govt employee doesnt need to produce or concern about there salary they just need to certify their rank(grade)
but, when i go to tahasildar they ll say u exceed income limit so ceases to get caste certificate,
plz help me how to sail through d process??
Hello mrunal sir
Hello everyone.
Plz answer my query.
At present i am working as a Medical officer with a state govt.
I have submitted my application form for CSP -16.
In the notification, upsc has written that aspirants like me need to submit an undertaking that we have informed our head of office in written about our candidature.
I have submitted such a written letter to head of my department.
Now the remaining doubt in my mind is whether i need to submit any another undertaking ( online or print) to the commission ?
Please answer.
Thanks.
Hi harsh.
I am posted as a medical officer in a far flung area of a hilly district.
Here d communication is still through written letters and not emails!
In such condition, how does one need to get a “permission granted” stuff from head.
Moreover, notification say that “one has informed the head of department in writing” and not that ” one has taken permission from the department.”
Aren’t both different things.
Plz answer.
Hi mohit.
I am also in govt job.
I also hav same doubt as yours.
I called the technical query number of UPSC and they informed me dat i need NOT to submit any seprate document in this regard.
If u know anything different from this, plz share.
Thanks
Dear Aditya.
Are you sure one need to send a hard copy of “intimation to employer” letter to UPSC.
Have you confirmed it from some authority in UPSC.
Please share dear.
Thanks
Hi mohit.
1.Have u informed head of your department through an email or in written form?
2. Is it ok if we are informing head of our department a day AFTER applying?
Or it always should be before applying?
Plz answer
