Polity

• Polity: Executive- Vice president of India: West Bengal Governor Jagdeep Dhankhar to be the BJP/NDA’s vice- presidential candidate.
• VP is elected from electoral college comprising MPs of the Lok Sabha. Jagdeep Dhankhar is expected to win & succeed M Venkaiah Naidu, whose term ends in 2022-August. (उप राष्ट्रपति पद के लिए BJP के उम्मीदवार होंगे पश्चिम बंगाल के राज्यपाल जगदीप धनकार)

• Polity: Legislature- Article 105(2) of the Constitution- “no Member of Parliament shall be liable to any proceedings in any court in respect of anything said or any vote given by him in Parliament or any committee thereof”. Lok Sabha Rule 380 (“Expunction”)- If the Speaker is of opinion that words have been used in debate which are defamatory or indecent or unparliamentary or undignified, the Speaker may, while exercising discretion order that such words be expunged from the proceedings of the House.” 🤔 first expunged in 1958 when an MP equated PM Jawaharlal Nehru to Nathuram Godse. 2022: Parliament has released a booklet of the unparliamentary words. MP feels this will harm their freedom of speech within House. (संसद के अंदर सांसद द्वारा दिए गए बयानों पर कोर्ट या कोई भी संस्था सजा नहीं कर सकती। किंतु संसद के भीतर ही यदि कोई सांसद अशोभनीय भाषा का इस्तेमाल करे तो उसे रिकॉर्ड से हटाने की सत्ता सभापति को होती है।)
• Polity: Legislature: “mutual respect” between the government and the Opposition is “diminishing”. A strong parliamentary democracy “demands strengthening the Opposition as well. laws are nowadays being passed “without detailed deliberation and scrutiny. This is not a sign of a “healthy democracy”- said Chief Justice of India N V Ramana (एक स्वस्थ लोकतंत्र के लिए सत्ता पक्ष और विपक्ष के बीच आपसी सम्मान होना ज़रूरी है. और संसद में क़ानून एक स्वस्थ वाद विवाद के बाद और समीक्षा के बाद पास किए जाएं- ये ज़रूरी है. लेकिन वर्तमान समय में इसमें कमी आ रही है ऐसी चिंता सुप्रीम कोर्ट के मुख्य न्यायाधीश ने जतायी.)
• Polity: secularism- Gujarat education department mandated Gita for the students of Classes 6 to 12 from the academic year 2022-23. The PIL filed by Jamiat Ulama-eHind Gujarat etc challenging the government’s resolution on grounds of it being contrary to the National Education Policy (NEP) 2020 and sought the resolution be declared unconstitutional. (गुजरात की पाठशालाओं में गीता को अनिवार्य रूप से पढ़ाना होगा ऐसा गुजरात के शिक्षा विभाग ने आदेश दिया है जिसके ख़िलाफ़ हाईकोर्ट में जनहित याचिका मुस्लिम समुदाय के संगठनों ने दायर की है- कि ये राष्ट्रीय शिक्षा नीति के ख़िलाफ़ है राष्ट्रीय शिक्षा नीति में धार्मिक शिक्षा की बात नहीं है ये असंवैधानिक है इत्यादि।)
• Polity: Rights issues prisoners / Judiciary: SC said bail is the rule and jail an exception. Court need to take action against police officers who arrest without due compliance. Indian prisons are flooded with undertrial prisoners. The majority of undertrials may not even be required to be arrested. (सुप्रीम कोर्ट ने कहा है कि केवल अपवाद किस्सों में ही अपराधी को जेल में भेजना चाहिए बाक़ी उसको ज़मानत दे देनी चाहिए। भारतीय कारावासों में अनावश्यक रूप से ढेर सारे लोगों को ठूँसा गया है जो कि असल में ग़ैर संगीन अपराधों में ज़मानत के पात्र हैं।)
• Polity: citizenship- Digital Nomads are people who work remotely while travelling to different places and spending their earned income in the host country. In Indonesia, Digital Nomads to be given Visa and tax-free treatment. As they earn from companies outside Indonesia. 🤩 ⏫Forex Earning 2)🤩 boost to local economy when such people spend money on hotels, maids, drivers etc. (डिजिटल बंजारा- ऐसे लोग जो डिजिटल रूप से कंपनी का काम करते हैं और अलग अलग देशों में घूमते रहते हैं और अपने मेज़बान देश में कमाई का पैसा ख़र्च करते हैं। इंडोनेशिया ने इस प्रकार के लोगों को ख़ास क़िस्म का वीज़ा दिया है उन्हें अपनी आमदनी पर कोई आयकर इंडोनेशिया में नहीं भरना होगा। बशर्त है कि वो आमदनी विदेशों से कमाई हो। ऐसी विदेशी आमदनी से इंडोनेशिया का भुगतान संतुलन बेहतर हो सकता है और स्थानिक अर्थतंत्र को तेज़ी मिल सकती है)
• Polity- Comparing constitutions (GSM2)- Under Sri Lankan Constitution- if seat of the President fall vacant before the end of his five year term → Parliament must, elect one of its MP as President. Until that happens- PM will act as President. And if PM also gone then Speaker will be the acting President. (श्रीलंका में अगर राष्ट्रपति अपना पाँच साल का कार्यकाल नहीं ख़त्म कर सकता तो बाक़ी बची समय अवधि के लिए किसी सांसद को ही राष्ट्रपति चुन लिया जाएगा। और एसे मध्यवर्ती चुनाव बीच जितनी दिनों तक राष्ट्रपति की कुर्सी ख़ाली रहती है तो उस पर प्रधानमंत्री राष्ट्रपति के रूप में बैठेगा )

• IR: India-USA: Countering America’s Adversaries Through Sanctions Act (CAATSA)- is a tough US law that authorises the US administration to impose sanctions on countries that purchase major defence hardware from Russia. USA made this law to punish Russia 1) annexation of Crimea in 2014 2) Manipulating 2016 US presidential elections. 2022: US House of Representatives (Lok Sabha) amended the law to give waiver to India against CAATSA sanctions for its purchase of the S-400 missile defence system from Russia. This is meant to deter China. (रशिया से हथियार ख़रीदने वाले देश पर अमेरिकी सरकार की पाबंदियां लगा सकती है ऐसा एक “काटसा” नामक क़ानून है. भारत और रुस से मिसाइल/प्रक्षेपास्त्र विरोधी S-400 प्रणाली ख़रीदना चाहता है उसमें हालाँकि अमरीका ने भारत को छूट दी है.)

• Sci-Tech: USA scientists next-generation cancer therapy that kills tumour cells while leaving healthy tissues intact. The treatment uses genetically engineered oncolytic viruses. (कैंसर के ख़िलाफ़ नए क़िस्म की चिकित्सा)
• Sci-Tech: Public Health- Serum Institute of India developed country’s first indigenously developed vaccine, Cervavac, against the human papillomavirus (HPV). HPV is responsible for more than 95 per cent of cervical cancer cases. HPV is a common pathogen, transmitted by sexual intercourse. But only a small proportion of its virus strains cause cancer. The disease is largely preventable and a combination of early screening techniques and vaccination . There are more than 4 lakh cervical cancer patients in the country at any given time. Foreign pharma companies vaccine cost upwards of Rs 4,000. India made vaccine to cost cheaper. • Environment/Pollution / GSM3-Science- Robotics: Robot fish that can “eat” microplastics to clean up the world’s polluted oceans- Chinese scientists a developing it. (यांत्रिक/रोबोटिक मछली जोकि समंदर में से माइक्रो प्लास्टिक खाकर प्रदूषण को कम करेगी।)
