Update on my earlier blogpost regarding Distant Education Learning degree and its validity for IAS / other Government  jobs.

In short if you’ve got a degree from some Distant Education course, you need to first see whether its recognized by DEC ( Distant Education council) or not. Because if its not recognized, then you can’t sit in civil service or any central Government job exam using that degree.

Here is a copy paste job from DEC’s website.

The Dept. of Education, Ministry of Human Resources Development, Govt. of India notified vide the Notification No. 44 dated 01-03-1995 published on Saturday, April 8th, 1995 in the Gazette of India that:

on the recommendation of the Board of Assessment for Educational Qualification, the Government of India has decided that all the qualifications awarded through Distance Education by the Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3 of the UGC Act, 1956 and Institutions of National Importance declared under an Act of Parliament stand automatically recognized for the purpose of employment to posts and services under the Central Government, provided it has been approved by Distance Education Council, Indira Gandhi National Open University, New Delhi – 110068.”

In view of the aforesaid directive of the Government of India, it is mandatory for all the Centres/Institutions/Directorates offering programmes through distance mode to apply to the DEC and obtain prior approval before starting a new Centres/Institution/Directorate or Programme.

It is informed that any degree/diploma/certificate offered through distance mode not recognized by the DEC shall not be accepted for employment in Government Services and the institution offering such programmes would face de-recognition.

Through media and advertisement, it is learnt that certain institutions are offering courses/programmes through distance mode which are not approved by UGC, AICTE and DEC. While the DEC has granted permission to institutions in respect of their capability to deliver the courses/programmes through open and distance learning mode, it was clearly stipulated that for any professional programme which requires the mandatory approval form the statutory authorities like AICTE, UGC, NCTE etc., it is the responsibility of the institution to get such approvals before they start any professional/ technical programme. The provisional approval granted by DEC is not to be construed to be in lieu of the approval required by the institutions from the AICTE in respect of the standards to be maintained for technical education programmes and from the UGC for offering any programme leading to award of a degree which is at variance with the nomenclature of degrees mentioned in the UGC Regulations under section 22 of the UGC Act 1956.

And, whereas, the said provisional approval by the DEC was subject to the concerned institution obtaining the approval from the appropriate statutory authorities such as the AICTE for technical and professional programmes and the UGC for general standards of higher education;

And, further whereas, it is in the public interest and in the interest of maintaining the standards of higher education that such institutions, which have not obtained the approvals of their programmes from concerned statutory authorities are not permitted to enroll students or offer such un-approved professional and technical programmes/courses;

Now, therefore, DEC hereby, notifies that institutions, whose approval is expiring this academic year or intending to offer programmes through distance mode shall not offer any professional and technical programmes of study in the coming academic session 2008-09 and onwards without seeking prior approval from the UGC-AICTE-DEC in terms of the procedure laid down and posted at the website of the UGC (www.ugc.ac.in), the AICTE (www.aicte.ernet.in) and the DEC (www.dec.ac.in).

    1. it is a state university, so if you are in tamil nadu and giving exams within that state, then you are safe.

      I did My 3 diploma in Govt instititute and then did my degree B.A in Kuvempu university distance education, Karnataka, plz let me whether i am eligible for UPSC exams and State PSC like KAS and others….

  2. i m JE in bsf. I want to do Btech in Electrical Engg. From distance learning course. Are Btech degree from karnataka state open university/ eiilam univ./ jodhpur national univ.etc valid for departmental promotion or other govt/private recruitment for Asst Engineer??

    i havnt got the admission in regular batch of grafuation so finally doing b.a. from csjmu under its privately conducted exams. So m i eligible to sit in upsc exam?

    1. if it is the one situatedd in kanpur and your location of giving the exam is Uttar Pradesh than no problem, as it is a state university which can conduct exams only in UP

  5. sir is degee from distance learning (sikkim mannipal university or lovely professional university ) courses valid for appearing in upsc exams and if not can i get the list of university who’s degree is approved enough to appear for UPSC preferably dstance learning thank u sir

    1. go for IGNOU in any case! google your state’s state universities, you can pursue degree from their as well, or if there is a central university in your state, you can opt for that too, but don’t opt for a private university for a distance learning program

    1. unfortunately, the university that you mentioned is flaunting ugc norms …you should have opted for IGNOU, its a safe option in any case…always remember this, no private university can award degrees from outside of its physical campus, i.e, through learning centres etc. also , state universities can only award degrees within that state’s jurisdiction, whether through regular or through distance learning

  10. Sir, I am doing BCA through Distance learning from CVRU ,Bilaspur Chattisgarh. Is it valid to sit in CS exam 2014.

    1. its a private university, so it depends on your location. if you are pursuing their on campus progamme than everything is ok, i don’t think their distance learning programme is valid thhough!

    1. when opting for distance learning, always opt for a central university or IGNOU. eillm is flaunting ugc norms, just google it

  12. sir i am a dropout of engineering, but preparing for the upsc currently, my age is 28 years, sir i have done a bachelor of engineering course in EIMES institute, new delhi. but they say i am not eligible to attempt any govt services with that degree. guide me sir, can i get a degree from recognised university in the time limit, and whats the age limit for Indian railway services examination if i am a muslim. please assist sir. my mobile number is 9908214277.

    1. contact ignou asap and check if you can get admission in their 2nd or 3 rd year exams, otherwise hope is little,,..also if you belong to a category than there will be some age relaxation, use it for your benefit and start acting asap

  13. Is online 1 year mba course done with NIBM valid for writing govt. exams ? ( It is a recognised university. )

    1. for that contact nibm and ask them if that degree is is equivalent to mba and if it is recognised from ugc, dec etc.

    M doing MCA from” Sikkim Manipal University ” and its not DEC approved as we know DEC has been dissolved , its a DEB approved . So, I just wanna ask this degree will be valid for govt jobs. ? or for Private sector.? Please reply

I have not done my graduation but directly applied after given entrance test and completed my M.Com (Banking and Insurance Management ) from Anna Malai University in year 2008 though I have been given degree from university ,want to know is this degree given by annamalai univeristy is valid or not can I seek job in govt sector , as these degree given by university is valid under UGC /AICT act or not as when taken admission I was told its an valid one ,these degree are offered for those who want to avail highest degree by some change people fail to complete regular degree but want to have the at most degree with them .may be due to some circumstance like financial ,or age factor ,though I was week student never though of completing my degree through regular stream or correspondence ,and age factor was also coming in my way so though of this option can any one help me as I failed calling people from university but their answer to my question was unknown

      1. if you are referring to school of open learning of DU, then you need not worry, its valid, otherwise it is worrisome

    I have gone through most of questions and answers given by you in this section.

    I have one question – I am pursuing BBA in Shipping and Port Management from Bharathiar University – Coimbatore, learning mode – distance.. Its a state University of Tamilnadu and giving exams in Mumbai at Examination Centre of University.

    Now – Will the degree awarded by University would be valid ?
