- Those of you, who [unfortunately] failed in the UPSC CSAT 2012 exam: there is no point in joining the cut off speculation game prevalent on various online forums- it will only add insult to your injury. Many of you will feel “I ticked answers worth XYZ marks and still not selected, but another person online who claims to have ticked answers worth only ABC marks is selected.” So browsing such forums and threads will only increase your agony.
- If you want to find out the truth about what went wrong in your case -“How many marks did UPSC actually give to you and what was marks of the last guy who got selected in your category?” then better ask UPSC to give you the photocopy of your OMR answersheet and the official answerkey and the number of marks officially allotted to you and to the last guy in your category.
- Everyone who fails in the prelims, either fades away or gives another attempt. All these years, this attitude from our side has turned UPSC into a Lord Curzon- otherwise what is so sacred about prelims that UPSC doesn’t publish the marks of every candidate? If only 10000 failed candidates file RTIs asking for marks, the UPSC staff will get tired digging through computer database to take print outs of every RTI applicant’s marks and their boss will get tired signing each RTI-reply letter, and next time they’ll upload the result + marks of each candidate right on their official website to save themselves from this fatigue. (or atleast I hope so.)
How to file RTI to know the score?
Please note that, UPSC might not immediately the give the information citing “the Examination process is not yet complete, because the Civil Service Exam 2012 will complete only when final merit list is published somewhere in April-May 2013.
But doesn’t hurt trying the luck for Rs.15 (10 for IPO and 5 for postal stamps). So, here is the standard procedure to file an RTI to UPSC, inquiring about marks. (IPS LCE candidates can also use this letter, just replace CSAT-2012 to IPS LCE 2012)
Step 1: Copy paste the draft RTI application
Copy paste following letter in your MS Word program (or manually write this in a plain paper.)
Replace XYZ with your name and roll number at appropriate places.

Sub: Application under RTI 2005, about CSAT 2012 Result
Sir,
Provide me the following information regarding Civil Services (Preliminary) Examination 2012 [also known as Civil Service Aptitude Test (CSAT) 2012.]
- Official Answerkeys for Paper I and Paper II.
- Photocopies of OMR Answersheets of Roll Number XYZ.
- Marks allotted to Roll Number XYZ in each paper.
- Cut off marks of each category (Gen,ST,ST,OBC,Ph) in CSAT 2012.
Along with this letter, I’ve attached the Indian Postal Order Worth Rs.10, as RTI Application fees.
Yours sincerely,

Step 2: IPO worth 10 Rupees.
Go to nearest post office, ask them to provide a Rs.10 Indian Postal Order.
Write “Accounts Officer, UPSC, New Delhi” on it.
Write the date and Tear out the slip from left hand side as evidence. and ask the clerk to “cross” (put stamp on) the IPO.
Step 3: Envelop
From the same post office buy an envelope worth Rs.5 OR take a blank evenlope and affix stamps worth Rs.5 as postage charges
Now slip the Drafted RTI application Letter + the Rs.10 IPO in this envelop and send it to following address
Union public service Commission (UPSC),
Dholpur House,
Shah Jahan Road,
New Delhi-110069
Wait for 40 days. (yea the RTI act says 30 days but the timer starts only after UPSC receives your letter. 10 days are added by me, considering the time it takes to send and receive letter to and fro)
And please note down the details of date when you sent the letter + serial of IPO as evidence.

I recently received UPSC’s reply to an RTI appl. filed to fetch mains 2013 evaluated answer sheets. It has denied the same citing section 8 (1)(d). I am following it up with the first appeal and then on to the CIC but till the time the matter is finally responded to by the CIC, the commission would have completed the process of selection and destroyed answer sheets. I have a few queries in this regard:
1.Is there a way by way of court direction or by a simple application, the latter is less likely to work, that I can make the commission put on hold destroying the answer sheets pertaining to my roll no. till the RTI procedure is completed and a final decision given?? OR
Are they (the commission) under an automatic obligation (pursuant to the RTI 2005) to not destroy those documents which they may potentially be directed (by higher authorities in the info disclosure dispensation) to disclose in the future??
2.Has anybody in your knowledge, post 2011, ever been given the evaluated mains answer sheets by the commission??

Submit a summon from High Court directing UPSC not to destroy 2013 mains answer sheets till the time your matter is not settled and your appeals are pending.

Can the general public (not candidates) file RTI to know the Cutoff marks of 2013 Optional papers?
Will UPSC allow RTI requests such as below?
1. No. of candidates (n), among the 1122 recommended candidates, with Political Science optional paper.
2. Highest & Lowest Marks in Paper VI (Opt.Paper 1) among the ‘n’ candidates with Political science optional.
3. Highest & Lowest Marks in Paper VII (Opt. Paper 2) among the ‘n’ candidates with Political science optional.

2. Shri Sanjay Mehrishi, Joint Secretary, Union Public Service Commission, 114, Ayog Sachivalaya Building, Dholpur House, Shahjahan Road, New Delhi -110069 is the Appellate Authority under Section 19(1) of the RTI Act, 2005.

I have requested for my evaluated answer sheets. But they deny it under Sec 8 (1) (d) and then I Filed an appeal citing numerous judgements of CIC, HIgh Court and Supreme Court but then again deny me citing the interim stay granted in T R Rajesh Case by supreme court and the matter is sub judice so till the matter in supreme court not get finalised we perhaps wont get to see our answer sheets. I am now going to file Second Appeal to CIC and then will move to High Court asking for an interim order to make UPSC not to destroy my copy till the final judgement in supreme court and then I will become a party in supreme court case
Two candidates A and B are there in the IAS PRELIM exam. A secured 120 in 1st paper and 120 in 2nd paper total 240 out of 400. B secured 50 in 1st paper and 194 in 2nd paper so total mark of B in the civil service prelim is 244. Now you tell when the cut off mark of Prelim is 241, WHO IS MORE DESERVING CANDIDATE FOR CIVIL SERVICES??????? The protest is all about this.

Actually I applied for Govt. job and I want to know how to file the RTI Online to check the B.Com Degree. So please help me to file RTI Online when I file RTI Online then first question ask select Ministry/Department/Apex Body then what I select. I am graduate from Bundelkhand University, Jhansi, U.P. – 284128 and then from which Ministry/Department/Apex Body Bundelkhand University come and in attach file what do I have to upload B.Com Degree only and any other document.
My son appeared in the wb judicial service exam (main) 2015, result of which shows my son failed in that exam. I have seen his dedication and hard labour towards learning throughout the year. And according to his coaching mates he was they were sure of his success. One of his coaching mate who came regularly to him for guidance has passed. He is also saying that it is impossible that Rajib will not pass. He requested me to file RTI. I don’t know how to file RTI. I want to do it for my son’s moral boosting. Mrunal Sir, I have been thinking of starting my preparation with Mechanical Engineering as optional subject. But nowhere I can find the solution for any of the Mechanical Engineering question paper held in past few years in Civil Service Examination.
So if I file a RTI demanding the solution of any the question paper of 2015 or 2014, will UPSC provide me that? Should I go forward with it?

IS THERE ANY PROVISION BY WHICH I CAN SEE MY ENGINEERING SERVICES EXAMINATION’S
CONVENTIONAL ANSWER SHEET.
As per the provisions made regarding the availability of Conventional Answer Sheet, it will be destroyed after the 45 days of declaration of result and it also contains the marks so it will not be made available till final results.
My relative is working as a constable in Central Reserve Police Force. He wish to apply for Assistant commandant conducted by UPSC. Whether is he eligible for age relaxation for 5 years as he completed three years regular service.

Now i have started my preparations again, so i want to know that how many of my attempts have left.
