- Those of you, who [unfortunately] failed in the UPSC CSAT 2012 exam: there is no point in joining the cut off speculation game prevalent on various online forums- it will only add insult to your injury. Many of you will feel “I ticked answers worth XYZ marks and still not selected, but another person online who claims to have ticked answers worth only ABC marks is selected.” So browsing such forums and threads will only increase your agony.
- If you want to find out the truth about what went wrong in your case -“How many marks did UPSC actually give to you and what was marks of the last guy who got selected in your category?” then better ask UPSC to give you the photocopy of your OMR answersheet and the official answerkey and the number of marks officially allotted to you and to the last guy in your category.
- Everyone who fails in the prelims, either fades away or gives another attempt. All these years, this attitude from our side has turned UPSC into a Lord Curzon- otherwise what is so sacred about prelims that UPSC doesn’t publish the marks of every candidate? If only 10000 failed candidates file RTIs asking for marks, the UPSC staff will get tired digging through computer database to take print outs of every RTI applicant’s marks and their boss will get tired signing each RTI-reply letter, and next time they’ll upload the result + marks of each candidate right on their official website to save themselves from this fatigue. (or atleast I hope so.)
How to file RTI to know the score?
Please note that, UPSC might not immediately the give the information citing “the Examination process is not yet complete, because the Civil Service Exam 2012 will complete only when final merit list is published somewhere in April-May 2013.
But doesn’t hurt trying the luck for Rs.15 (10 for IPO and 5 for postal stamps). So, here is the standard procedure to file an RTI to UPSC, inquiring about marks. (IPS LCE candidates can also use this letter, just replace CSAT-2012 to IPS LCE 2012)
Step 1: Copy paste the draft RTI application
Copy paste following letter in your MS Word program (or manually write this in a plain paper.)
Replace XYZ with your name and roll number at appropriate places.

Insert your name and Address
To,
CPIO-Joint Director (Examination),
UPSC,
New Delhi
Sub: Application under RTI 2005, about CSAT 2012 Result
Sir,
Provide me the following information regarding Civil Services (Preliminary) Examination 2012 [also known as Civil Service Aptitude Test (CSAT) 2012.]
- Official Answerkeys for Paper I and Paper II.
- Photocopies of OMR Answersheets of Roll Number XYZ.
- Marks allotted to Roll Number XYZ in each paper.
- Cut off marks of each category (Gen,ST,ST,OBC,Ph) in CSAT 2012.
Along with this letter, I’ve attached the Indian Postal Order Worth Rs.10, as RTI Application fees.
Yours sincerely,
XYZ
Step 2: IPO worth 10 Rupees.
Go to nearest post office, ask them to provide a Rs.10 Indian Postal Order.
Write “Accounts Officer, UPSC, New Delhi” on it.
Write the date and Tear out the slip from left hand side as evidence. and ask the clerk to “cross” (put stamp on) the IPO.
Step 3: Envelop
From the same post office buy an envelope worth Rs.5 OR take a blank evenlope and affix stamps worth Rs.5 as postage charges
Now slip the Drafted RTI application Letter + the Rs.10 IPO in this envelop and send it to following address
Union public service Commission (UPSC),
Dholpur House,
Shah Jahan Road,
New Delhi-110069
Wait for 40 days. (yea the RTI act says 30 days but the timer starts only after UPSC receives your letter. 10 days are added by me, considering the time it takes to send and receive letter to and fro)
And please note down the details of date when you sent the letter + serial of IPO as evidence.

I stopped giving attempts after 2010.
Its quite good startegy as when upsc will be flooded with such applications they’ll automatically find a way of dispalaying all marks

Hi Mrunal,
I actually see no point in filing an RTI and finding out whats the score. We can ourselves find out whats our respective scores by googling every question and find out the key areas of improvement. By posting such a thread you are actually invoking people’s sentiments in a wrong way. Instead please post a strategy to get through APFC, IB and other exams or you should host a forum where candidates can discuss their grey areas and find out a solution to overcome them in their next attempts.. Filing an RTI will not add our roll number to the list of selected ones.. No hard feelings.. Thanks..
Not everyone. Many may even have forgotten which answer did they attempt or not attempt after two months. Besides some CSAT questions no authentic textbook sources to confirm the exact answer. So a person may be thinking XYZ score based on his interpretation of a source, but the answer may be different according to UPSC.
Ofcourse it won’t. But if thousands of people did that, it’ll get UPSC-staff tired of searching and printing RTI reply letters with marks of every RTI applicant, and next time (hopefully) they’ll upload marks of each candidate on their website.

I am shocked on your reply that you have stopped giving attempts after 2010. Why??..then what is the utility to publish so much of relevant materials for the civil services…what do u want become man…
Spent enough of my youth life in UPSC game without a backup plan, then one fine evening, I didnot see the point continuing like a defeated gambler + growing age, financial responsibility etc.etc.etc.
And I’ve not become a Devdas for not becoming IAS/IPS.
UPSC-dream works out for some and doesn’t, for many others.
Just another fact of life. So, don’t let my case demotivate you.
I like it when you say that. These exams are not the be all and the end all of one’s life.
There’s a need for one leader with as much common sense as you than 1000s of blind followers with no sense of what they want in life.

hi mrunal! i commend your efforts towards helping the upsc aspirants community. i have been referring to your blog for the past 2 months, and honestly you have helped me deepen my knowledge on many topics. i cleared prelims this year, and hope to give a good attempt for mains. i had a query for you, i filled the form of assistant provident fund commissioner but havent received any communication from upsc. can you tell when and how will we recieve any admit card etc.? or if they have already dispatched?
it is better to be corrupt like raja and kalmadi , and other , so that we can hold on the civil servants at least as temporary executive

1. Regarding the official answer keys, can we specify the serial number of question paper; I.e. A, B, C or D.
2. Can we send the application via speed post so that we can keep the receipt as proof of our communication.
3. In case I don’t get a reply within 30 days, what should be my next course of action?

Due to my lack of preparation in certain areas, this year I could not clear CSAT. But still i have got one more chance left. This time I was hoping to clear the CSAT. well its a nice thing to demand for transparency and accountability in the examination,but it may seem to be examination for aspirants but the purpose of the exam do have repercussions for years as its not a normal college admission or a plain clerical job.Its a matter of selecting future decision makers of the nation for which just marks and performance isnt enough , other permutations like region,religion,language etc.etc. are more important than marks itself.
so no matter how hard you guys try ,upsc isnt going to disclose anything because of the above reasons.I admit there may be a technical error upto 3-4% but i have never seen non serious candidate actually clearing (serious candiadates may fail) ,if the system was skewed or technically faulty then some flukes would have also hit but i have been in this field for 4 years and looking this exam as a bystander from many more years.
moreover upsc is not a exam of rot memory or reading as much as you can , its an exam of destiny too,just look where do you reach after selection compared to equally tough exams like jee,cat,aiims etc. so my best wishes for those who have qualified and those who couldnt make it can relax for a while as its no point going back to studies till jan as noone will remember anything after 10 months so spend some quality time doing something creative like reading books which you always wanted to read , take a vacation,or have a blast with your girl friend without caring for studies for a while ,which will actually motivate you in dec-jan for next pt.

Yes; in the Civil Services (Preliminary) Examination
This is because the Civil Services (Preliminary) Examination is simply and purely a shortlisting/elimination exercise to select candidates for the Main Examination and as such the scores obtained in this Examination are not communicated to candidates.

nobody can make you victim for ur rights. dont worry about that . still if you want to be safe u can easily use name of any of ur friends who are not attempting upsc civil services exam like who are working in software or anywhere else
i still cant believe i didnt clear coz i had a 220+ score.going to file rti on monday!thanx mrunal for guidance.hope it works
i too still cant believe dat i didnt clear…i also file for RTI..i didnt expect this result..preparing for mains with full confidence..but..god knows wat happen one of frnd score 190+ and clear.. i score 200+ but didnt clear…
I checked my score very second day after exam n got 200+. I scored above 210,I kept in vary as non of the key is perfect between 200 n 210. I didnt qualify.
can anybody tell me what is st category cuttoff i got 190 by checking keys but still doesn”t make in to list
@charan, the whole point of this blog that mrinal has posted is to avoid all kinds of speculation about the cut-off. The only valid and genuine information about the cut-off we can get is from the UPSC themselves. Let’s all get together and bombard the UPSC with rti :)
Guys this is really pathetic that UPSC is not showing our ans sheets (OMR) and cut off like IIT’s are doing.are we still living in the age of pre-independence ?what the Hell RTI is all about?if they (UPSC) people have done everything right, why are they feared of showing marks n cut off..This is Enough…come and Join me. lets fight for our rights toegther..i am sending this RTI form..please join me.Hope one day we will be able to get justice..

i think there is any technical fault b’coz my whole series is not there..GOD knows wat is goin to happen..
Even i cnt believe wat went wrong n i didnt make it to the list…. was preparing whole heartedly for the mains… surely all of us who havnt qualified shud file n RTI.. definately it wnt get us a chance to write the exam…. but atleast the marks shud b declared… all marks are declared for the judicial service exam… upsc shud be made to follow suit… sure 1 rti from me…
