Prologue
Earlier, some people had sent me scanned images of RTI replies related to CSAT 2011 cutoffs but some readers had said they were fake letters. I had some doubts myself about the authenticity of those anonymous RTIs, So on 26th June 2012, I (Mrunal) myself had filed an RTI to UPSC asking a bunch of questions and they’ve sent the reply today (July-25-2012) so here it goes. [And the Original letter of UPSC has been posted at the bottom of this article]

My Question: Model Answerpapers
Does UPSC provide model answer-papers to the examiners for CSE (Mains) examination? If “yes”, then provide model answer-papers given to the examiners for the following subjects, in CSE (Mains) 2010 and CSE (Mains) 2011.
i. General Studies Paper I and II (English Medium)
ii. Public Administration Paper I and II (English Medium)
iii. Essay (English Medium and Hindi Medium)
UPSC replied
No. [we donot provide model answersheets to examiners for Mains Exam!]

but I still believe that atleast GS (Mains) Model answersheet exists, otherwise how can xyz professor who is checking your GS mains papers, know the correct answer of all 2 markers by himself, when even we’ve hard time finding their answers at home after the exam?
So, UPSC must be giving him some sort of booklet containing the correct answers for GS Mains questions- atleast for the 2 markers and yearbook question. Certainly every professor can’t be knowing all the Government schemes by heart! I’m going to file an Appeal against this RTI reply, to Joint Secretary of UPSC.
My Question on removal of optionals
2. Is UPSC going to remove optional subjects from Civil Service (Mains) Examination 2013? If the answer is “No”, then in which year will UPSC remove optional subjects from the Civil Service (Mains) examination?
UPSC replied
You are informed that the RTI Act, 2005 neither envisage nor it is possible for the
PIO to predict the future course of action of the Public Authority. However, it is informed that a committee to review the existing structure of Civil Services (Main) Examination and suggest necessary changes has been constituted, under the chairmanship of Prof. Arun S. Nigavekar, Ex-Chairman, UGC and Committee is yet to submit its report.
Mrunal comments: ya, I knew you wouldn’t give an exact answer to this question, but didn’t hurt asking!
Question on CSAT answerkeys
3. Provide the official answer keys for CSAT 2011 and CSAT 2012 for following papers
i. General Studies (Paper I)
ii. Aptitude (Paper II)
UPSC replied
The answer keys of Paper-I and Paper-II in respect of Civil Services (Pre.) Exam.,
2012 cannot be provided as, the process is not yet complete and section 8(1)(j) is invoked. However, the Answer Keys of all four sets of CS(P) Exam., 2011 are enclosed.
Mrunal comments: but the envelope that I received contains no such answerkey of CSAT 2011.
That means another appeal against the PIO.
My Question: CSE 2011 Cutoffs at each stage
Provide the category wise cut-off marks for CSE 2011 for all three stages viz.
i. CSAT (Preliminary exam)
ii. Mains Exam
iii. Personal Interview

Hey, Why can’t a PIO give false details? what prevents him??? is their any clause in RTI on that?, and even if he does how will we come to know that he is lying?
If we believe that information provided by PIO is incorrect, we can file an appeal to the First Appellate authority (FAA) -“R K Sinha, Jt.Secretary, UPSC” in our case.
Then why don’t you do it for the question on model answers to examiners??? Even 10th Board teachers get that! Correcting UPSC mains papers is obviously not a child’s play.

I think this is for the first time UPSC has declared some cutoffs. At least, i have come across this for the first time. Great effort by you to put in these efforts. I guess you keep following your instincts, which is very good to do.

Is it likely that my evaluated performance suffers because my answer books were evaluated by a ‘strict’ examiner, while another candidate benefits as his answer books were evaluated by a ‘liberal’ examiner?
…….At this stage, they discuss thoroughly the question paper, the appropriate answers and decide the standard of evaluation……

Yep, I don’t expect much from UPSC either. But according to the information I gathered from http://www.rtiindia.org, first I’m supposed to file appeal to FAA (Jt.Secretary of UPSC in our case) and he has has to dispose the matter in 45 days and only then I can approach the CIC.

I was just wondering whether there are separate cut offs for paper 1 and paper 2 in prelims.
@George Verghese: The UPSC has confirmed that there are no separate cut-offs for the two papers in prelims; candidates will be selected on the basis of their aggregate marks.
Mrunal can you please share the answer sheet for 2011 provided by UPSC. So that it will be helpful to tackle Decision making questions and certain question in General studies paper . Thanks for your efforts.
The envelope didn’t contain the answerkeys for CSAT 2011 paper (although they said they’ve enclosed it).
Very TRUE that they provide model answersheets, not even for 2 markers but for 30 n 60 markers too and even for essays too. The answers contains few point, which if covered n explained well by student,gets good mark. Those sheets are for paper checker only. They do not give it to anyone else.

No, that’ll require seperate RTI.
I’ll ask it in next round of RTI to UPSC. But If I’m going to spend 10 rupees on RTI application, I’ll ask minimum three questions to get the “Value for money” hahaha.

Respected Sir, We all know that you are doing great job but the thing is this RTI should be more technical rather than general. The concerns you put forward are written on various places. Like, you can study these things on their website and even from previous RTI applications. But, still we all are thankful to you for your active concern.

It’s difficult to digest that there was a 23 marks difference b/w General n OBC candidates in prelims…how was it possible..more than 50% of the ppl who are appearing UPSC prelims belong to OBC category..then how 23marks diff will possible…i totally disagreed…

Sir,i would like to know whether there was a change in the syllabus of commerce and accountancy for IAS mains from 2010 onwards as i got very confused when i was analysing the question papers of previous years.

i m aiming for IAS and i m also fall under the rules by which i can appear for IPS LTD Exam but not sure abt the way how they conduct both this exam ie i want to know are these both exams conducted on same day?
A person eligible for both these exam can appear for both the exam simultaneously? and question paper both these exam would be similar as far as prelim is concerned………plz help me out.
