As you’re aware, UPSC is not releasing the notification for 2013’s civil service exam (CSE) and market is full of rumor bombs. But according to the official PDF file posted on Indian Forest Service (IFoS) website:
- Notification for Civil Service and IFoS will come on same day, that is 9th March, 2013.
- Last date to apply, will be 8th April, 2013
- The preliminary exam will be common for both type of candidates (CSE + IFoS). (Date 26th May, 2013)
- But mains, interview and final merit list will be separate for CSE and IFoS.
Anyways, If you’re preparing sincerely, there is no need to loose sleep over this. Just keep preparing General studies, current affairs until notification comes. Not many days left before the exam, so every day, every hour is precious.

Title: NEW SCHEME OF EXAMINATION FOR INDIAN FOREST SERVICE EXAMINATION, 2013
The salient features of the scheme are as under:-
- Indian Forest Service (IFoS) Exam will be of a two-tier examination similar to that of the Civil Services Examination. The Civil Services (Preliminary) Examination shall serve as the Screening Test for both the Civil Services as well as the Indian Forest Service Examinations.
- Notification of Indian Forest Service Examination will be done simultaneously with the Civil Services Examination. The application form will be called as Combined Online application Form for Civil Services and Indian Forest Service Examinations. In the notifications for both Indian Forest Service Examination as well as Civil Services Examination, candidates will be asked to exercise their option to either choose Civil Services or Indian Forest Service or both, as per their eligibility conditions.
- There will be no change in the eligibility of the candidates in the Indian Forest Service Examination.
- The candidates who will be applying for Indian Forest Service, Civil Services or both will be asked to appear in the Civil Services (Preliminary) Examination which will be a Screening Test for short-listing the candidates for Indian Forest Service and Civil Services (Main) Examinations. Otherwise these two examinations will be separate in all respects
- Based on the performance of the candidates in the CS(P) Examination, the candidates for the Indian Forest Service as well as the Civil Services examinations, will be short-listed separately for the IFS(Main) as well as the Civil Services (Main) Examination. The same principle of short listing 12 to 13 times the number of posts could be used at this stage. However, the criteria for selection of candidates for Civil Services (Main) Examination and Indian Forest Service (Main) Examination will be different – based on relevant functional matrices. The Indian Forest Service (Main) Examination and the Civil Services (Main) Examination could then be conducted on different dates in order to accommodate candidates who may be short-listed separately for both the examinations. The interviews and merit list for both these examinations could be drawn up separately.
The tentative schedule for IFoS Examination, 2013 is as under:-

Dear Friends.. Prelims cutoff will be very very high this year..
Reason:
In Part 1 Registration, there is a option for writing both the mains (IFoS + CSE mains), which means with the inclusion of IFoS aspirants, they will be increasing the prelim cutoff…
Eg.)
Let us assume only 100 students are applying for upsc (IFoS + CSE)
60 % —> both CSE + IFoS
35 % —> only CSE
5 % —-> only IFoS
So in the final prelims result, they will have two cutoff,
one for IFoS and other for CSE….
say like if a General category candidate (who opted for writing both IFS & CSE)
–> Gets 260/400 in prelim, he may be eligible for writing both IFS and CSE mains
but if he gets 210/400 in prelim, he can write only IFS and not the CSE..
INFERENCE:
1) IFoS candidate has an advantage of preparing for both CSE and his/her IFos Mains
if he does’t qualify for CSE cutoff in prelim, he can go for IFoS
But CSE candidate (who opted for writing both CSE + IFoS), will suffer due to increase in prelims Cutoff, and still if he got eligible for writing IFoS mains alone (i.e he didt qualify for CSE cutoff)
———> then also he will fail as IFos Syllabus is totally different from CSE Mains Syllabus… <———————-
No offence Mr. Krishna but are you a part of UPSC? Were you the one behind all this change? If no, then why are you making such inferences and on what basis?
Please, what ever the cut off be, it will be known to everyone but making such claims, makes an aspirant to attempt more questions and ending up in negative marking.
Baseless and useless analysis. You are giving some logic and putting forth some inference totally detached from the logic used. Let this be the job of UPSC and not us to decide the cutoffs.

For CSE we have choice of 25 optionals but for Forest Service we just have 14 optional papers. And the most preferred ones (like Pub Ad, Sociology etc) are not there for IFS. Inference: in no way it is possible that 60% candidates will write for both CSE and IFS.

Awesome examination scheme. They also did away with statistics and compulsory language paper. There were a lot of people saying that people opting for literature had an unfair advantage. A very reasonable check has been put in place – Only if your graduation is in literature of that subject, you will be allowed to opt for it.
I went through the syllabus and both Pub Ad and Sociology have enough overlaps to make them worthwhile optional subjects. Only paper that is very murky in its content is the ethics paper, not very sure what will be asked. Hoping to clear prelims, I think this is the best chance I will get to get through this exam.
The Good news is Indian Foreign Service (IFS) has been included as ALL India Service..
May be my knowledge is poor but I can’t understand what was this line all about????

Friends, It is a psychology application paper, In psychology, we have chapters like
1) Attitude and Values & Interests
2) Emotional Intelligence
3) Behavior and Personality
4) Ethics and Moral
etc… chapters.. As for now don worry, we have our mrunal Ji… he will come up with a solution and don worry as for now.. concentrate in prelims…
Also PLEASE NOTE : Aptitude in Paper V means Psychological Aptitude.. Not the fu**K*** R S Agarwal aptitude.. Be ware.. Dont fall in coaching institute hands….

Well the notification is out, and there has been some major overhauls
– Mains pattern has been changed
– Optionals have been reduces weight wise
– Literature as optional only for those who graduate with literature of that same subject, for all others they cannot choose a lit. optional
and many more minute changes
1 clerical error as well centres starting with C & D do not seem to figure in the list of centres
has anyone noticed that the notification says number of candidates called for interview shall be two times the number of seats …unlike three times earlier…

Mr. IItian I agree with you the mains gonna be challenging with years to come but there is nothing to feel sorry for senior players. They are experienced and now what all they will be requiring is to channel their ways.
Think this way, while most of us preparing for prelims, seniors would just need to brush up things and can easily use rest of the time devising strategy for the changed pattern.
Seriously, I have a lot of respect for all the seniors because while preparing I could understand how hard is it to go through this phase. No outsider can ever understand that.

In application form for IAS 2013, thay have asked the percentage in graduation. But I had CGPA.. So what would be the conversion for CGPA to percentage?
Percentage is usually ten times the CGPA but it is specific for certain exams.
for Eg ir ur Cgpa is 8.11 , it makes ur percentage as 81.10.
This is a general rule adopted by most of the institutes and IT Sector.
Can some one tell..while updating education qualification in application form, if one is having MBA + Engineering…what do we have to choose for “degree in graduation”.. is it “Engineering” or “other” as there is no option for management..?
Candidates are advised to correctly indicate their graduate stream as required on the form using the dropdown menu. It may be noted that to be eligible for the Indian Forest Sevice (Main) Examination the candidate must hold a Bachelors degree with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelors degree in Agriculture, Forestry or in Engineering. Hence the option to be considered for the Forest Service (Main) examination would be shown only to candidates who indicate their graduation in any of these streams/subjects . In case the candidate is eligiblefor IFS, he is required to select Optional Subjects�� available on third page only for statistical purposes. The candidate will, however, be permitted to change his Optional Subjects at time of filling of Detailed Application Form . ��If a candidate is a graduate from any other stream other than the subjects mentioned above ,the candidate is required to select OTHERS or Literature (as the case may be)in the relevant dropdown menu . In such a case he would be eligible to be considered for the Civil Services (Main) examination only. It may be noted that a candidate graduating in any of the streams which make him eligible for the Indian Forest Service examination, is also eligible to apply for the Civil Service examination. ”

I AM A DOCTOR. WHEN I FILLED UP REGISTRATION PART I , I COULDNOT FIND OPTION FOR IFoS EXAM. ONLY CSPRELIMINARY OPTION WAS AVAILABLE. MOREOVER I WAS NOT ABLE TO WRITE DOWN MY PERCENTAGE IN DECIMALS LIKE I GOT 73.50% IM MY GRADUATION BUT COULDNOT WRITE IT SO I WROTE ONE 73. I TRIED SO MANY TIMES TO WRITE IN DECIMALS BUT COULDNOT. PLZ TELL ME IS IT FAULT OF MY BROWSER OR UPSC. PPPPLLLLLLZZZZZZ. STATISTICS AND CURRENT AFFAIRS AND EVENTS IS MISSING FROM MAINS EXAM.
Don’t worry gurmeet. It’s standard format for upsc. If your percentage is 75.46 type only 75. And since you are a doctor, you are not eligible for forest service. Sorry.
I think this is fair decision taken by UPSC department……
now one can complained that he or she has science background and he or she has great advantage.

Confused about optionals – Pub ad or Anthropology – Though Anthro consumes less time than pub ad but pub ad paper 2 gives better perspective which could be useful elsewhere. Any suggestions? And does strength of persons giving an optional to be reckoned with while taking a call?

When I saw the notification I also developed this confusion but while reading it closely, it was clear that we have to choose one optional subject which will be having two parts.

To be honest I haven’t seen the mains syllabus at all because I don’t want to loose my focus regarding prelims first.
Moreover, whatever so far have I followed is mostly as per the guidance of Mrunal sir.
Your first step should be NCERT books from class 7-10, regular newspaper (Hindu/IE) and much has been explained by Mrunal sir already in

Analysis of New General Studies Syllabus:
For the sake of analysis, let us divide the compulsory papers of the new syllabusinto the following parts:
Paper I – relates to Essay paper and English language comprehension and précis (of matriculation level) both of which were asked in the previous scheme as well.
General Studies papers – I, II & III – relate to various themes of General Studies, some of which exactly overlap with the themes from previous scheme of the examination, others are augmentations of some themes which were covered in brief earlier and the rest are new additions in the syllabus.
General Studies – I: Indian Heritage and Culture, History and Geography of the World and Society
In History, all the themes overlap with the themes in the old syllabus, however,
Post-independence era (post independence consolidation and reorganization within the country) has been added.
World history and developments from the 18th century onwards as well as political philosophies like communism, capitalism, socialism etc has been added.
The major change in the syllabus of Geography is that the World as well as General Geography have been added to it.
General Studies – II: Governance, Constitution, Polity, Social Justice and International relations
This paper incorporates themes from both the General Studies papers (in the older scheme) and augments their scope.
The new syllabus includes everything in the domain of the Constitution of India and Indian Polity from earlier but widens its scope by including new sections like pressure groups, the role of NGOs, SHGs and aspects of governance.
Also, all the sections relating to international and bilateral relations (which were part of General Studies Paper II in the older scheme) have been brought within the ambit of International Relations of this paper.
General Studies – III: Technology, Economic Development, Bio diversity, Environment, Security and Disaster Management
This paper also encompasses themes from both the General Studies papers (in the previous scheme) and enhances their scope. It includes elaborated ‘ Current National Issues and Topics of Social Relevance’ which was topic 4 of General Studies Paper – I and ‘ Developments in the Field of Science & Technology, IT and space’ which was Topic – 3 of General Studies Paper – II in the older scheme.
General Studies- IV: Ethics, Integrity, and Aptitude
This paper is an entirely new addition to the older syllabus. This paper will include questions to test the candidates’ attitude and approach to issues relating to integrity, probity in public life and his problem solving approach to various issues and conflicts faced by him in dealing with society. Questions in this paper may utilise the case study approach to determine these aspects. Inclusion of an essay type paper on ethics and integrity can be regarded as an extension of UPSC’s idea of testing the candidates on their moral and ethical dimension of decision making.
Summary
In general, it can be stated that the contents of new syllabus are more current, global in nature, analytical in approach and relevant to administration and decision making. The idea thus is to select such candidates who have a basic understanding of all relevant issues of national as well as international importance which will have relevance for a career in Civil Services.
Also, the scope of General Studies has been widened and its weight-age (in terms of marks) has been doubled (from 600 in the older scheme to 1000 now) as compared to the optional (which carries only 500 marks now as against 1200 in the old scheme). Strategically, a student should devote more time towards the preparation of the compulsory papers of General Studies to better his/her chances in the merit list.
Since the four papers of General Studies put together cover everything under the sun (almost all the relevant topics have been included), candidates who have good writing skills can also do very well in the essay paper without preparing separately for it.
