@Those who cleared Prelims-2013, UPSC Has uploaded the Detailed application form (DAF) for the Mains 2013.

One important change / development is (as per DAF instruction Page 13, point number 28):
- In Mains 2013, instead of separate Question Paper and answer book, a consolidated Question Paper-cum-Answerbook, having space below each part/sub part of a question shall be provided to them for writing the answers.
- Candidates shall be required to attempt answer to the part/sub-part of a question strictly within the pre-defined space.
- Any attempt outside the pre-defined space shall not be evaluated.
In other words,
- You’ve to be extra cautious before writing the answers, any scratching of lines/paragraphs for correction, will only reduce the space.
- You will not get any extra supplementary answersheets, if you run out of space.
- You cannot bring the question paper home and going by the previous trend: UPSC doesn’t immediately upload mains question papers on their website and won’t disclose them under R.T.I saying “exam process” is not yet over: Meaning those who’re not appearing in Mains 2013, you will have to wait for few months before you get to see the official Mains questions, particularly for the fabled ethics paper . But there are good people, who’ll appear in Mains-2013 and reveal the questions in online comments/forums, based on their memory. So all is not lost (unlike CAT, where candidates are legally prohibited from revealing official questions in forums/websites/books.)

Did UPSC increas number of centres for Mains?
When opting for Mains centre all the centres which were there for Pre are coming; although these are not given in the notification as centre for Mains. According to notification Raipur is a centre for Pre but not for Mains but given as a option in DAF. Could anybody clarify it as I want to opt for Raipur (if that option is there) otherwise Delhi but if Raipur is removed after filling DAF and any random centre is given, it will be very inconvenient for me.

Gone are the days when we had to write 4 papers of optionals now it has 4 papers of GS and that’s why UPSC has come up with this system.Though people from science must have to be cautious about it but I am sure they will customize the optional papers space accordingly but not the GS papers as they want accurate to the point information from the aspirants.It will do a great deal of good as paper checkers will just directly come to see the points they are expecting and lesser of subjectivity will prevail in GS.So cheers it is for good.All we can say is that UPSC is moving along a good reform strategy except some transparency issue.

Once again a draconian rule imposed by UPsc.THE SIZE OF THE HANDWRITING ALSO MATTER NOW COZ A GUY WITH SMALL AND LEGIBLE HANDWRITING WILL DEFINITELY AN EXTRA EDGE…UPSC IS NOT JUST AN EXAM IT IS KNOWN FOR CREATIVE WRITING ALso but this step will severely curtail creative writing coz with a sword on your head that whether i will be able to write by concluding part or most essential part within the given space at the end will hamper ur intial writing..I have come across many toppers with excellent marks particularly in GS whose strategy is not to attempt maximum but to attempt 230-250 with quality answer and to write long answers they did not even hesitate to cross the word limit.CREATIVITY AND QUALITY ANSWER SHOULD NOT BE CONFINED TO LIMITED SPACE ATLEAST.MOREOVER SPACE IS ALWAYS SUBJECTIVE…IS IT A REFLECTIN OF VINDICTIVE ATTITUDE OF UPSC?
Can anyone please tell me what will happen in below case:-
Anyone filing IPS as his 2nd pref, not get selected for 1st preference and declared medically/physically unfit in medical/physical test for IPS(2nd preference). Then will he be considered for his 3rd preference or will be out(as is the case in SSC).
Please share only genuine information.

Even if you don’t fill preference they will randomly assign you any post.
If you are medically unfit, they just ignore IPS & IRPS service and allot you next preference.

I passed out from college in 2013 and haven’t received my certificates yet.. What to do??
same was the case with me last year, i just attached an application, writing the whole situation from my point of view and then a letter from collage, stating that [“whomsoever it may concern” the xyz student with roll no xyz has passed the xyz exam with xyz marks on xyz date but waiting for the marksheet, which will be issued by xyz date….blah blah blah….and undersigned by director or the registrar of the collage, with collage seal] the work was done, but please make sure to send the photocopy of the marksheet to the same address as soon as you get it, even after the mains exam. and u can attach the photocopy of your penultimate year, for example 2nd year on case of B.A. or B.com or B.sc
2013 pass out? Then wait, no issue. All colleges will provide it atleast before Sep.

“Civil service is a crown of Indian democracy and is going to be there & long time to there So be with cheers and get along with It” this change is inevitable but it created a wide gap between rural & urban people ( those students not having a adequate facilities to acces the study materials ) new GS mains examination pattern all ready created a hurdle to weaker section aspirants because those easily can’t acces the ethics and other newly added things ( especialy remote villages ) but they will never give up there hopes but UPSC which has made a new combined question paper pattern it’s very difficult to such areas aspirants they not have a capability to access a basic amenities in this scenario how they will prepare but who have a muscle power they can join a elite institute & get things done in tip of there finger & they can sit in a crown of worlds most difficult exam,century old historical service but like me from rural backward candidates how its possible for us , for us every day news paper is also difficult to get ( now also we get The Hindu twice a week only ) so how to manage this all we will also heartly well comes this new reforms, now our government is trying to infusing a real strength to steel frame of development that is our indian civil service so here our real humble beggery request is,UPSC must be taken in to account of all aspirants & come out with new reforms … Best of luck to all aspirants …….Jai Hind

u cannot undermine experienced players…still they have some edge..although this time they will have less benefit than b4..i m also fresher and excited about this..
This move is more as to protect the “new format” , so the IAS production/ manufacturing houses at new Delhi are unable to manufacture good “Administrators” or what they call at SSB(Army) as “Trained Monkey”
besides that, discussing how it will or will not affect us, will only waste time & mrunal’s bandwidth.
i think its a good decision of UPSC, because it will be helpful in clearing the doubt, whether to write clear, legible and concise quality answers, or just simply write more and more considering only about quantity. there are many old time professors who still rely on age old idea of quantity, and prefer lengthy and robust answers. now they also will be forced to change their checking style, because now there will be word limit and space for every answer. and all candidates will be examined through a same yardstick. no one will be lucky or unlucky to find his copies checked by a professor with a particular taste and liking.
Going by UPSC during the previous Years! I am pretty sure all those who are supporting the question cum answer sheets wouldn’t be doing the same. They have an indefinite skill to screwing the candidate. And I won’t be surprised if this time the Highest mark (for the 1st rank) would be less than 45% of the total marks.
UPSC has followed the Rajasthan Public Service Commission with regard to the decision to provide a consolidated question and answer sheet. RPSC has, since beginning, been conducting exam in this pattern. Having attempted RPSC Mains before, i can say that lot of practice is required to complete answer in the predetermined space, more so in long answer questions.
Space is enough for short answers, but it is a helluva task to complete long answers in short space, especially if you are keen to draw diagrams, flow charts or maps. Forget all that now, just focus on good quality content.
Secondly, if you write in paragraph format, then you will end up taking lot of space. Hence it is adviced to write in points, and hence, i have a strong gut feeling that from this year, the GS paper will become quite scoring as answers will be direct without beating around the bush.
Another thing. This is nothing but an attempt by UPSC to keep the new exam papers secretive for a couple of years. Even RPSC only recently started displaying the consolidated papers, before that it was not disclosed and hence it was quite difficult to anticipate or predict the type of questions likely to be asked. UPSC may also avoid this for a couple of years atleast so that it can maintain the enigma surrounding the ethics paper.

Please, tell us if you know any other State PSC/Other Institution which conducts exam in consolidated format.
UPSC needs answers in essay form. It is not possible to follow a point wise approach in questions that are usually asked in civil services examination. Though there are certain questions where one needs to enumerate points in relation to the question, it is never advisable to follow a point wise approach in UPSC. It is civil services not 12th boards.

a upsc aspirant already has thousands of things to worry about, upsc is adding some more.
i have done pg diploma in gandhi and peace studies from ignou. i have my marks with me but not the certificate. As newly introduced they have some technical problems to issue the marksheet. Kindly make me clear about if i can fill up the % marks etc and not submitting the hard-copy with the printout .IF, will qualify mains then in interview. Please suggest..

So, one more challenge thrown by UPSC. Many people, including me, love to write big “ghaseetmar letters”. Now that is going to be a thing of past. And, time management is going to be tested in a more holistic manner.
By the way, a question raised by some reader in the above line is very interesting and logical.

I have a this wierd theory, or more of a hunch (premonition?) that this year the question paper wouldn’t have the standard instructions of “1st question of each section of the paper as compulsary and attempt rest 3 questions out of 6, at least one from each section” i believe so because it’d lead to lot of paper wastage if only 5 out 8 questions are to be attempted, which comes to just 62.5% of available space. So during our preparation we can’t leave anything to chance anymore. What say?”

In geography second paper particularly the real strength lies in map making ..sometimes even 4to5 small maps of india need to be drawn to express your points..In UGC net(earlier)papers the space provided for geography was never sufficient to write a quqlity answer ..moreover the pattern is not similar to UPSC Mains.

Geography with new pattern of question paper book looks difficult…I think there are diagrams to be drawn in both papers… In tests series focus has been on giving atleast 1 diagram per answer…(logic is writing plain paras won’t fetch marks so boxes and flowcharts are used to highlight your datas etc…) But this won’t work if space is limited.. Do you think now its wise to answer in paragraph…will it fetch marks in geo?

For service preference I am thinking of IAS-IRS(C&CE)-IRS(IT).
I wanted to know if this is your 1st attempt & you don’t want to choose a service below IRS (since you have energy for further attempts), would it be better not to mention any preferences after IRS or mention preference but not accept the job afterwards?
The DAF instructions say that if you don’t get your preferred service then you will be allotted service randomly if vacancies still remain.
So I am a bit confused on this aspect. Can we easily reject any service allotted to us that we don’t want?

u may give all the choices or no choices at all. even if u r selected, u r not forced to join. even if u top the exam, its ur choice to join or not. so better give all the choices, if not happy then dont join simple.
@Sachin: Taking a service doesn’t mean that you won’t be able to write the exam again (Provided you are getting a service other than IAS & IFS) hence even if you enter the job you can always better your job. Don’t think that anything below IRS is bad, there are other services like IA&AS which could take you till the post of CAG. Also remember that the present secretary of the President of India is an IIS officer. Obviously it is your choice to choose whether to take or not to take the job. If you don’t want the job you can give it up and write the exam again next time.
