UPSC had conducted Civil service and Forest service (combined) preliminary exam aka CSAT-2014, on 24th August 2014. Here are the scanned copies of Booklet no.”C” for both papers:
In above PDF files, the text is searchable and copy-able, so you can cut-paste-search it anywhere for discussion, google-ing. For example, if you want to find out which passage was lifted from which newspaper/googlebook?

- Detailed Analysis and Topicwise Answerkeys with explanations (for all sets), coming soon.
- You’re most welcome to provide your inputs, answers, observation, analysis and experience in the comments below.
- If you want to discuss then discuss MCQs, (and not cut-offs.) Everyone who had prepared sincerely, and did not risk too much negative marking, he/she has a fair chance of clearing prelims.
- Internet user sample size too short to make any predictions. So don’t lose blood pressure, if Mr.X, Y or Z says he ticked more MCQs than you.

Cutoff for General would be 191. Here is the reason :
I will take 2012 as base since 2013 paper was cake walk .The only assumption is competition is more or less same every year however this year there will more fight because of 2 extra attempts. Now Coming on to why 191?
1:This year after removing English (15 marks ) we can subtract 12 marks from 209
2:No decision making questions- they were among the easiest section till last year ,almost no brainier, In official answers there are 2 options correct !! and with no risk(no negative) so removing these will cause at least 4 marks minus to cutoff.another logic could be if we replace decision making by maths outcome wil not be same
3: 300 more seats than 2012 hence 3600 more students for mains (UPSC maintains 1:12 ratio) so this will further reduce cutoff by alleast 3 marks.
4:GS was toughest than 2011,2012,2013…so we can reduce 4 marks further hence final cutoff becomes
209-12-3-4-4=186
Now we had more candidates due to extra 2 attempts we can add 5 marks to cover that 186+5=191.
bhai sahab apki analysis is correct but cutoff itna bhi niche nahi agega…ab to had hi ho gayi hai …jiska jitna ata hai utna hi cutoff chillane lagata hai ….why r u comaparing 2012 why not 2013….people also prepared hard for this exam so they one notch up than wht they are in 2012…cutoff would be hover around 210 to 220.. who ever having marks in this range start prep for mains without wasting ur time….we have only 3 months now for revision
are yar had hoti hai itne bhi angrej mat bno plssss hindi me bhi paper download kar do……
Send me detail study plan please !
hi gyus i have also decided to go for 2015 exam, can u all guide me in this journey?
hi guys can u pls help me in preparing for the 2015 exam?
Gave the exams with about 1 month’s prep, couldn’t attempt 5-6 question paper 2 due to lack of time, I will get 40% out of total marks in paper 1 and 60% out of total in paper 2, so approx 50% out of the total marks. Can anyone suggest if I stand a chance?
Hi Simran,
Even I gave it same way in 1 months prep, even I expect the same…now wat r ur plans?
Thx
Neeraj

Guys :-
Note II: There will be negative marking
for incorrect answers (as detailed below)
for all questions except some of the questions where the negative-marking will be
inbuilt in the form of different marks being
awarded to the most appropriate and not
so appropriate answer for such questions.
(i) There are four alternatives for the
answers to every question. For each
question for which a wrong answer has
been given by the candidate, one-third
(0.33) of the marks assigned to that question will be deducted as penalty.
(ii) If a candidate gives more than one
answer, it will be treated as a wrong
answer even if one of the given answers
happen to be correct and there will be
same penalty as above for that question.
(iii) If a question is left blank, i.e. no
answer is given by the candidate; there
will be no penalty for that question.
Above is taken from CSE-2014 Exam Notification (Page 4 – 4 Column top right corner )..
Now who knows which were those inbuilt negative questions. :-)..
Keeping above all calculations based on various keys goes wrong …
Have faith in yourself..study smartly with whatever time you have with you.
Completely Agree Sunil, you said it right. I advice everyone to start to prepare for mains or 2015 prelims instead of going through all keys day and night and getting panicked. Whatever is written will happen, our destiny is already written, no one can change, we are just struggling to reach it. I could not write the exam for past many years due to commitments, and when i thought to write, i attained 30 and was not qualified. I lost hopes that i can never become a govt servant which was my dream. I applied for CSP 2014 just couple of days before the deadline, and only then i came to know that they have increased 2 more attempts (No time to see news as well). Since then i started to prepare diligently, dont wanna look into any keys, will just wait for the result and see, i have put my effort and left to God. Everyone please read the below story and question yourself where is the focus.
THE PREGNANT DEER (inspirational Story)
In a forest, a pregnant deer is about to give birth. She finds a
remote grass field near a strong-flowing river. This seems a safe
place.
Suddenly labour pains begin.
At the same moment, dark clouds gather around above and lightning
starts a forest fire. She looks to her left and sees a hunter with his
bow extended pointing at her. To her right, she spots a hungry lion
approaching her.
What can the pregnant deer do? She is in labour! What will happen?
Will the deer survive? Will she give birth to a fawn? Will the fawn
survive? Or will everything be burnt by the forest fire? Will she
perish to the hunters’ arrow? Will she die a horrible death at the
hands of the hungry male lion approaching her? She is constrained by
the fire on the one side and the flowing river on the other and boxed
in by her natural predators.
What does she do? She focuses on giving birth to a new life.
The sequence of events that follows are:
– Lightning strikes and blinds the hunter.
– He releases the arrow which zips past the deer and strikes the hungry lion.
– It starts to rain heavily, and the forest fire is slowly doused by the rain.
– The deer gives birth to a healthy fawn.
In our life too, there are moments of choice when we are confronted on
all sides with negative thoughts and possibilities. Some thoughts are
so powerful they overcome us and overwhelm us. Maybe we can learn from
the deer. The priority of the deer, in that given moment, was simply
to give birth to a baby.
The rest was not in her hands and any action or reaction that changed
her focus would have likely resulted in death or disaster.
Where is your focus? In the midst of the storm keep it on The Lord!
I am a general candidate I am getting 225 when i checked my answers on Mrunal’s Answer key but i am getting 195 when i am getting when i am checking my answers with Shankar IAS. I dont know whether i should prepare for mains or not? Plzz do reply me as soon as possible. I will be highly thankful.
24th August,2014 approx 9:00 pm , I was crestfallen , dejected and what not , I was trying hard since last 2 years for civil services exam and discovered that I am scoring around border line of cut off marks predicted by some (bogus) pundits.
I left my decent job ,my teacher and parents had high hopes from me, some very serious decisions of my life were dependent on this result, was quite confident that I would easily crack prelim ,Cried a lot on 24th night and thought that if even after this much of dedication I could not get through prelims then there must be some fault in me and I should not waste more time and try to find a job , updated my resume next day on various websites ,asked my friends and seniors to forward it, and even started studying technical stuffs required for job interviews but by the end of the day I felt something missing , I missed my daily dose of Hindu, missed those critical discussions of the editorial with my father, missed telling my mother some interesting facts or two, missed telling my “London going” friend economic and IR issues, missed telling my girl friend “padh raha hun” when she asked “kya kar raha hai?” and then I realized that it has become a part of my system and just a single day without these things made me miss them so much. It is like I can’t imagine myself without daily critical analysis of economy, polity ,diplomacy ,I realized that these things are now embedded in my genes not by some genetic transmutation but by natural selection ,I realized that my mind which needed daily dose of intellectual fodder was feeling starved and pleading me to pick up that Hindu which was lying isolated at dining table, my RBCs asked me to give them a daily dose of extra oxygen in form of chapters from that sacred book “Plassey to Partition”, it seemed as if my leukocytes will deny giving me protection from pathogens if I don’t feed them with some mountains and valley stuff,my kidney ,my lungs all my organs(yes all of them ;) ) seem crying for enlightenment which they were receiving incessantly, and then the lightning struck that how foolish it was on my part to even think of quitting this field, I asked myself… was I doing all this just to clear an exam (well actually I started it for the same reason) did not I learn academic as well as some very important lessons of life in last two years ,isn’t knowledge a thing which nobody can take back from you and certainly not a stupid (well not so stupid though) exam.
I realized knowledge is an ocean and it is also an addiction you cant run away from it once you are into it “truly, madly and deeply”.
And then my father said to me “beta antim saans tak insaan ko ladte rehna hai, ye to bas ek exam hai life me isse bhi bade issues aayenge ,you should never give up”, my mum used to pray hard for me she use to spend some more than an hour from 5 in the morning praying for my success, when I told her that it would be hard to make it she said “koi baat nai beta main to aise hi prarthna karti rahungi tum himmat mat haaro”. ..
Guys first of all its not just an exam its a process which makes you hard, which expand your knowledge and make you a better citizen .Just don’t loose hope if you have not scored well enough “rise, shine and glorify” (and may be those stupid cut off predictions go all wrong and you even qualify this time around) , I am not saying that don’t plan for alternatives because as Mrunal says don’t put all your eggs in one basket but don’t fret away from this process of gaining knowledge .
Best of luck to every one I hope everyone will be back on track at least from tomorrow, after all you all are “Serious players” and your vital organs are pleading you :)
Hey Niksy..Dont lose your hope buddy..I have also same situation..After studied at least 6 hours daily for last One year, I am not even near the cutoffs. some foolish mistakes, more Holistic Study reqd..These are kind of lesson i learned and will improve next time..Its life you have to work hard to achieve your dreams. Next year same day you will be rocking on this page..have faith in God and blessings and keep working hard..
Your words are full of enlightenment and express our common feelings. That inspiring story you told is very encouraging.
Hi it’s me stephen here
ST category
Been writing mains since 2007 and selected 2 times though it’s both allied services
I usually think Prelims was a cake walk but this year was a shocker
Of course I made some silly mistakes and missed a few sitters! My bad
Last year I scored 87.5 and 137.5 total 225 in CSAT
This time I am in the range of 185-190
Reading the thread makes me uneasy for the first time in 5 years
But my gut feelings tells me it can’t be too high
Last year ST was 201
This time I think 180-185 would be a safe score looking at the questions and the difficulty
But still with lots of aspirants from Engg, Medical and SSC/IBPS coming in
It’s difficult to predict
But my gut feelings tells me cut off would be 15-20 marks lower than last year
Keeping my fingers crossed!
@Winner
Thank you
Getting 310. Thanks puttar.
Thanks Puttar.

BRO….BELIEVE ME….AWESOME!!!!!!!!!!!
Really touching bro.. i am in the same situation, left a decent job for this exam and from 24th onward i am in the same situation. Even today i applied for few jobs but I really get motivated with you article…I will focus on mains studied now as i have realized now, i will not able to happy by leaving this all.. and i m not only one who has got the less score than expected, few students are sharing high marks for increasing panic only … my score is lying around 205-215 and i believe if i will write mains exam.. thanks dear for writing this motivating lines…
Thanks everyone , and Ravi my score is also hovering in that range though not much bothered about it now and concentrating on mains be it of 2014 or 15.
same feelings bro .its part of my system now :).. m goin to do it all over again to win this time :)
Super like brother,,,,,,,,,,,,,,,,best of luck……lage raho….
Grand salute… for emotional, touchy and “straight from heart” message.
192 in SC . wat do?
Are there anyone other than me whose paper-II couldn’t be completed on time, i couldn’t even see 30 marks worth of question as i thought i should start from the end(maths+reasoning) and was ENGAGED with ‘sitters’ = couldn’t read at least 2 passages. My score=90+105=195(General). please some one tell me for ‘shanti’ of my heart, as i prepared for this exam for more than 18 months (first attempt) = feeling dipressed!
@sk
i can understand your pain buddy..even i am getting 204 in gen cat and expecting to fail again..this was my third attempt while preparing full time..missed cut off in both 2012 and 2013 prelims by 7 marks..i left my 5.2 lacs p.a job in 2011 for full time preparation of civil services..spent all my savings on this exam and have got literally no returns from it till now..this bloody exam is like that only..we will always feel that we are capable enough to crack this exam especially looking at some of our stupid friends who have cracked it..but this only takes us further down in deeper shit..ur success in prelims does not only depend upon ur hard work but also on some smart guesses in GS1 donkey practice in csat and of course LUCK..fortunately have got a govt job now so the depression has halved..working at almost half the salary of what i was earning in my pvt job in 2011..but a sincere suggestion to all aspirants who are preparing full time for this..it is not worth preparing for it without any back up as the quotient of luck and other factors like reservations lord curzon attitude of upsc etc is too high which makes it extremely unpredictable..all the best to all:)
arey no. u wl qualify wth ths score,. stdy for mains.dnt pay attention to sm stupids who discourage others n show off their mrks.ok.gd luck.
There would be many who could not have completed their paper2, but don’t let yourself be in one of those. Make it a thumb rule for any aptitude paper– first attempt all those questions which don’t consume much of the time in solving. There are always many such easy questions but we stuck ourselves at few tough questions due to one or other reasons, including affinity to solve tough questions. But after reading question or even after you started solving you think its gonna take more than a min in CSAT paper 2 ( for other exams one min reduces to 40-50 seconds) , NEVER stick to that question for any reason and come back to that question when you are left with some time, after attempting all easy questions.
You must be knowing this funda but now when I have repeated here, you will remember this explicitly for the next time. :)
Hope it helps!!
all those who are predicting cut off in the range of 200-220 plz stop befooling yourselves and others..just because you are scoring in that range doesnt mean that is the cut off
cut off of such exam as UPSC very rarely shows a declining trend..if it was 241 lst year expect it to rise this year (also the no. of candidates has risen)
i have gone through a million posts where people are expecting marks between 220-225 which means lakhs of students are in this range so cut off is certainly going to be much more than this
all the pandits predicting a dip in cut off owing to stupid reasons like removal of english questions and ethics question..papaer is still of 200 marks weightage per question has increased
paper-1 was hardly of upsc level and people have cracked it easily just because you guys did not prepare for a particular subject does not make the paper tough
paper 2 was a tad lengthier thn the previous ones but was still easily manageable i know people who have scored 175+ in that paper too
so anyone who is expecting marks less than 235 should start preparing for 2015 coz cut offs very likely be in the same range or probably show an upswing
Not commenting on all the bullshit you have written, I would just like to enlighten you about total marks , PAPER 2 was of 185 MARKS ONLY, I hope you can use your good comprehension skills, to comprehend the various notification issued by DOPT and UPSC regarding total marks of P2.
To all I say the cut off wud be around 210.
But to the genius Kia I say the cutoff will be 300.
ahahahhahaha……… lakh of student in range of 220-225. Big time LOL.hahahahahahhahahahahahahahaha. Kia yaar,we got it that your exam has gone baaaaaaaaadddddddddd…. it’s ok girl. but yeah mind it,people here will not get demotivated with your bakwas post. LMAO. Someone need to tell her, that 2013 was the easiest paper of all times. Chalo koi na. And guys,i have done analysis on my own through various blogs, and asking people around. there are few aspirants scoring above 210. According to me,cutoff in rarest case will go upto 215.
Hey Kia… Jo aaj tak nahi hua wo es baar hoga aur cutoff last year se kam jayega….afterall paper 385 marks ka hi tha….
Even may be it touched 210-220 range…. last year quest was straightforward and easy but this year also very confusing and you didnot get right ans from one or more source… that will be disclosed by THE UPSC only….
Also i scored last year 160+ in Papr2 and 120+ in papr1…. but I feel its very very tough due to none option in first papr….people will agree with me…last year u eliminate one statement u got the ans but this year none option is also there….

According to you, cut off will cross 400 after few years.
@pk well replied !!!!! gud one;)
Oh! Here comes another analyst!
Welcome Welcome! Where do you work? UPSC ?
We must applaud your mind game which you are trying to play here for your insidious motives (keeping the competitors out from preparing mains). “UPSC rarely shows a declining trend”, “…Gone through million posts…”, “..know people who had scored 175+..” blah blah. Miss Kia (if it is your true name) please shut your foul mouth. Don’t be so negative that it shatters people who have worked hard day and night and may be not able to score high this time due to shocks and surprises of exam. But it doesn’t mean you will come here with your negative energy and try to corrupt us with it. By your logic after 5 years cutoff will reach near to 400 if it never shows or rarely shows declining trend. How much experience of predicting cutoff you have? Are you some PHD in UPSC cutoff? To enlighten you- cutoff keeps oscillating up and down depending upon majority of people’s score. You are not Zeus of UPSC. Get a life before asking someone to stop being optimistic. And if people you know are scoring 175+ in paper 2 wish them good luck and I am looking forward to read their lectures on “success”
Have a sportsman spirit before you come in competition!
Dear optimistic serious aspirants with score above 220 don’t take her/his words seriously. If you are scoring even above 210 please start studying for mains. Don’t be under dilemma what will happen or what not. You don’t have much time.
Read well, ATB.
well said Abhay…. cut off will be approx 400 in next some years!!! and if someone ask this stupid kia why there is a decline trend in mains!!!! most rayta type person i m witnessing is Kia.
very well said Abhay….
Manifestation of a loser.Very cheap shot.
u say paper 2 is still of 200 marks with increased weightage and without knowing it is of 185 marks u lectured a lot. think whether u are able to prepare for this exam.
Kia…… Tune faltu main kyu ungali kiya………
dont de-motivate people…..we don’t require advice from “Ungali-mal” like you…..
unglimal was the one living in dark like you..i am playing buddha by enlightening you and showing you the light of truth and world of reality which is ofcourse harsh but the brave ones should accept it
Dear Buddha,
First enlighten yourself that paper 2 was of 185 marks and not of 200 marks. I scored 284 last year and 242 this year but still I feel the paper was quite tough and as we are talking about cut off and not top 1000 or 5000,those with marks above 200 should focus on mains examination. No need to get disillusioned by a person who has not even read UPSC notification issued before exam , carefully.
What a sadistic loser!
Only people who hv prepared know the truth of level of this exam…. looks easy to solve at home… bt believe me during the exam tym paper was tough
As of cutoff…. nobody has enough data to get the correct figure ….so stop guessing….start studyin for csm 2014 or csp2015 whichever u like more…..
Noone can depress a motivated n free soul…. nd there is a lyf beyond upsc….. clearing upsc alone doesn make u successful…
Gud luck evry1
Hi loser…err Kia (doubt if your a girl)…such a rat you are loser…….such a rat…..demotivating people with hope…
I dont know whether u r actually this stupid or pretending to be….paper 2 is of 185 marks….agar 200 ka hota than each question would have been 2.7 (200/74) marks…..that would mean that each question of csat would be of even more value as compared to a gs question which would mean an even bigger disadvantage to the students who protested against CSAT…in short removing the english questions wud have actually become a step against the andolankaari students rather than for them…plz use some common sense next time!
217 obc will i be able to get through ???
sure Shiva start ur engine for mains….
sure Shiva start ur engine for mains….even if u r in Gen u will easily get through
I did a inspection of previous years’ cutoff-
2011 paper- it had 9 items from english and 8 from DM, total 17 easy questions and declared cut off was 198/400. So in order to get effective cut off, i did some ghata-jod=Of all 17 items, 14 were muft ka maal, so every one must have solved them=17*2.5=42.5, subtract this from denominator-400-42.5=357.5 and those 14 muft ka maal types must be subtracted from numerator=14*2.5=35=198-35=163.
So effective cut off for 2011 was 163/357.5 which was 45.59%.
In 2012 paper- it had 7 items from english and 8 from DM, total 15 easy questions and declared cut off was 209/400=Of all 15 items 14 were muft ka maal, so 15*2.5=37.5 must be subtracted from denominator-400-37.5=362.5 and those 14 muft ka maal types must be subracted from numerator-14*2.5=35=209-35=174.
So effective cut off for 2012 was 174/362.5=48%.(this even after paper has only 3 questions of maths)
In 2013 paper- it had 14 easy questions, all of them were muft ka maal and declared cut off was 241/400= So 14*2.5=35 must be subtracted from both numerator and denominator=206/365.
So effective cut off was 206/365=56.43%.
BUT in 2013 paper 1 was on the same lines drawn by paper 1 of 2011 and 2012, so there was a level of certainty and comfort as against paper 1 of 2014 which was both trend breaking and path breaking + paper 2 of 2013’s reasoning+maths was not that ‘tough and time consuming’ as in 2014 so 2013 paper cannot be compared with 2014 paper, more ‘reasonable’ would be to compare it with 2011 paper b’coz it had level of uncertainty,
SO THE CUT OFF SHOULD BE 46-52%=177-201.
WHATS’ YOUR SAY GUYS ABOUT THIS OBSERVATION?
this was the most reasonable analysis i have witnessed on cutoff speculation .
i will say at the max cut off would be 53-55% of 385..so 204-212
This is attempted well and close to reality. Please whoever is putting observation here try to put with strong argument don’t like that some body told(i have gone through a million posts where people are expecting…) as given in bracket.I stunned what he was doing after finishing the exam just doing research(because you need lot of time to read millions of post) for denying or overreaching the 210-225-230 or whatever marks.Guys i am telling start the prepration for pre-mains.It will Show the consistancy in your effort rather reading these posts…Please mrunal be alert…
Most probable cut-offs
General- 212
OBC – 197
SC -186
ST -177

hello friends i am not able to get access to all the files available in online storage. Please help me so that i can across the online material uploaded by Mrunal sir.
is 235+ a good score for this year’s attempt?
general category.
Sanya…if you have really scored 235+, you would never be doubting yourself…..235 is very safe…..be sure you don’t fall out of upsc’s bell curve with such a score…..215 should suffice for a mains berth….
exactly..she works closely with rajini rajdan so we should all listen to her
Natasha its ok if you are not getting a decent score and are lying somewhere in the embarrassing range of 210-220
its good to see that even after scoring so pathetically you have not given up and still think you can make it (sochne mai kya jaata hai :) )
the truth is friends that this paper was a scoring paper large no. of candidates have scored in the range of 220-230 as is visible on many forums including this also the no of candidates has risen so there is every possibility to feel jittery if your score is anything below than 235 but that should not stop you from preparing further coz knowledge never really hurts!!!
and for you Natasha you should give up coz you are a coward and escapist who can not face the truth and hidding under a mask things that her imagination is reality which is not the case…tumse na hoga!!!
Hello friends,
Plz help me with the strategy to get good marks in paper II, who scored 150+ in paper II . It’s really depressing, even with so much of preparation, I didn’t get through the prelims. Ofcourse I am lacking somewhere. Need some guidance.
First thing …..you have to believe in your self . You can do it . It’s not that much tough . It’s only the mental block which is pulling you down. My score is 158 and believe me I m very weak in maths in my school days..
But with self confidence I was able to score well……
study plan of others will not succeed u in UPSC.don’t be moron.prepare ur own plan and execute it.
obc getting 197 ; is there chance?
