Only a knowledge society can deliver the downtrodden from their dreadful despair
A “Knowledge Society” is identified by its recognition of knowledge as the main source of economic progress. This new model of development is bringing about a fundamental reshaping of the global economy. All over the world, the mind is replacing the muscle as the key driver of growth. The ability to gather, store, disseminate, and retrieve large quantities of data and information has leapfrogged only in the knowledge society. One of the critical dimensions of the knowledge society is the shift in the stress and emphasis on the application of knowledge. The digitisation of information and the influence of the World Wide Web are facilitating a new intensity in the application of knowledge to economic activity.Peter Drucker’s book The Age of Discontinuity talks about how information becomes knowledge .A political vision conducive to the creation of a knowledge society mandates the involvement of a free press, a vibrant legislature, an independent judiciary, and a transparent government . Knowledge society in India has made its mark on the lives of the urban elite but not on rural poor.Further, the knowledge society in India has not been able to totally divorce itself from the traditional past.Nevertheless, these drawbacks have not been able to prevent India from rising and ranking to be a premium knowledge society, wherein Information and Communication Technology function as the kingpin in generating wealth and employment .Indian society has been built on unequal distribution of economic resources, acute differences in social status, and concentration of political power in the hands of a few; and this has led a large section of the population to stay marginalised. The advent of the knowledge society will break new ground and deliver the downtrodden from their dreadful despair, and bring some sunshine into their lives.
Schools: the laboratories which produce the future citizens of a State. (Maulana Azad)
Education can lead to the trinity of progress, greater political participation, social emancipation and upward economic mobility. Maulana Azad said that schools are the laboratories which produce the future citizens of a State and the quality of the State therefore depends upon the quality of such laboratories. Universal coverage by education should be complemented by universal high standards in education. Education programmes must be driven by expansion, equity and excellence. Norms and performance benchmarks must be established for learning processes and outcomes and they must be strictly enforced across all schools . Clean environment in educational institutions must also be promoted . Swachh Bharat: Swachh Vidyalaya campaign in our country is made to ensure every school with properly-maintained water, sanitation and hygiene facilities .
India’s first education minister,Maulana Azad, was a key architect of education in independent India. As Minister of Education, he had a challenging task of conceiving an education system to develop a national spirit, an element that was missing from the colonial system. He introduced a system to inculcate a rational approach and spirit of enquiry in the education curriculum.Maulana Azad was an institution builder as University Grants Commission, Indian Institutes of Technology and other bodies owe their origins to his tireless efforts. To create socio-religious and cultural inter-linkages in India, he set up a number of institutions – Lalit Kala Academy, Sangeet Natak Academy and Sahitya Academy.
Today there is need to adopt technology in the dispensation of education.Alongside, the between digital ‘haves’ and ‘have-nots’must be removed . Sarva Shiksha Abhiyan, which seeks to bridge the digital divide through computer education, should look for inter-linkages with the ‘Digital India’ programme that envisages provision of digital infrastructure to create a digitally-empowered knowledge society.
A profound objective of education is transformation of the individual and the nation. India has the largest young population in the world. It poses both a challenge and an opportunity to our policymakers to harness the youth power productively by equipping them with relevant knowledge and skills. Modern education promotes a spirit of competitiveness and utilitarianism. But it should never lead to creation of a generation that turns a blind eye to the problems afflicting the society. The youth should be pro-active participants in nation-building. The onus is on them to find solutions to burning problems in sanitation, drinking water, energy, accessibility to remote areas, public health and so on. It is incumbent on our educational institutions to instill in our students a sense of ownership of the country’s future, and responsibility in steering India to greater heights. It is equally important to inculcate in them values – patriotism, compassion, honesty, discipline and respect for women – that have cherished human society and our ancient civilization. Maulana Azad had effected sea-change in our education system six decades back and now it is on us to usher in a revolution in education
Great points Ashish!!..I think we can also incorporate the feeling and values of religious tolerance ,communal tolerance which will can put an end to the riots threatening internal security of the country from time to time and prevent fundamentalists to prevent tensions between the peaceful masses.Apart from digital divide ,caste divide and communal divide can be curbed by instilling wider perspective of equality ,secularism in young and fertile minds so they grow up as an asset to nation and world.
you done well.

The social changes and the new activism could have added shine to this wonderful peace written by you.
well done.
Sir, can u plz suggest any good book for international relations , disaster management , internalsecurity and for upsc last 20 years question paper
Hi Ashish ,
The question is not about Maulana Kalam . Neither is it asking about education directly ..emphasis has to be on role of school in making future citizens .
The broad contours in my opinion should be on schools role in child’s development . As a follow up of that u can elaborate on education . Young students , impressionable age , maximum influence , provides peer groups, teachers as the significant others , value education in schools .
Significance can be drawn out by correlating states with higher GER to poverty (inverse relations ) .can be extrapolated to other social factors -health education ,sexual education, gender sensitization , unity nd diversity i.e value education contributing to individual attitude towards these sectora on growing up.
Then elaborate on difficulties being faced today : short of infra ( rte specifications ), teachers availability attendance , aser status report by ngo pratham . Countering the difficulty by different schemes!!
Thanks, friend . I could sense that I had written an incomplete essay . You have rightly mentioned the points to be included in the essay . I am also a learner and everyone here should try to take the initiative as knowledge building is possible through collective efforts . I would like you to write a full length essay and upload it here . Rightful criticism and appreciation will go a long way in this process of learning .
“Innovation is the key to economic leadership”.

I am listening various news regarding lowering age limit for cse 2015 .kindly give clear cut information about age limit .Thank you so much !!
Yes you are right. My father is in UPSC. He has told that a note has been approved by UPSC chairman, which specifies that age limit :
general:24
OBC:26
SC/ST:28
You all are requested to clear UPSC CSE in 2014 attempt untill it is too late.
don’t think so….this would backfire majorly..with this csat mess and all the govt doesn’t want too much on it’s plate…
Many aspirants cudnt clear prelims this year, cz they believed on rumours of scrapping of aptitude paper and stopped practising paper 2.so my sincere request 2 all of u is dat, keep stdyng as usual, unless u see d notification in upsc.gov.in, dnt listen to all these timepass things. Cz next yr when upsc ll bring notification u ud b 6 months behind serious aspirants’ preparation.

Centre to lower age limit for civil service aspirants
Limit will be 29 for SC/ST, 28 for OBC, 26 for open candidates
Author: S. Vijay Kumar
CHENNAI: In a move that could affect thousands of civil service aspirants across the country, the Centre intends to reduce the upper age limit and number of attempts of applicants with effect from 2015. Going by the new norm, the upper age limit will be 29 years for SC/ST candidates, 28 years for OBC and 26 for the unreserved category.
There will be an additional two years for physically challenged candidates in each category.
At present, the upper age limit for SC/ST, OBC and unreserved candidates is 35, 33 and 30 years respectively.
According to information published on the website of the Department of Administrative Reforms and Public Grievances, the number of attempts allowed for candidates appearing for the Civil Services Examination would also be reduced to six for SC/ST candidates, five for OBC and three for unreserved candidates.
The measures, recommended by the Second Administrative Reforms Commission (ARC) and almost entirely accepted by the government, were put up on the website a few months ago.
The Centre has decided to retain August 1 in the examination year as the cut-off date for eligibility and not to review the structure of the examination (both preliminary and main) since this was only recently changed.
MDMK leader Vaiko urged the Centre to withdraw its plan to bring down the upper age limit.
but in sidelines there is another counterview :
DoPT yet to notify change
Author: Devesh K. Pandey
NEW DELHI: Even as the Second Administrative Reforms Commission report, recommending reduction in the permissible age for appearing in the Civil Services Examination and the government’s stand on the issue has been in the public domain for the past few months, the Department of Personnel and Training is yet to issue any notification implementing it. But a senior government official said: “The very fact that the government’s decision has been mentioned in the report does not at all mean that it has been implemented. This can only be construed as indication of the government’s intention. It can be implemented only by fulfilling mandatory administrative requirements.”
a news that government will reduce tha age limit and no. of attempts in 2015 onwards please clarify sir…
No ….its true confirmed by hindu today…really bad news…:-(
But do the people who appeared for 2011/12 will get one more chance as promised by Govt???
it would be a suicidal move.there are many who are gearing up for their 5th and 6th attempts….probably doing it to wiggle out of the csat issue which has to be confronted in the coming days…will lose all good will of people…only the hindu’s carried the news so far. no other daily has.
This information has been on the website of Department of Administrative Reforms and Public Grievances for a few months now.
And every now and then a newspaper picks it up publishes it and gets an overwhelming number of response from aspirants. Remember the similar news in Nubharat Times somewhere around the CSAT 2014 prelims in August. This new revelation by the Hindu is no less stale or no more fresh than the one in Naubharat Times.
they cannot reduce the age limit!! it would affect thousands across the country..
Again bomb has been dropped. This time by the newspaper all civil services aspirants has reverence for. Hope this issue resolved soon. We all have already wasted lot of time before last year prelims on CSAT language issue. This time we should waste our time until something concrete comes out.
In my personal opinion age reduction for 2015 will not be feasible as so called ‘mandatory administrative requirements’ would call for appointment of the committee by the government. Formation of such committee can take atleast one or two months from now. Working of Committee and coming of its recommendations can take six more months. Finally acceptance of the recommendation by the government can take one or two more months. So at best even with government willingness it would be difficult to implement such move for 2015. Second, it will be political suicide especially considering Bihar elections due just after prelims. Third, common sense approach: second ARC recommended it under UPA era headed by UPA minister and it was UPA which finally end up increasing age limit with two extra attempts
So it is better to relax and deal with the uncertainty well. Even if it happens in near future let be it. Till the time we are in the battlefield we will give our best. I think The Hindu front page news has still not put us out of the battlefied. It has in real sense made us realise the importance of ‘AN ATTEMPT’. So make the most of your time
its true dat we realise our attempt. but at times due to bad luck or something, students miss their chances and 26yrs limit is too less:( what if a financial condition of a person is not good, he would probably work and den study. politico do not understand these nuances. but yes if they attempt to do so, den constructive protest holds the key
I guess speculation will not do , it’s not just a mere rumour but now it has been published in hindu… what govt has in its mind ,whether they are really gonna implement it from 2015 or not only they know …they should clear it for the benefit of thousands of aspirants as speculations will waste a lot of time and energy and preparation will be hard in these circumstances….. and if they are really gonna implement it from 2015 then mentioning it clearly to public will save a lot of time of aspirants which would be wasted in wait of notification.
this is sure to happen … maybe the govt. will give one time exception in 2015 but it is sure to be implemented from 2016

Good Morning Sir ,
PLease Update about the recent report regarding changes in the age limit of UPSc exam (Civil services) 2015 .
Read in The Hindu 2nd ARC report accpted by govt.Ache din aa gaye Am 28 my end fr preparation has come.I guess my dream never materialised :( good luck to all of u who still cn give this exam
So is this final? Only attempts and reducing the age limit?
Then Why did they increase the attempts this yeaar?
It is 6 months old news(24 april 2014) during the time of UPA government…after that many things has happened…like CSAT protest…chance for 2011 students in 2015…english marks reduction…but NDA government did’nt give any attention to this news…the worst thing is that ” the hindu” published this news today…WHY???? (Means Indian Journalism is too much slower)…..
(Dont be panic…this news has no credential..!!!…and don’t worry, ours is democracy. People will be on streets…..Govt may also consider educated women, who forcefully/voluntarily get married at an early age and then decide to write this exam to achieve something in life when they are nearing their thirties. Most importantly, please consider our rural aspirants and their problems.)…so be focus n do not worry…:)
Chance for 2011 students in 2015 also notified by DoPT..
What is the credibility of this notification?
r u sure dopt had notified for 2011 students in 2015 ?. I am trying to locate the notification, any help ?

Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions today made the following statement on the UPSC Civil Services Examination in Parliament:-
• Government is of the opinion that in the Civil Services, Preliminary Examination, Paper II, the marks of the question-section on “English Language comprehension skills” should not be included for gradation or merit.
