Implementation

Salient Features of Beti Bachao Beti Padhao Yojana
Administrative
- District collector will head a district taskforce, will network with schools-colleges, NGOs, companies aiming to spend CSR-funds, media, youth and so on.
- Same way SDM will head block-task-force.
- One nodal officer in each department for monitoring the district plans.
Child marriages
- In North India, Child marriages held on Akshaya Tritiya- so additional surveillance during that period.
- Panchayat will be held accountable if child marriages occur.
- Create parliamentary forum of MPs representing 100 districts.
Birth and female feticide
- Collector and District judge will submit collaborate on PNDT cases, submit monthly reports to union government. Pre-Natal Diagnostic Techniques
- Regular inspection of clinics in district.
- Online portal for filling anonymous complaints. Reward system for informants- about doctors involved in sex-determination, illegal abortion, ultrasound machines etc.
- Asha workers will give mother-child protection card.
- If pregnant mother registered under Indira Gandhi Matritva Sahyog yojana in 1st trimester, she’ll be given Rs.3500/-
- Reduce no. of underweight girls under 5 age
- Panchayat to display gudda-guddi board – number of new born boys and girls -every month.
Protection
- Strictly implement POCSO Act to save girl-child from sexual abuse. POCSO= Protection of children from sexual offenses Act 2012.
- Shelters: Sabla, Swadhar-grih, working women’s hostel and so on.
- Make community watch group of women- to ensure protective environment for girl child.
Education
- School Management Committees to ensure all girl child enroll.
- Identify problems faced by girl-child in coming to school e.g. taking care of siblings, collection of water-firewood, transport-safety, separate toilets, lack of uniform and textbooks and so on. Then help accordingly.
- Introduce syllabus with gender equality.
Behavioral change
With help of religious leaders and community leaders, introduce social customs with Gender equality e.g.
- Celebrate birth of girl-child similar to Lohri
- Siblings should tie Rakhi to each other during Raksha-Bandhan
- Promote concept of Ardhangini (equal life partner), and Encourage equal property rights.
- Discourage the first preference to son. Allow daughters to perform last rites of parents.
- Promote simple weddings, mass-wedding to reduce cost on girls’ parents.
- Prevent child marriage, dowry practice.
- Government officials should keep email signature “Beti Bachao-Beti Padhao”.
- Poster-awareness material, advertisements, song-dramas, social media, google-hangout
Rewards under Beti Bachao
- If a Village uses “innovative” methods to improve sex-ratio, it’ll be given Rs.1 crore.
- District collectors/DM, campaign ambassadors, grassroot workers will also be given suitable reward.
- School Management Committees will be rewarded if 100% girl children enrolled, and pass in each class.
Sukanya Samridhi Yojana
- This small-deposit scheme is subpart of Beti Bachao campaign.
- (Minor) bank account for girl child below the age of 10.
- She can withdraw 50% of the money after reaching age of 18 e.g. for higher education. 18 years deadline will also help preventing child-marriages. (Although scheme is silent- on whether account money will be forfeited if child marriage done.)
- For initial account opening, minimum deposit Rs.1000 required.
- Later, any amount in multiple of 100 can be deposited, but maximum Rs. 1.5 lakh per year.
- Interest rate: 9.1% compounded annually. No income tax for this year.
- Account can be opened via post office or commercial banks, Account will remain operative until she reaches 21 age.
- Why in News? Modi launched this scheme in January 2015.
Acid Attack victims
Home ministry gave following guidelines against Acid-attacks on women;
- District administration will give license to acid-seller, only after “KYC-like” norms – id-proof, address proof etc.
- A web-portal for stockists, retailers, their id proofs.
- Hospitals will treat Acid Attack victims in hassle free manner- without asking for cash, FIR etc.
- Home ministry will setup a compensation fund- to pay for victim’s medical expenses. Helath ministry, Finance ministry and Sarkaari Insurance companies will support this fund.
- Acid attacks will be treated as “Heinous Crimes”.
- Court Trial will be finished in 60 days. (as per provisions of Criminal law act 2013)
- Law will be amended further- to put deadlines on police-investigation, and even appeals in higher courts- to ensure speedy justice. (otherwise if criminal convicted in lower court, then goes to appeal in HC and SC for years, then purpose is defeated.)
- Acid Attack victims will be included in “Physically disabled” category- so they can benefit from PH-reservation in sarkaari jobs, college admissions, vocational-training, loans & other schemes.
Criticism
- Large volume of acid sold via blackmarket. Barely 1 bottle required to attack someone. That much can be siphoned off even through registered acid-seller.
- To evade registration norms, chemical factories are changing the product-description, avoid labelling shipments as “Acid”.
- Most acid attackers are spurned lovers. This type of medieval-mindset must be changed through gender sensitive, value-based moral education from primary school itself.

IUCAW Structure-function
- Each team to have 15 personnel, 5 of them women. Although States will have flexibility- to create new posts.
- Leader: Addl.SP, supported by two Dy.SP.
- They’ll investigate crimes against women- Rape, Dowry Death, Acid Attack, prostitution and Human Trafficking.
- Intelligence gathering, fight against organized crime, awareness, public participation etc.
- They’ll instil confidence among women, encourage them to approach police for help.

can anyone tell me what is the role of ‘separate toilets for girls in schools’ in increasing child sex ratio…??? And there are separate toilets for boys and girls in every school.there is no single toilet for both boys and girls.I think this point is unnecessary for the point of view of child sex ratio.This point can be raised in the case of girls molestation or rape like crimes.My objection with the word’separate’.
well my friend if u have read the article properly the 2nd objective of BBBP is to ensure girl protection it doesnt say seperate toilets for increasing child sex ratio… all the points are related to 3 objectives of the programme and i dont know to which schools u r referring to but if u see the conditions of govt schools in villages there are many of them which dont have toilet facilities for both boys and girls
yes,for the protection……right say……Acc. to d plan,some toilets are to be made for primary school girls and some are for secondary school girls.U know that secondary schools are upto 10th standard. Is there any school which has single toilet for both boys and girls.If there is toilets,they are already separate-separate.Problem is to make new toilets for those schools which has no toilets ……2nd point is that yes,there are primary schools which has common toilets.If they are talking about those ,then it will be a plan to separate them.

it means that if there is mortality rate of 10/1000.we have to reduce it to 6/1000 by year 2017.

as of now it is 918/1000… by 2017 i will be 922/1000(if succeded)… hence reducing gender difference..

IPC (Indian Penal Code): It defines the offence and amount of punishment for that offence. means what deeds are count in offence and which type of offence it is.
CrPC (Criminal Procedure Code): It lays down the procedure for the trial of the offence in the court, starting from FIR to Conviction / acquittal.

Account remain operative till 21 years from the date of opening of account & not till the girl reaches her 21. Also, money should be deposited for 14 years from the date of opening. 50% withdrawal after attaining 18 yrs of age of the girl.
Sir..In an uneventful death of the child who will be the the nominee of the account opened under Sukanya Samridhi Sceme??
If yes …Would nominee be eligible for entire matured amount even if it did not met 14 yrs maximum deposit criterion.??

There is an urgent need of rule/bill for protection and caring of parents who have daughters only.
Parents with daughters only are suffering a lot in Indian society ,both economically and in lifestyle.They are living someway so that will not affect others and satisfying others in the society.They are sacrificing everything for the happiness of their girl children,even though others are not satisfied.
The enemy of growth of India is Indian culture itself.The girls who are brilliant in their studies are tied up in their family.It causing family problems.The family problems because of the Indian culture is detracting men also from hard working for the country.For a sharp growth of the country the family citations are to be changed.
The main hurdles in development of India are narrow-mindedness of of the citizens and confining traditional attitude of the society .As soon as people start thinking for providing equal opportunity to their girl child similar to that of boy child the scenario of social structure will start improving automatically and consequently the female generation would experience themselves in a taboos free society and in equilibrium to that of the male generation.No doubt girls are performing much more better than boys which is obvious in the civil services results 2014 even though at mass level when we go for calculating the girls to boys development ratio it is always less than unity .So at the last my suggestion is that every parents or say simply citizens must swear to protect and educate their girl child with zero discrimination .

Sir u have explained all the necessary details of bbbp scheme but all the people are not aware regarding scheme . They only know that there is a scheme named bbbp.so please aware people ( mostly in villages) regarding the scheme.
