UPSC Notification 2015 is out
- online application link: upsconline.nic.in
- Read the notification carefully before applying.
- Last date to pay fees: 18th June 2015.
- Last date to apply: 19th June 2015. Till 23:59 hours.
- Prelim Exam date: 23rd August 2015 (Sunday)
- Total vacancies: 1129. within that, 29 for physically disabled

Age & Attempt limit for UPSC
- Minimum age is 21 years.
- Age is counted on 1st August of 2015.
- Candidate who gave Prelims-2011, is eligible for one more attempt, even if he has crossed the age / attempt limit in following table. Ref: rule 3(ii)C on page 2 of notification
- Candidate already selected in IAS or Indian foreign service (IFS)- not eligible to appear.

Above relaxation are cumulative e.g. OBC candidate from J&K = 32 + 3(OBC) + 5 (J&K) = 40 years up age limit.
What doesn’t count as an attempt?
Ans. If you applied in previous exam, but remain absent in BOTH prelim papers, then your attempt is not counted.
Education requirement
- Bachelor’s degree from a university setup under union or state act or ‘deemed university’ under Union Government C.
- Candidates from last semester can apply, provided that they can show proof passing examination in October /November 2015. Because at that time, they’ll be required to fill up a new form for Mains exam (known as DAF form i.e. detailed application form).
- MBBS candidate must finish internship before interview phase.

Which jobs reserved for PH?
- 13 for Locomotor + 5 for blind + 11 for hearing impairment = total 29 jobs reserved.
- The ‘physical requirement’ for particular service, are mentioned in first table of the notification. from there you can find out whether your given disability is eligible for IAS / IFS or not?
Multiple applications by same candidate?
- Every time you apply, you get new registration ID (RID). you must preserve RID because you’ll have to quote it again in the Mains application form i.e. DAF form.
- If you applied multiple times (because of computer glitch, fee problem or xyz reason) then when downloading hallticket, you should use higher RID. Because higher RID corresponds to your latest application.

To claim OBC reservation benefit in UPSC, you need TWO certificates:
- OBC caste certificate
- Non-creamy layer certificate.
- Non creamy layer status depends on your parents’ income and property.
- It doesn’t depend on your income/property
- It doesn’t depend on your husband/wife’s income/property.
- If your mom/dad is government employee then INCOME criteria doesn’t apply. (e.g. if dad is class3 employee, then it doesn’t matter whether he gets 6 lakhs or 7 lakhs. You’re still non-cream layer. For more, read this PDF file click me)

is there an extra attempt for all those who have taken the exam in 2011? for eg. do GEN category people who have appeared for 2011 have 6+1 attempts now?
No
All those candidates of 2011 who are otherwise ineligible to give this year’s exam(either due to age limit or attempt limit expiry) are given chance to appear this year’s exam.
So if you are eligible to give this year’s exam without claiming the waiver(i.e you are within the criterion of 6 attempts or 32 years) then you won’t get an additional chance(i.e 6+1 attempt or 32+1 years) for next year, even if you had appeared in 2011 exam.
This is what I understood from the notification. Hope this helps.

1) Those who appeared in Pre 2011…
If they played it safe didn’t appear in 2011 due to pattern change not eligible for this special +1 attempt
and
2) It was their last attempt…
like If they gave their 3rd attempt in 2011 they are also not eligible for this special +1 attempt…

Notification is not clear to me regarding 2011 matter.

abhi bhi pre ke max marks 400 hi likhe hain notifi mein.
jaise mains mein qualifying papers (english and language) ke marks add nhi hote, us hisaab se agar csat-2 bhi qualifying ho gya hai to iske marks kyun add ho rhe hain abhi bhi.

Absolutely eligible. Not only UPSC, all others. IGNOU graduates are at par with other universities graduates. Do not belittle IGNOU.

यू पी एस सी नोटिफिकेशन 2015 में प्रीलिम्स एग्जाम के पेपर हेतु advt में कही भी यह नहीं लिखा है कि GS -II के प्राप्तांक मेरिट के लिए काउंट नहीं किये जायेंगे | हाँ, यह अवश्य लिखा है की GS -II एक क्वालीफाइंग पेपर होगा | किन्तु संशय अभी भी इसलिए बरक़रार है क्योंकि मुख्य परीक्षा वाले कॉलम में यह लिखा हुआ है कि ” पेपर 1 से पेपर ८ (मुख्य परीक्षा ) तक के अंक मेरिट हेतु काउंट किये जायेंगे….इस लिए मुझे कुछ संशय अभी भी है…..यदि GS -II एक क्वालीफाइंग पेपर है तो यह भी लिखा होना चाहिए था कि इस पेपर के अंक / मार्क्स मेरिट हेतु काउंट नहीं होंगे…!!!!!!!!!!

Putting notifi of both years across each other, the only difference is of this para of 33% stuff.
but isnt it a basic thing that marks of qualifying paper is never added in total score.
Then why 400 and not 200?
And the para in which they have written bout how they ll make the lisy of successful candi at pre stage, they have used the word “and” to connect the performance of paper 1 &2.
Why not to make whole patternas clear as it is in “mains exam” section!!

Yes, ur right. Many candidates are unnecessarily confused. CSAT P2 will be qualifying with minimum 33% and P1 will be total qualifying marks, which means the cut off of GS P1. Moreover, qualifying papers means, u just need to secure the minimum marks to pass.

they have written that total marks of prelim exam is 400.
And then read “mains” exam section of notifi where they have written that there are two papers which are of qualifying and their marks will not be added in total score.
My only query is this that while deciding total marks of “mains” exam (1750) upsc is not adding marks of two qualifying papers, then why it is adding marks of a qualifying paper (csat-2) into total marks of prelim.

This is not confirm that whether the age limit of 32 years for general category going to remain same or not. UPSC in itself is unpredictable, so take yur every shot as if it is your last shot.
Did he forget to mention 250 marks of essay in mains or am i the only one missing it?
