- Those of you, who [unfortunately] failed in the UPSC CSAT 2012 exam: there is no point in joining the cut off speculation game prevalent on various online forums- it will only add insult to your injury. Many of you will feel “I ticked answers worth XYZ marks and still not selected, but another person online who claims to have ticked answers worth only ABC marks is selected.” So browsing such forums and threads will only increase your agony.
- If you want to find out the truth about what went wrong in your case -“How many marks did UPSC actually give to you and what was marks of the last guy who got selected in your category?” then better ask UPSC to give you the photocopy of your OMR answersheet and the official answerkey and the number of marks officially allotted to you and to the last guy in your category.
- Everyone who fails in the prelims, either fades away or gives another attempt. All these years, this attitude from our side has turned UPSC into a Lord Curzon- otherwise what is so sacred about prelims that UPSC doesn’t publish the marks of every candidate? If only 10000 failed candidates file RTIs asking for marks, the UPSC staff will get tired digging through computer database to take print outs of every RTI applicant’s marks and their boss will get tired signing each RTI-reply letter, and next time they’ll upload the result + marks of each candidate right on their official website to save themselves from this fatigue. (or atleast I hope so.)
How to file RTI to know the score?
Please note that, UPSC might not immediately the give the information citing “the Examination process is not yet complete, because the Civil Service Exam 2012 will complete only when final merit list is published somewhere in April-May 2013.
But doesn’t hurt trying the luck for Rs.15 (10 for IPO and 5 for postal stamps). So, here is the standard procedure to file an RTI to UPSC, inquiring about marks. (IPS LCE candidates can also use this letter, just replace CSAT-2012 to IPS LCE 2012)
Step 1: Copy paste the draft RTI application
Copy paste following letter in your MS Word program (or manually write this in a plain paper.)
Replace XYZ with your name and roll number at appropriate places.

New Delhi
Sub: Application under RTI 2005, about CSAT 2012 Result
Sir,
Provide me the following information regarding Civil Services (Preliminary) Examination 2012 [also known as Civil Service Aptitude Test (CSAT) 2012.]
- Official Answerkeys for Paper I and Paper II.
- Photocopies of OMR Answersheets of Roll Number XYZ.
- Marks allotted to Roll Number XYZ in each paper.
- Cut off marks of each category (Gen,ST,ST,OBC,Ph) in CSAT 2012.
Along with this letter, I’ve attached the Indian Postal Order Worth Rs.10, as RTI Application fees.
Yours sincerely,
XYZ
Step 2: IPO worth 10 Rupees.
Go to nearest post office, ask them to provide a Rs.10 Indian Postal Order.
Write “Accounts Officer, UPSC, New Delhi” on it.
Write the date and Tear out the slip from left hand side as evidence. and ask the clerk to “cross” (put stamp on) the IPO.
Step 3: Envelop
From the same post office buy an envelope worth Rs.5 OR take a blank evenlope and affix stamps worth Rs.5 as postage charges
Now slip the Drafted RTI application Letter + the Rs.10 IPO in this envelop and send it to following address
Union public service Commission (UPSC),
Dholpur House,
Shah Jahan Road,
New Delhi-110069
Wait for 40 days. (yea the RTI act says 30 days but the timer starts only after UPSC receives your letter. 10 days are added by me, considering the time it takes to send and receive letter to and fro)
And please note down the details of date when you sent the letter + serial of IPO as evidence.

Even i cnt believe wat went wrong n i didnt make it to the list…. was preparing whole heartedly for the mains… surely all of us who havnt qualified shud file n RTI.. definately it wnt get us a chance to write the exam…. but atleast the marks shud b declared… all marks are declared for the judicial service exam… upsc shud be made to follow suit… sure 1 rti from me will got to upsc tomorrow itself
3 attempts are over..3 times not cleared PT despite giving full-time prep and leaving out a lucrative software job..
all the time missed by short margin (less dan 5 marks, belong to gen category).. donno where i stand w.r.t to cut off marks..

Though I have qualified I will file an RTI to know my marks. The objective is that of further transparency. I will do my bit. I will share the hyperlink to this page on my facebook wall. I think with your obvious wider reach and credentials we can have a transparency movement using RTI.

My score ranges from 205-215 (checked 2-3 keys of different institutes). Around 73-77 in Paper 1 and 133-138 in Paper-2. Belong to SC category.
DID NOT CLEAR.
My guess is that UPSC must have introduced cut-offs for each of the papers, but even then, I think my scores are NOT that bad to have failed to clear Prelims.

you are stunned by your marks and results even i am still could not copeup with results i am with marks 220+ GEN. category. It is really strange-full that you are belonging to reserved but still not through. I am Quite sure that UPSC is selecting some percentage of candidates with first cutoff of GS and then those candidates have been selected for paper II.

Tallied my answers with keys of 5-6 Prominent Institutes of Delhi. It was approaching score of 225+ under any circumstances. Was pretty sure to write mains, so started prep in full flow. But it was complete shock to know that I could’t made it. Still It’s hard to accept. It was my 3rd attempt. Suspecting some inadvertent technical error might have crept in. Any idea to put reconsideration application to UPSC?

The UPSC has not officially designated the Preliminary exam as CSAT, therefore any RTI application filed under this “title” might be summarily rejected by the UPSC on the grounds that there is no exam called CSAT conducted by the UPSC. The ministry of Personnel had rejected UPSC’s proposal to rename the preliminary exam as CSAT. Therefore today also the prelims exam is officially called Civil Services Preliminary Exam (2012). I would request all aspirants to rectify this small anomaly at the earliest, before sending their RTI applications to UPSC

you’re still a non creamy layer candidate for UPSC and you can appear next year.
Because your creamy layer status depends on your parent’s income / job. and not your job / income.

1. Regarding the official answer keys, can we specify the serial number of question paper; I.e. A, B, C or D.
2. Can we send the application via speed post so that we can keep the receipt as proof of our communication.
3. In case I don’t get a reply within 30 days, what should be my next course of action?

A friend of mine filed query for CSAT 2011 answerkey (without mentioning ABCD in his application) and he was given answerkeys for all four papers.
Is it possible for you to kindly arrange for and put those answer-keys (2011 prelims) in a post?

Firstly, why don’t you file an RTI application to UPSC asking questions of the following nature:
1) ‘Please publish the correct answers of CSAT-2011/2012 question papers, with appropriate explanations, on your official website.’
2) ‘Please make available the scores of all the candidates who appeared in CSAT-2011/2012 on your official website.’
I would’ve done that myself but I think if you will do that then you can share their response with all of us.
Secondly, please post an article dealing with the Bank PO Exam’s – especially SBI PO Exam’s – eligibility, syllabus, selection procedure & if possible some recommended books. I am saying it because after the start of the CSAT, one doesn’t have to do much of an extra preparation for the Bank PO Exam & thereby many more Civil Services aspirants would like to appear for it – at least I will appear. In particular, give the details of the basic computer course certificate they demand. And if you can’t do that then please give me link to appropriate sites/forums to find these details.

RTI is not a tool which is meant to send requests to public authorities and institutions , asking them to perform a particular duty or task. The RTI Act has been envisaged with the aim of providing information to the citizens of the country. It’s a medium through which you can get information from a govt department.

But you didn’t tell me about the details of the computer course certificate that is required for the eligibility in many of the Bank PO Exams.
Also I think one may have to pay extra charges per sheet if one want the answer-keys as ten rupees fee covers only single sheet response. But I am just guessing. BTW, sending ten extra rupees – for eight answer-sheets of the four sets of the two CSAT papers – might work.

Donot send extra RTI fees to UPSC in advance. (other than the default Rs.ten IPO.)
If they require more payment, they’ll notify the applicant by post.

Do not send extra fees to UPSC; they will simply return your application and you will have to file afresh by paying the exact amount only.

mrunal sir! i want to ask you two things. how correct it is to give only 4 attempts to GENERAL CATEGORY and more than that to rest of others. around me i never saw any person belonging to those privileged category who are oppressed and i don’t live in metropolitan( from where people of reserved category are ahead to take benefits of reservation).might be their ancestors has been oppressed, SO DO WE WANT TO DO SAME WITH GENERAL CATEGORY PEOPLE NOW SO THAT AFTER 100 YEARS WE LL HAVE RESERVATION FOR GENERAL CATEGORY PEOPLE.this will be a vicious cycle. but isn’t it just fine if we all have same level and no positive discrimination toward anyone. EQUALITY means EQUALITY BUT HERE IN THIS COUNTRY I SEE IT AS BIGGEST HURDLE IN WAY OF LIBERTY. i lost my MBBS seat to a fellow who has was placed 600 ranks below me. EVEN IF I WANT TO REMEMBER AND INTERNALIZE THAT EVERYONE IS EQUAL, THIS SYSTEM NEVER LET ME DO THAT. DIFFERENCE OF 23 MARKS AT THE STAGE OF PRELIMS BETWEEN GEN and OBC is huge( cse 2011). and same pattern is continued at next three stages. either give them concession in cutoff or give them equal number of attempts. why both? aren’t we have enough of leveling of playground for last 65+ years. over that the pattern of prelim has been made completely in favour of ENGINEERING AND MBA professionals. one need to score 190 in paper 2 and just 30-40 in paper 1 and you are done. for this one need to do whose father, whose mother type of questions. they may say,-THERE IS MAINS AS WELL WHICH IS TOO FAR WIDE IN CONTENT ANALYSIS. but the thing is that if 1st gate has been opened for selective category of people only then only they can cross 2nd and 3rd gate, not those who has been excluded right at 1st stage. CHANGE IN PATTERN OF GS is very good as it checks the in depth knowledge of person. but those questions on indian culture, religious structures were also not bad. nevertheless change in GS is good but accompanied introduction of paper 2 is such a mockery that it deserve slap on the face of dp aggarwal. somebody should compare the level of reasoning and aptitude of PAPER 2 IN CSAT with other competitive exams in country. its zero even in comparison to IBPS PO EXAM or SSC CGL.thus not to mentioned, its a cakewalk for those who have cleared CAT/MAT/IIT. last years professional analysis of final candidates who made it to CSE 2011 speaks volume about it with few exception being the topper from MBBS etc. THIS NEW PATTERN WILL TURNED OUT TO BE DISASTER IN FUTURE. I read ur letter. It was really a justified piece. I condole for ur misfortune… there should be no point to think about the qualification & suitability of the competent authority, who is alleged here to have favoritism towards the professionals of his class…It’s unfortunate if true; the authority at higher positions should lead by example,be impartial towards all. But its not their fault,its our grave mistake.From the time we see the world, we are piled with countless instances of nepotism,favoritism…We must ask ourselves first,if we have done the right things first to some under-privileged person, have we treated the section which is down-trodden with same respect,attention that we want from others….first and foremost,we should impartial,honest ;only then can we ask others as our rights to be the same…The urgency is to quit cheating in exams from our heart which may seem hard but we can do it for ourselves ,rather than asking for others…. there is no point to complain always.Surely ,its the time for self -introspection….
rather than complaining we can work on our strength , with vigor to succeed.
It’s always better to cover ur feet with shoes, than to cover the entire earth with carpet.

I need an advice from you. I have given 3 attempts at UPSC and failed to clear prelims even a single time. My first attempt was of no good as I just sat for the exam without any preparation. I left a very promising and lucrative job for my 2nd and 3rd attempt. I was again not serious in the 2nd attempt but I gave my best for the 3rd attempt and was fairly confident that I would see through CSAT 2012. Sadly, I couldn’t. I am not cribbing as I know that I really worked hard for this attempt. My mains syllabus is complete. I am taking up a job now as I have already sat preparing for this exam for past 2 years and I dont want to jeopardize my career in pursuit of something so vague and uncertain. However the burning desire to clear this exam and to work at the grassroot level has not faded away.Considering it is my last attempt, I want to leave no stone unturned and though the burden of failures is massive, I would give my best for something I so cherish and aspire for. Can you please advice me as to how should I approach this exam with a job? My entire syllabus is complete and I just need revisions. My only problem is clearing prelims. Can you please suggest me a desired and feasible course of action? Also are their any precedents of people who have cleared this exam successfully in 4th attempt without managing to clear even prelims in first three attempts? I am avid reader of your blog and I really look upon you to provide me some guidance that could raise the defeated spirit inside me. Please reply.

Like others, i too left the job 1.3 years ago and gave my best shot in 1st attempt but after results i got a feel of this exam as a “LUCKDRAW Contest exam ‘..but i believe ‘ Life itself is a game of snake n ladder’..so..

I AM 100% SURE THAT THIS IS A STRATEGY OPTED BY DP AGGARWAL TO favour his professional community people and i don’t hesitate in saying that A TECHNOCRAT- IIT DELHI PASSOUT SHOULD NOT BE GIVEN LEGAL OPPORTUNITY TO DECIDE THE PATTERN OF EXAM WHICH IS MEANT FOR RECRUITMENT OF GENERALISTS and NOT SPECIALIST/TECHNOCRATS. HE HAS DONE GRAVEST INJUSTICE TO THOUSANDS OF CSE ASPIRANTS BY MAKING IT COMPLETELY METROPOLITAN-COSMOPOLITAN-POPULAR CULTURE-I NEED NOT TO STUDY AS I AM BORN INTELLIGFENT-I AM DUDE ORIENTED EXAM. CIVIL SERVICES EXAM INTERNALIZED THE REALITY IN ME ” THAT I AM A BORN BRAHIMIN WHO IS DIFFERENT THAN “THOSE” PEOPLE WHO ARE NOT LIKE ME.” I live with this and will teach next generation of mine about this BITTER REALITY at very early stage of life. It was my last attempt and i was pretty sure of clearing as i was scoring 240+ as per my calculation and other keys. But i couldn’t qualify. So i m planning a RTI.
