- Those of you, who [unfortunately] failed in the UPSC CSAT 2012 exam: there is no point in joining the cut off speculation game prevalent on various online forums- it will only add insult to your injury. Many of you will feel “I ticked answers worth XYZ marks and still not selected, but another person online who claims to have ticked answers worth only ABC marks is selected.” So browsing such forums and threads will only increase your agony.
- If you want to find out the truth about what went wrong in your case -“How many marks did UPSC actually give to you and what was marks of the last guy who got selected in your category?” then better ask UPSC to give you the photocopy of your OMR answersheet and the official answerkey and the number of marks officially allotted to you and to the last guy in your category.
- Everyone who fails in the prelims, either fades away or gives another attempt. All these years, this attitude from our side has turned UPSC into a Lord Curzon- otherwise what is so sacred about prelims that UPSC doesn’t publish the marks of every candidate? If only 10000 failed candidates file RTIs asking for marks, the UPSC staff will get tired digging through computer database to take print outs of every RTI applicant’s marks and their boss will get tired signing each RTI-reply letter, and next time they’ll upload the result + marks of each candidate right on their official website to save themselves from this fatigue. (or atleast I hope so.)
How to file RTI to know the score?
Please note that, UPSC might not immediately the give the information citing “the Examination process is not yet complete, because the Civil Service Exam 2012 will complete only when final merit list is published somewhere in April-May 2013.
But doesn’t hurt trying the luck for Rs.15 (10 for IPO and 5 for postal stamps). So, here is the standard procedure to file an RTI to UPSC, inquiring about marks. (IPS LCE candidates can also use this letter, just replace CSAT-2012 to IPS LCE 2012)
Step 1: Copy paste the draft RTI application
Copy paste following letter in your MS Word program (or manually write this in a plain paper.)
Replace XYZ with your name and roll number at appropriate places.

New Delhi
Sub: Application under RTI 2005, about CSAT 2012 Result
Sir,
Provide me the following information regarding Civil Services (Preliminary) Examination 2012 [also known as Civil Service Aptitude Test (CSAT) 2012.]
- Official Answerkeys for Paper I and Paper II.
- Photocopies of OMR Answersheets of Roll Number XYZ.
- Marks allotted to Roll Number XYZ in each paper.
- Cut off marks of each category (Gen,ST,ST,OBC,Ph) in CSAT 2012.
Along with this letter, I’ve attached the Indian Postal Order Worth Rs.10, as RTI Application fees.
Yours sincerely,
XYZ
Step 2: IPO worth 10 Rupees.
Go to nearest post office, ask them to provide a Rs.10 Indian Postal Order.
Write “Accounts Officer, UPSC, New Delhi” on it.
Write the date and Tear out the slip from left hand side as evidence. and ask the clerk to “cross” (put stamp on) the IPO.
Step 3: Envelop
From the same post office buy an envelope worth Rs.5 OR take a blank evenlope and affix stamps worth Rs.5 as postage charges
Now slip the Drafted RTI application Letter + the Rs.10 IPO in this envelop and send it to following address
Union public service Commission (UPSC),
Dholpur House,
Shah Jahan Road,
New Delhi-110069
Wait for 40 days. (yea the RTI act says 30 days but the timer starts only after UPSC receives your letter. 10 days are added by me, considering the time it takes to send and receive letter to and fro)
And please note down the details of date when you sent the letter + serial of IPO as evidence.

Some readers filled the RTI and UPSC didnot provide them the necessary information. So what to do next?

I HAVE APPEARED IN THIS YEAR CSAT EXAM AND THIS WAS MY LAST ATTEMPT AND I BELONG TO GENERAL CATEGORY. I COULD NOT GET THROUGH THE PRE. EXAM BOUNDARY I SMELT A ROT IN THIS WHOLE PROCESS.I MET A LOT OF MY FRIENDS WHO HAVE SCORED AROUND 230 BUT THEY DID NOT CONSIDERED BY THE UPSC. WHAT IS COOKING IN UPSC CAMPUS NOBOBY KNOWS. THIS IT BECAME THE NEED OF THE HOUR IS TO FILE RTI IN HUGE NUMBERS WHICH CREATE PRESSURES ON MEMBERS OF THE UPSC TO DECLARE THE CUTOFF MARKS OF THE INDIVIDUAL CANDIDATES.

i have already sent rti application & would like to appeal others as well to send rti (even the passed students) bcoz each year several students dont get idea of why they failed + tension ,anxiety for whole year.
personally i feel this year a lot many students have complained of not qualifying csat inspite of scores in excess of 220.upsc must seriously be pushed into being more transparent so next year students dont suffer again.plz all of you file rti’s even if slightest doubt.

1. Regarding the official answer keys, can we specify the serial number of question paper; I.e. A, B, C or D.
2. Can we send the application via speed post so that we can keep the receipt as proof of our communication.
3. In case I don’t get a reply within 30 days, what should be my next course of action?

He is the First Appealate authority for RTI matters in UPSC.
So, Write a letter to him that I had send an RTI application on xyz date and have not yet recieved the reply. Include the copy of your earlier RTI application again with this letter. (but no need to add another IPO).

CSP 2012 was my last attempt.evaluation based on various keys 206-215. but not cleared i have already filed rti. but acc. to various blogs i came to know that the required info. will be provided by upsc only next year after final result.but various court orders of hc, cic and supreme court have directed upsc to show omr sheets (shipra sud case). shd i proceed to the court to get the information before mains or shd i wait for rti. wat do u suggest.

Csat 2012 was my fourth and last attempt. Previously I hd cleared all 3 pt exams and hd appeared 4 interview in 2011.I had a final score of 1070. However in csat 2012 despite of scoring in range of 210-240 ( lower and upper limit as per diff answer keys )I was shocked not see my number in the list of successful candidates.I have filed an RTI but as you mentioned they wont give me the cut off and my marks before final results.Please suggest me what course of action should I take?Should I file a case in the court?What options do I have? Because this is sheer Injustice!

Hello frns i was getting around 215-225 marks. Around 95 in 1st paper and 125 in 2nd but couidn’t clear it. And concernd abt next year attempt.This was my 2nd I’m going to file rti along with a copy of my answer sheet. If anybody getting reply or any reason tht wat gone wrong this time thn plz let every body to know it. I hv come to know tht for some question upsc has referred subjective answer.

My dear friends, I consistently reading all your blogs for quite a long time. but I am not happy the way you think things to happen for you, rather what you actually need is to make things for your favor. I am a civil servant .I need not to be explained how a general category candidate becomes panic when he exhausts his 4 chances. you know , for a general category student from a rural background when realizes the pattern of examination and the preparation needed therefore, he w’ld have lost all his chances in contrast to his friends who get 15 or 7 chances and even so lucky to pursue for civil services exam after serving in a job for 5 to 6 years. but for a general category candidate its just a distant dream. After graduating from an institution and having secured good marks he find himself at a dilemma whether he ll do a job to feed his needy family or to go for fulfilling his cherished dream ; that is to become an IAS Officer. At last his value, ,his humanity demands sacrifice and he joins an immediate job to carter his family putting his cherished dream aside. He is completely entangled with responsibility but he never forgets his dream. He cant join full time coaching, can’t devote whole time for study because he is the feeder of his family. He simultaneously study with whole heartedly awaking for nights after nights but in this process he only spends his mere 4 chances. He remains as a clerk for whole through the life. He repays for the discrimination his ancestors perpetuated in the society. Its not a story but it’s the reality that I have witnessed in my neighborhood. Even some of you might have seen such touchy incidents.
Now I ask UPSC, what it demands from the above candidate.
1- S’ ld he have left his family to starve and study to cherish his goal of becoming an IAS
2- The person from rural background s’ld not desire becoming IAS
The reality is that it seems our country never needs civil servants having a high degree of morality, sense of sacrifice rather what it needs, a mechanical voracious reader. I have a friend of mine having secured a rank in civil services examination within the 1st fifteen, but unfortunately no body becomes happy for his achievement even in his locality, people use to say he ‘ll emerge as the most egoist and corrupt administrator of India. In an another incident , a software professional came to Delhi for coaching after 6 years of service having earned more than 25 lax. He started preparation along with all type of refreshment available in Delhi . He was selected in his 7th attempt. He knows as a reserved category, he has 8 chances (when he arrives at Delhi in his 27th year.) and also relaxation in the marks . So he takes civil service preparation as a matter of study with fun. But for a general category student, appearing at civil services is just like a matter of life and death. Every moment he is living in a sense of panic either losing in the exam or losing the no. of attempts remain .
Is it the equality that is enshrined in our constitution? Equal protection of law never says “we have to sacrifice some to uplift some” In our constitution ,under article 15, there s’ld be equal opportunity for all and under 15(4) ,state can make special provision for advancement of socially and educationally backward section. And we understand the relaxation in marks for qualifying the exam even we also justify it but a huge discrimination in the allocation of no of attempts between various categories can not be justified. Either UPSC has to make all categories to have 4 chances (or age of 30 which one is earlier ) and relaxation in marks for backward classes or to make all categories to have 7 or unlimited chances (or an age of 35 which one is earlier). UPSC cannot suppress the general categories for the sake of reservation and then give relaxation for the reserved. It is not equal protection of law. If some one is born in a general category family, its not his mistake to be deprived off all the opportunities and he can not be made to pay . More over by increasing the no of attempts and age UPSC can provide an immense help to relieve the stress and panic level of many bright students .
Therefore I appeal you my dear friends to make a PIL Regarding this , it seems you ll get some relaxation in the form of 6attemts or the age of 32 which one is earlier and it is completely justified in comparison to 7 attempts or 33 yrs for OBC and 15 attempts or 35 years for SC/STs.
WISH YOU GOOGLUCK IN YOUR ENDEAVOUR TO SEEK JUSTICE.

Sir i am a doctor by profession born in himanchali BRAHMIN family.i completed my medical college in 2009 as university topper with 81% and gold medal at the gae of 22 1/2(twenty two and half). i couldn’t get enrolled in my city medical college as out of 50 seats available only 26 were there for GENERAL CATEGORY and the person to whom i lost my seat was from reserved category with 600 ranks below my rank. i am facing this reality from 2003 when i for first time came to know that i am BRAHMIN and i am different from “THEM.” I GAVE ATTEMPTS IN CSE BUT HASN’T MADE TILL NOW. I HAD 202 marks last year and still couldn’t make though UPSC CLAIMS CUTOFF FOR GC WAS 198. Whats the use of such information when they are providing it after the compilation of final list of successful candidates. this year i had made it from 210-225, still not there. DIFFERENT FROM IT, ONE OF MY COLLEAGUE WHO IS AN OBC, HAS CLEARED LAST TIME WITH 170 MARKS IN PRE(HE GOT IT FROM RTI)BUT FAILED I MAINS.THIS YEAR AS WELL HE WAS EXPECTING 175-185 AND HE HAS CLEARED IT. Sir, i am also a general category candidate & i was also among the unfortunates this year who couldn’t clear pre. Still i have 3 attempts in my hand. Sir, u r a civil servant, so please tell me whether caste plays any important role in the CS also? I mean in promotion, transfers etc.. If yes.. then is it worth our sacrifice knowingly that one day we will end up as the juniors of our “deprived categories” officers who started as our juniors?

To my surprise i was shocked to see one more advertisement of govt jobs which should win the crown of inequality- i just checked ad for the post of IB-ASSISTANT CENTRAL INTELLIGENCE OFFICER. though i might be wrong ( one can correct me about it if its different) but on various website they have mentioned that out of available 750 seats of IB-ACIO, Only 80 are available for GENERAL CATEGORY (334 for OBC, SOME 200+ for SCs and rest for STs) I still think that this can’t be correct as it seems grossly wrong, but i havn’t found documentary proof to believe the opposite. I CAN ONLY THANK THE SYSTEM FOR SUCH THING as i have nothing else to offer. Organisations like YOUTH FOR EQUALITY seems to work in oblivion. I think it will go for long time to come or rather may take a draconian form, especially when i operate my brain in the background of final passage of proposed BILL regarding RESERVATION IN PROMOTION in GOVT JOBS for which meet will be on 22nd of august. THIS IS UTTERLY ANTI-REASON, ANTI-RATIONALITY and just RATIONALIZATION OF IMPOTENCY and INCOMPETENCY. Even if someone make it to CSE through sublimation of every bit of power inside, it will be so disgusting to see man-made inequality getting perpetuated during the job and not just at the entry. IT WILL DILUTE EVERY PURPOSE OF INCULCATING THE DILIGENCE IN ONE’S OPERATION AND CONDUCT OF DUTY. i ll loose huge portion of my interest in CSE if such thing gets a nod of final authority. today i received reply of my rti frm upsc.upsc has replied tht’ any informtn cannot be provided at this stage since the process of csp 2012 is nt yet complete and section 8(1)(i) of rti act is invoked’

@ brajesh yadav- yes, i am with you. lets get the nod of SC and expose the misdeeds of UPSC. Enough is enough. The level of secrecy maintained by UPSC in the matter of just EXAMS has moved beyond that of INTELLIGENCE BUREAU and RAW. The unpredictable results doesn’t only take away our right to get informed about oUR marks and whole process of finalizing the ULTIMATE LIST but also leave a lifelong impression of GUILT and INFERIORITY on the mind of candidate. THIS IS UNWARRANTED SECRECY WHICH STANDS NO CHANCE IN FRONT OF ANY RATIONALITY AND REASON. ITS TIME TO EXAMINE UPSC.
