Who are the Jawaras?
- They are tribal people living in the South Andaman islands. (approx. just 400 of them left)
- Anthropologists believe that Jarawa are descendants of first humans that move out from Africa to Asia.
What is Andaman Trunk Road (ATR)?

- Government of India started construction of Andaman Trunk road in the 80s.
- This road connects North Andaman – Middle Andaman — Port Blair (Capital in southern most part).
- Jarawa tribes mostly live in the jungles on the western side of this road. (see the map).
- After construction of the road, tourism started flourishing and this bought outsiders (guides, tourists) in contact with Jarawa tribes.
Human Safari?
- Safari = tourists sit in a bus, go in jungle and observe animals.
- Unfortunately, Andaman tour operators have been running what is termed as “Human Safari”
- Meaning, they take a bus full of tourists on the Andaman Trunk road. The guide will bring Jarawa tribals from the surrounding villages, make them dance in front of tourists and offer them food as “payment”.
- Human rights activists have been demanding that Road must be shut down.

Dance for Food controversy

- A reporter had gone to Andamans. He recorded a disturbing video, in which an Indian policeman is offering food to Jarawa tribal girl and making her dance to entertain the tourists.
- This story was published in The Observer (sister newspaper of Guardian), last year.
- This led to huge uproar in India and abroad.
Buffer Zone Case Chronology
In past few weeks, you might have read Supreme court giving orders on Jarawa buffer Zones. But it is not that Supreme court picked up the matter after reading that Jarawa dancing video controversy.

Tribal Commissions
- Article 339 of the Constitution says President needs to appoint a tribal commission after 10 years of commencement of Constitution and thereafter as and when he deems fit. So far two tribal Commissions have been made:

Although Government earlier made PESA Act, to extend the provisions of Panchayati Raj to above areas but it hasn’t worked out as planned. So Now Government is thinking about creating 13th schedule for traditional governing bodies in tribal areas. The 3rd Tribal Commission will look into this matter.

Basically extending various provisions of amend 73,schedule 11 and article 243 to the schedule areas which were earlier not covered with the initial amendments happened in 1993

Hi Mrunal. Once again looking for HELP or may be a certificate by you, though I know that I shouldn’t look for any such things and should certify my memory myself. But I am baffled.
I started reading GS by Nov/2013 and was earlier blank in GS. Didn’t even know very easy of the things in GS. But I aggressivesy followed NCERTs , ramesh singh ,laxmikant , Tmh mannul(MCQ’s and theory) , plenty of other MCQ’s (tried own)and even few other books.
I always proud my thinking ability my proficiency in Maths, Physics ( IIT JEE mains type questions before 2004) but was below zero in GS. Now I read almost plenty of text in GS and did (many MCQ’s . But still I use to loose the facts that I memorized
sometime ( albeit I can do MCQ’s in tmh mannual to a great extent and I didn’t exactly know that if I lost all facts that I read or it is just normal thing that happens and I shall recall in exam). But fear is great because I did read all these books with very hard labour making notes by hand of every page ( was a mammoth thing to do).But as now very less time left and I feel that I should discontinue making hand – written note as it consume huge time. And I thus started reading the text with no note making. Now the situation is that either I am not remembering things this way or may be Sub-consciously , I wont believe that I am remembering. And loosing information That we knew a month ago is very frequent.
I am restless because of such situation and even feeling that I have lost my intellect of analysis , relating different things ect , as I read so many texts on every subject ( more than few book on evry subject and that too multiple times).What should be the best thing to do in such a case , Though I think I have to back my ability , But want to know that if this happen to every one. GUYS PLS COMMENT .
you don’t need to make notes out of NCERT, Laxmikanth or GS Manual. Just revise them often.
+prepare India Yearbook: notes only where factual information is worthy of MCQ e.g. SABLAA, SWADHAR, Ujjawala etc.

In my opinion govt should abolish both schedule and include common methodology to govern local governance ie separate chapter on local governance they should enhance power to local governance with special chapter on the tribal depending upon their variations
We cannot leave them lurching behind the forest area only in the name of conservation. All the tribal needed to bring in the main sphere of governance.

is the national commission for STs not a constitutional body existing permanently under the provisions of article 338? this commission submits its report to the presi every year. the bhuria commision was a special pupose commission set up largely to recommend ways for the extension of the 73rd amendment to the tribal areas and scheduled areas autonomous districts.

Talk about bad luck. They are just playing with the issue while we are stuck in a limbo. Now we can’t concentrate on prelims till they clear the air. I can’t stand these politicians. Some are protesting about compulsory English paper, others about no regional language, those silly f***** don’t even have a common consensus. We have no idea what they are going to come up with now.

Chill people. There will not be HUGE changes. Probable changes might be with respect to language and inclusion of English compulsory paper. Continue preparing for prelims as you were. Over-thinking or furiously talking about it with everyone will not help you. On a side note, if you are going to be an officer, you should already be used to expecting the unexpected.
we are just guinea pigs for Upsc. Atleast mr DP Agarwal thinks so..change is welcome but the way the changes were made is really discourteous.they could have started the process much earlier so that student would not suffer in such unavoidable circumstances.besides,most of the student already wasted huge amount of time in preparing second optoinal.MR DP AGARWAL is just a bull in the china shop….
Changes to UPSC exam suspended on 15th March 2013
After huge controversy in Parliament today regarding removal of languages paper(Hindi,Marathi etc.) and making English mandatory, the govt. has put their decision on hold for time being. UPSC will clarify soon on this decision.
If changes will be made then only in languages section, the optional paper will remain one only Not two.
ADVICE- Concentrate on Prelims now, no need to panic.

In a rare moment of enlightenment , the representatives of the people have raised a pertinent issue.
As the host of ‘ Hum Log ‘ of NDTV said that ” while it is true that in this age of liberalisation and globalisation English has become the lingua franca and we do see boards in villages with broken english written on them , barring the common man from choosing his native language as a medium(or even as an optional ) is against the very foundation of our constitution ”
I read somewhere that former PM Nehru used to consult on critical issue with K.Kamaraj who knew to speak only Tamil.
We should not forget that the number of applicants in this exam has been declining in the past few years . Making a non-universal language count in the final merit might further discourage some of us.
Comprehension ability and the ability to compress an article i.e. precis , can be evaluated in one’s native language too . Why only English? It defies any logic.
Don’t the foreign service trainees learn a foreign language during their training ( obscure languages like mandarin, russian etc.)

Notification has been suspended as of now. They are going to talk over it and make changes, again. They should add some optional anxiety medicine while they are at it.

correction : Tribal commision is from Article 338A not 339
338A=that is the “regular” National commission for ST (for looking after protection and welfare). it is a permanent body, like national Commissions for SC, women, children.
The tribal Commission mentioned in 339 is a temporary Commission like 2nd ARC.

what sort of melodrama is going on in our assembly..regional language is fine for state recruitement but as far as all india services are concerned you should know hindi and english at least. further the controversy regarding literature as optional is baseless, if u havent done graduation in it then you are like any other graduate in your state who knows neither about literature nor appreciates it, he is taking it just becoz by mugging up certain things it fetches good marks.
further a student who cannot clear a 100 mark english paper in mains will not be sitting there as he surely cannot clear prelims where the second paper has english all over it.
as far as writing mains in regional exams is concerned UPSC has still allowed candidates to do that if they happen to cross the feasible threshold of 25. overall the whole controversy is baseless and just for the sake of creating uproar.
