Background
After the change of civil service (Mains) exam syllabus in 2013, UPSC aspirants had been demanding additional age/attempt limit. Large scale protests organized during December session of parliament..
So far, UPSC and Personnel ministry had shown an indifference to these demands (as per the Minister’s reply in Rajya Sabha and RTIs to UPSC and Personnel Ministry.)
But now, Personnel Ministry’s official site has uploaded a new PDF notification:

It reads:
Subject: Civil Service Examination- Relaxation of number of attempts
The Central Government has approved “two additional attempts to all categories of candidates w.e.f. Civil Services Examination 2014, with consequential age relaxation of maximum age for all categories of candidates, if required.”

Then upper age limit turns out to be General = 32, OBC = 35, SC/ST=37.

Does the relaxation of attempts apply to the candidates giving their 1st attempt in 2014 ?

Mrunal Sir,I have not attempted civil services exam till now .Does the document “http://persmin.gov.in/AIS1/Docs/MoreAttempts.pdf” reveal that I will be able to give my four attempts till 32 years of age ? Or Does it mean If i am at 30 years of my age,I will get to extra attempt .
Does this document reveal that upper age limit of civil services is 32 years from now onwards ? Please clarify .

Yes you are eligible to apply for civil services exam if you are below the prescribed age limit.
bhai ye tumhare liye nahin hain jinhone 2011 2012 2013 main koi bhi attempt diya hai ya teeeno diye hai lagtaar ye unke liye hain …………..tumhari age 30 hi rahegi…….so work hard
Everybody would be eligible for 6 attempts till they are 32 (for General Category).

Is this for all candidates irrespective of whether you have given attempt or not ? or f0r only those who have exhausted all 4 attempts (general)
seems like a legitimate decision. though it might mean higher competition 2014 onwards. but a good decision which gives opportunity to us :)

I got a feeling that it is only for the people who are reaching/reached 30 recently..
For rest of the people, there may not be much in the store.
Anyway, we gotta focus on somewhere else rather than scratching our head over this issue.. this should be left to the people who are on the brink of loosing/getting the extra chance :P

Age limit and attempt these two are different things? is central govt approved two more attempts? for whom they allowed, who appear for main exam or interview or pre down candidate? is any changes in age relaxation only ? or attempt only or both?

@vijay … you are already 37…so would be ineligible even for SC seat …
good news for aspirants,after this our fratenity should concentrate about CSAT. CSAT paper 2 became a huge barrier for rural aspirants. hope this age relaxation benefits them. it created a huge difference between success and failure.

Please recheck the UPSC website time & again…as the above mentioned rider by DoP might not be for all candidates but for those who have exhausted their attempts…”if required”…at the end of the circular provides second thoughts on the blanket relaxation for everyone…..DON’T GET OVERJOYED AND SEND WRONG SIGNALS TO YOUR FRIENDS…this is a mammoth decision and need to be cross checked

CSAT was implemented in 2011. toh these reforms should take into consideration the candidates who appeared in 2011. the 2 years relaxation won’t serve the cause of 2011 aspirants. it should be 3 years.
you are absolutely right Sam….AGE relaxation should be of 03 yrs. atleast… It was so in the yr 1979 when changes in the pattern took place…

this is disastrous for 1st and 2nd timers because this is only for 2 years…NOT FOREVER!!!
after 2 yrs…this is gonna go back to 2 years…and the competition is gonna grow up as many old timers 2012/2013 (last attempt) gonna fight die-hard….

on what basis u r saying that it is for 2 year only??
because it is written in the notification “wherever applicable”…and this change has been brought about because of pattern change to benefit those whose 2012/2013 was last attempt…

It also says “with consequential age relaxation for all categories of candidates”. This means it is not going back to 4 years. Its gonna stay at 32, 35 and 37 for Gen, OBC and SC/ST for a long long time.

Brother its nowhere written ‘wherever applicable’ in notification.. instead its clearly mentioned “two additional attempts to all candidates”..
I wud suggest lets not make guesses and wait for further updates..
