Background
After the change of civil service (Mains) exam syllabus in 2013, UPSC aspirants had been demanding additional age/attempt limit. Large scale protests organized during December session of parliament..
So far, UPSC and Personnel ministry had shown an indifference to these demands (as per the Minister’s reply in Rajya Sabha and RTIs to UPSC and Personnel Ministry.)
But now, Personnel Ministry’s official site has uploaded a new PDF notification:

It reads:
Subject: Civil Service Examination- Relaxation of number of attempts
The Central Government has approved “two additional attempts to all categories of candidates w.e.f. Civil Services Examination 2014, with consequential age relaxation of maximum age for all categories of candidates, if required.”

Then upper age limit turns out to be General = 32, OBC = 35, SC/ST=37.

yes you have 4 more attempts now with 32 max age limit, as far I have understood it. Soon a detailed report will be available, so wait for a few days to get “authentic” information from the govt.

i m 24 therefore it would mean i left with 6 attempts with 6 years in my hand(if age limit would remain at 30)……why upsc is bounding me to give all my attempts….people who were out in 2014 will return,all seniors will also return to give 2 more attempts….competition will definitly increase,also i just started prep…this year only so i am definitly out to avail oppourtunity of 2 more attempts……this suck’s
Guys and girls as far as I understand , it means that you will have two additional attempts over and above the existing attempt. For example, if ur 25 now and have given two attempt already under general category, then from 2014 onwards you will have 2 regular attempts plus 2 extra attempts( 2 exhausted, 2 regular, 2 additional = 6 attempts). Here there would not be a issue of “consequential age” limit increase as ur attempts at all probability ends by 29 years unless a break is taken. Now coming to the “consequential age” limit increase – Suppose u are 28 now and have given two attempts already and now u have 2 regular attempts to be given at 28th year and 29th year, the two additional attempts would be given on the 30th year and 31st year. Thus”consequential age” limit increase will come into effect only if the two attempts demand crossing of 30 years age barrier. Correct me if am wrong.

But the ministry should have clarify things on such an important matter instead of publishing a 6 line vague notification.

@ash: ministry hardly clarifies anything on its own unless cornered by RTIs. They will come up with detailed notification but will ensure all the days from today till the clear notification is out are wasted by the students in random speculations. So for now i guess what visharl has written can be taken as a logical understanding of the notification. That is how it happened when extra attempts were granted before..
As far I opine in case of the General Category aspirant. It will be beneficial for those who reached the age of 30 while appearing in 2013 counted as last attempt, then only the age releaztion will be given as they stated “if required” in last…!!
Man !! ur opinion looks nuanced ……..but as far as i think upsc will play a fair game and they will make sure that equality of opportunity and justice be provided to everybody..anyway now onwards race will be thrilling…..़so it is better to tight d seat belts properly and enjoy d ride…
I interpret this in the following way:-
This relaxation of 2yrs/2attempts will be applicable only for 2014 & 2015.
That means person who is reaching age limit in 2015 will not be benefited.
This is only beneficial for who exhausted their age limit/attempts in 2013.
i.e.
for general
1) those who have 28 years or less and attempted 2 or less chance – no benefit
2) 29 year or 3 attempts – 1yr/1 attempt extra
3) 30 yrs or 4 attempts- 2yrs/2 attempts extra
For OBC
1) less than 31 yrs or 5 or less attempts – no benefit
2) 32 years/6 attempts – 1yr/1 attempt extra
3) 33 yrs or 7 attempts- 2yrs/2 attempts extra
for SC/ST
1) less than 33 yers – no benefit
2) 34 years – 1yr
3) 35 years – 2yrs

The Ministry of Personnel in its order said that it has approved two additional attempts to all categories of candidates with effect from Civil Services Examination 2014, with consequential age relaxation of maximum age for all categories of candidates, “if required”.
They always leave you wondering.

It don’t look like a genuine government notification. No government letterhead, no signature of any authority, just few lines written in very big font and that too in blue color. Has DoPT’s website been hacked or were they in real hurry to publish this.
Good for those for whom 2013 attempt was the last one with age and attempts exhausted as i know how much hardwork, brain, and life goes into it.
But making such an announcement in Feb..instead of in Sept/Nov 2013 wud have served the purpose better.
Never the less..I hope aspirants use it make their dreams come true..

At present the notification published is quite ambiguous so wait for few days until final notification gets upload on upsc website.

i think,it is one time opportunity.who have lapsed their all attempts may get 2 more only in 2014 and 2015.who have only one left will get another one.nothing in store for them who has more than two attempts left.

change in pattern caused loss to every one, whether it was a last attempt or the first one. so i think, they will enhance the no of attempts to all those guys who had their attempts in last 2- 3 years owing to change in pre in 2011 and mains in 2013 syllabus.

Just a comment “Try ur best in mains so that u become immune to the interview”.Means if you can score heavily in mains then ur interview and selection in final list becomes immune to ur

bhai maine to mains diya hai..ab interview me bulayenge ya nhi ye to nhi pata..tu yahan pe apna jada dimag na chala nhi to pre se agey nhi ja paega..experienced logon ko guess krne de..tu padhai pe dhyan de.
Does this rule also apply for Forest service examination or only for two all India services

It will be very difficult for freshers.It will attract more demands from
students in future which will dilute the sanctity of UPSC.
It should be difficult to freshers.
IAS services should be made mandatory for experienced people above 30 years only.
This will ensure that people coming to civil services should be well clear of their objective in life and not the ones taking advantage of thier earlier mature brains.
ofcourse….. it’s is a fully political decision when LS election at door…. but freshers ‘ll try hard to achieve success
IMHO, the notification means that:
1) If anyone can give two additional attempts (for e.g. 6 for General Category) by the current age limit (for e.g. 30 for GE) then age relaxation wouldn’t be applicable to him/her. So if you are 24 and not given any attempts then you have to give all your attempt continuously in order to utilize 6 attempts. Similarly if anyone is 27 and has given 3 attempts then he/she won’t be eligible for age relaxation.
2) If you are 29 or above then you are bound to get age relaxation benefit along with two extra attempts.
@ Pratyush – My DOB is 12-04-1984 (approx. 29 yrs 10 mo); My first and also the last attempt was in 2013; Will I be eligible for the age relaxation. Please help me out.
