UPSC has uploaded the halltickets for CSAT-2014. No change in exam date. It’s same 24th august 2014, Sunday. No change in exam structure- same two papers. No change in negative marking, same 33%.

- I recommend you bring clipboard. Reason: Sarkaari colleges and highschools have benches have rough surface and holes. It’ll “injure” your OMR sheet while you’re marking answer in black pen.
- if you’ve applied twice, then Use HIGHER REGISTRATION number while downloading the hallticket.
- If your hallticket doesn’t have clear photo/signature, you will have to bring a photo identity proof viz. Adhar Card, Driving License, Passport, Voter I Card etc. and two passport size photographs one for each paper with an undertaking.
- Save your own hallticket PDF file in google drive. So there is no fear of misplacing/forgetting roll number.

When CSAT was introduced it was held that it would enable to evaluate candidates on the basis of the kind of values, morals and ethics they have inculcated and their aptitude which is suited for being a civil servant. The intention was right but the execution has gone wrong !!
1. In the old pattern the GS questions comprised of humanities subjects like history, polity, eco, geo and science subjects like physics, chem, bio and S&T and also general mental ability and reasoning questions. A little bit of current affairs also.
So the point is candidates could chose from a wide array of questions. A person good in humanities would answer questions on such subjects with confidence and also the other areas with some extra effort and learning and a person with science background would have an ease over the science and maths n reasoning questions along with the other areas also. Hence, the marks would balance out. This was more like a level playing field. None of the aspirants had a problem with it.
Now what they have done is, they have taken out the whole chunk of GMA and reasoning questions from GS paper of the old pattern ( there used to be around 20-25 questions) and introduced them in paper 2 of CSAT with 2.5 marks over the 2 marks for GS paper 1. This is a clear advantage for candidates with proficiency in GMA and Reasoning.
If this is the basis for testing qualities of candidates required for a more dynamic role in the changing scenario in the country as civil servants then such qualities on the basis of such questions were being tested earlier also in the Old Pattern.
This was regarding was one part of the paper 2 of CSAT.
2. English no doubt has to be tested at such an Important exam. But for that there is the compulsory english paper at the mains level. It not only tests your comprehension abilities but also things like coherency of thoughts through essay along with english grammer. This paper determines the fate of your other papers as they would not be evaluated if you dont clear this very paper. Hence it could be said that the required competence in english was being tested appropriately.
Candidates might have a problem with level of this paper also but its the same case with some candidates who are not too confident with the compulsory language paper and find it tough. Minimum level of proficiency is required and that can be worked upon as it is only a qualifying paper whose marks are not taken into consideration.
Now in the paper 2 of CSAT there are a large number of english question which could be avoided as the english language proficiency is tested at mains level also. This is a clear advantage to english background candidates irrespective of them being from science or humanities.
Even in the passages there is an issue. The comprehension of the passages dont seem to be a hassle as a candidate with little proficiency can comprehend them but the problem lies with questions and the options of answers which come along with them. Some answers are so vague that even if you have understood the passage well you could end up choosing the wrong answer. This becomes a question of chance now. If your lucky you might get it right or else negative. It should be clarified here that it not the case with all the question but some of them do pose such problems.( cant afford to lose even 2.5 marks !! )
And the translation of such passages is no doubt pathetic !!
3. The questions which actually which bring out the traits and aptitude in you to take up a career in public service have gone from 10 to 6 in the exam !!
You dont guarantee efficient and dynamic civil servants with such an evaluative pattern, do you ??
The time is right to give it a serious review.
The exam issue is not a debate on Urban vs Rural or English vs Hindi or anything else. The exam pattern needs attention !
oaky……. so riddle me this —– in 2010 there was no CSAT – everything hunky dory,,, no discrimination……………..no change in syllabus to suit engineers and giving them unfair advantage………. everything was in its place ….. then why was it that of all the candidates finally recommended, 41% were “stupid” engineers (as per UPSC annual report), even when all talented and truly deserving souls from geopgrpahy, history, sociology, public administration, literature, agriculture, medicine , commerce, and so on appeared and wrote the exam……………….why was it so if CSAT is the only enabler assisting the engineers to get through nowadays and discriminating against truly “deserving” candidates
seriously rahul that is what u think of engineers and u call urself an IAS aspirant. Engineers form the backbone of the country. Being an IAS u must know what backbone does (assuming u don’t know , it gives support and u know what happens without the support). There is no field that remains untouched by Engineers presence today. U should be ashamed of urself because even if engineers are getting slight advantage of aptitude in pre. But in the mains u get a huge advantage by having subjects of ur field. Then engineers never complain that we are not they are having advantage and we are not. U know why because that is what engineers do. They find solutions of the problems, not cry over it. U give them problem and they will give u solution anyhow. Being an IAS demands that attitude and if u don’t have that in u then maybe u should not even prepare

you cannot appoint the persons to run this this country only on mathematical calculations…..when a collector gets an issue ……..like communal violence in his locality….will english or maths help him in solving that issue?….persons like DP should be appointed in MHRD (human resource and development) so that they can take such giant steps at grond level, so that such english maths issues not come ahead of the people after completing their graduation…childrens in their schooling should me made sound in english and maths…..you cannot impose such decisions on a student after giving him whole education in hindi…if u want english and maths at this level than first make english and maths mandatory since 1st class to graduation…
i saw some students getting 180-185 in CSAT 2nd paper, 50-60 in their 1st paper and writing mains exam…are they eligible for mains? and in the mains exam they just get 250 marks i.e. less than their prelims score…..such persons just ruining some eligible administrators. THE better solution is just make the prelims paper of 300 marks/3hours with some 100 questions of G.S. and 40 of english maths and decision making or a G.S. paper of 200 marks and csat 2nd paper as qualifying with 50% marks

४ हिंदी मीडियम का विद्यार्थी जब मीडियम बदल कर वही चीज़ अंग्रेजी में लिखता है तो उसी व्यक्ति को अधिक नंबर क्यों मिलते है क्यों अंग्रेजी में लिखने से बाते बदल जाती है
५ रही बात अंग्रेजी के ग्लोबल होने के तो फ़्रांस, जापान , चीन , स्पेन आदि कई देश बिना अंग्रेजी के आगे बढ़ रहे है
६ अंग्रेजो के समय 1947 के पहले सरे ICS अंग्रेजी जानते थे परन्तु डाटा बताते है की उस समय ज्यादा आकाल पड़ते थे , आम जनता और अधिक कष्ट में थी

aisa karte hain upper age limit 58yrs(2 yrs probation ke liyd v chahiye warna 60) with unlimited chance rakh lete hain. Bhai, hone bale ka 2 chance me v ho jata he, na hone wale ka 7 me v nahi hota, with even 20 marks relaxation in prelims and 30 in mains.

The language in which the Centre transacts its business is Hindi or English. So, in all the tests conducted by UPSC, ‘proper’ (not literal) Hindi translation must be given. The same applies to the disputed 8 questions on Reading Comprehension in CSAT.
However, it should be noted that CSAT, as such is not opposed to Hindi-medium or rural-background students. How can questions on Time & Distance, Data Interpretation, Reading Comprehension, etc., be a barrier to these aspirants? Are these not necessary in analysing the aptitude of a person?
Coming to the weightage of the aptitude paper, is it not true that aptitude is as important as the knowledge of a person? One can memorise the subjects of Polity, Geography, History and co. and can score well in the General Studies paper. But, memorising-method does not work in CSAT. The student’s power of analysis is crucial here. So, CSAT must be given equal weightage as the GS paper. {However, bowing to ‘mafia’ power, the Govt. might not hold on to this moral principle}
Lastly, about the ‘mafia’ who argue violently that the percentage of those clearing Civil Services exam from rural and Hindi-medium background is reducing over time. This is absolutely true. But the reason for this is not because of their background. It is due to the heavy competition received from some of the best minds in our country, who are incidentally from IITs, NITs, and IIMs. They did not consider UPSC as their aim till the late 1990s (barring some exceptions). But, since then, as the number of engineers and ‘management gurus’ in our country gradually increased, they felt a need to search for other careers. That is how they arrived to the UPSC arena and started to ‘fight’ in the exam.
THE NUMBER OF UPSC ASPIRANTS FROM IITs, NITs and IIMs HAS BEEN INCREASING EVERY YEAR. AND THAT IS THE REASON WHY THEIR REPRESENTATION IS ON THE RISE IN THE FINAL UPSC TOPPERS LIST
P.S: This is my first post. I didn’t want to enter into a fight, but, wanted to improve my writing ability and so started writing here.
Two sections of aspirants are desperate:
1. Aspirants with very high aptitude, very low GS knowledge. They able to score ~180-190 in Paper II in any given day.
Because they dont want any change in present CSAT pattern. Not optimistic about their chance in older or GS oriented pattern.
2. Aspirants with very low aptitude, very high GS knowledge.
Because they felt they are not at all in competition in the present CSAT pattern. They want to entirely replace CSAT with older pattern.
These two categories of aspirants fight their life because its almost their life matter. They do whatever possible whether its spamming Mrunal page or Facebook page.
Others majority of aspirants can adopt to any pattern decided by UPSC.
If you are not confident of ~180-190 score in Paper II dont waste your time in supporting CSAT.
Dont fool yourself by involving in this nonsense debate. We are not policy makers or committee members now. If you try to be act like that now itself will you never reach that position. Our work is focusing on exam preparation till we satisfy with our name in UPSC final list.

3.How many of you have heard of Tanmay Chakravarty of bengal cadre. He is till date the only person who cleared IAS in bengali. http://civilserviceonline.blogspot.in/ is his blog . There are absolutely no books or study material available in bengali. He himself translated books and materials into bengali and created his own notes to study . This is the level of commitment and here people crying “discrimination” for an inconsequential thing(compared to his hard work) like CSAT .No change is perfect. Yes UPSC should have been more careful while setting the paper but the buck stops there .
4. The aspirants who “PROTESTED” by destroying public properties are already great ias officers and they demonstrated it by complete disregard to fundamental duties.An IAS aspirant should atleast understand that it is not his property but others as well . How the hell are you going to work for others if you start your journey by destroying their peoperties ??These are the same people who give CSE for getting big dowries and and “make money” once they are in the system when millions of souls are burning .
