UPSC has uploaded the halltickets for CSAT-2014. No change in exam date. It’s same 24th august 2014, Sunday. No change in exam structure- same two papers. No change in negative marking, same 33%.

- For entering date of birth while downloading admit card: select year first, then month and then date in the end..else it will not get selected.
- any discrepancy in name, parent’s name, photo then send mail to web-upsc@nic.in
- You’ve to tick OMR answers only in BLACK pen. Otherwise you paper will not will evaluated.
- I recommend you bring clipboard. Reason: Sarkaari colleges and highschools have benches have rough surface and holes. It’ll “injure” your OMR sheet while you’re marking answer in black pen.
- if you’ve applied twice, then Use HIGHER REGISTRATION number while downloading the hallticket.
- If your hallticket doesn’t have clear photo/signature, you will have to bring a photo identity proof viz. Adhar Card, Driving License, Passport, Voter I Card etc. and two passport size photographs one for each paper with an undertaking.
- Save your own hallticket PDF file in google drive. So there is no fear of misplacing/forgetting roll number.

My unpublished letter to the Hindu editor on the issue of the CSAT, dated July 18, 2014:
Sir/Madam,
The most important ground for demanding the scrapping of the Paper II of the Civil Services (Preliminary) Examination conducted by the UPSC (The Union Public Service Commission), often referred to as the CSAT Paper (Civil Services Aptitude Test Paper) is that is favors English-medium candidates and discriminates against Hindi-medium candidates in particular. While the issue needs to be looked into properly, the anti-English stance adopted by the agitating aspirants seems to have missed several valid and clear points which include inter-alia that English is the international lingua franca and having a reasonable command of English language helps an administrator in more ways than one; and that Hindi-medium candidates enjoy a privilege in the country which no other-Indian-language-medium candidates have in that the Civil Services Question Papers are bilingual, i.e. the questions in English have only the Hindi version both in the Preliminary as well as the Main Examinations even though a candidate can write the Main Examination in any of the Indian languages in the Eighth Schedule of the Constitution.
The language issue apart, there are many aspirants who strongly feel – that the CSAT Paper tests several positive areas of a prospective civil servant including their ability to comprehend things and take decisions on the spot while discouraging rote learning; that scrapping the CSAT Paper altogether will be a regressive step; and that what is needed is an invigorated and fairer CSAT Paper which addresses the legitimate concerns of the candidates including the alleged problem arising out of the poor translation of the English texts of the questions in Hindi, undue advantages accruing to candidates having Science/Engineering background, etc.
Hopefully, the three-member Committee set up under the chairmanship of Shri Arvind Varma and the UPSC will look into the issue dispassionately with an unbiased mind and take appropriate actions by addressing the legitimate concerns of the agitating aspirants without making it a case of the crying baby getting the milk in the larger interest of the country.

Raka, it takes me 5-10 minutes to write a letter. i wrote the letters to raise my points of view. For your information, i don’t need to study english and maths for d csat. u may need to study them. by d way do try to improve ur analytical skills as well. u seem to b poor in that area. all d best.
Very well written…being a science student I m also with ur support that csat pattern should be changed…Quantitative aptitude and maths questions are not the sole criteria for analysing the qualitative skills.This paper csat really gives the advantage for science and management student and english medium student…and I m really shocked ki upsc ko nahi dikha ki hindi medium ke students ka selection kaam hota ja raha…so they should change this paper …were they waiting for the protest…upsc is a divine instituion but unka analysis to ek dum zero nikla ..

On August 16th UPSC chairman Prof. D. P Agrawal is retiring… He is famous among us for breaking backs of coachinginstitutes all over thecountry and introducinglot of reforms, not just in pattern also in question pattern… So the very interesting and question to worry is “who will be the next chairman.?” Will he/she come from pro-Hindi group? Will he/she continue the backbreaking-TM trend initiated by Prof. D.P.A? Will this analyse / examine / comment etc type of questions make way for list / mention / describe / explain type again, giving an edge for rote learners? Will prelims again become stat and gk book based rather than current trend of analysis of 3-5 statements….? This should be viewed in light of protests by pro-Hindi lobbyists (including influence by protest backing coaching institutes of Mukherjee Nagar and professors of JNU and ABVP) and pro-Hindi govt by Namo…

Arvind verma committee submitted its report today. Wondering it would be laid in loksabha or will go through highcourt process, atleast its done, many wishes to jnu,abvp protestors who remained adamant and kept their position upperhand. Though i am an engineer too but free fund marks are not accepted to particular section. From what i understood from Laxmikanth ( Chap 10 on constitutional amendment)
simple majority = 50% of present and voting

Now, what I think is as follows –
President impeachment – absolute majority (2/3 of total membership) of both houses

Judge’s impeachment, CEC and CAG removal – special majority
Speaker/Deputy speaker/Deputy Chairman – absolute majority
Article 368 – special majority.
The doubt arose because of a paragraph in the chapter “Parliament” (Laxmikanth , 3rd edition) pg 22.15 – Topic: VOTING IN HOUSE. It states President’s impeachment, constitional amendment and speaker’s removal require special majority. So whether President and speaker come under absolute majority (2/3rd of TOTAL MEMBERSHIP) or special majority ( 50% OF TOTAL MEMBERSHIP + 2/3 PRESENT AND VOTING)

Union Public Service Commission will have its full bench meeting on Monday to deliberate the students agitation against the English test in CSAT.
An internal note circulated among UPSC members has resolved unanimously reject the students demand of withdrawal of the English comprehension test.
Senior members of UPSC feel that a mafia of private tutorial colleges are behind this students’ agitation.
The UPSC decision will be final and that is not governed by the Union government.

Arvind Verma Committee has recommended no change in syllabus…and says it is a very well made syllabus.
Leaves it to Central Govt to do what it wants to do now…as it’s role is only advisory even though it is an expert body.
Whatever changes the syllabus may or may not undergo will be done by political parties in charge….as the experts have not recommended any change.
