Why Ranga NAA-KHUSH (unhappy)?
Q. Why is Ranga unhappy with journalists and politicians? Inform “the nation” in 200 words.

Villain Ranga (Jogindar) is also unhappy because mainstream Bollywood directors also releasing vulgar movies & item-songs, thereby affecting his “SUSTAINABLE Livelihood”
- C. Rangarajan has received lot of negative publicity because:
- He kept poverty line to be ridiculously low – Rs.32 for rural and Rs.47 for Urban.
- Therefore He is insensitive towards the poor.
- But Ranga never gave those daily numbers. He had given combined poverty line for a family of five members- Rs.7035 (Urban), which is a plausible number. After all, if you live in a family of five, then some costs will get reduced per head (e.g. rent, lightbill, LPG etc.)
- Besides, if a family spending >7000 per month = their income would be definitely above 7000. So in reality, Ranga has not “insulted” the poor. Infact, He has tried to cover more poor under BPL & Sarkaari schemes.
- Media has derived those “insensitive” daily Expenditure figures (Rs.33, Rs.47) by dividing the monthly Expenditure of five people, then further dividing that number by 30.
- If you objectively convert Ranga’s poverty line into purchasing power parity (PPP), it’s $2.44 per person, per day. And that figure even higher than World bank estimate. In other words, Ranga included more poor in BPL, than even World bank would!
- Thus, journalists and politicians have misinterpreted the poverty line issue- just like they misinterpreted Anti-CSAT movement to be against those 8 easy English MCQs above Decision Making section!
How is 100 million poors increased?
Since Ranga raised poverty line, obviously more people would become “below poverty line”.

why does Hindu keep saying 100 million poors added?

In the Indian economy books writing during Adam Smith’s time, you’d have read poverty line = “2400 calorie in Rural areas and 2100 calorie in Urban areas.” That was Lakdawalla Committee (1989-1993).

Observe that Ranga reduced the calorie requirement- why?
- Because ICMR study report said so. Besides, over the years use of machinery and vehicles has increased, so today’s generation doesn’t require that much “calorie”. Besides, laborers can get extra energy by chewing calorie-free “Gutkha”.

MNREGA Reforms already taken
- Individual bank/PO accounts for All women
- Widowed, deserted, and destitute women identified and covered under MNREGA scheme.
- Designed “schedule of rates (SoR)” for physically handicapped laborers, so they get fair wages despite providing less output.
- Provided convergence with other schemes such as Nirmal Bharat Abhiyan, Panchayat Yuva khel Kendra, ICDS Anganwadi centres etc.
MNREGA: Economic Survey observations
- MNREGA was supposed to a “panchayat-centric and demand driven” program. But ground reality is different.
- Gram Sabha is unaware of its powers. Social audits not done regularly.
- Hardly any Gram Sabha using MNREGA for public works such as Playground, Anganwadi etc.
- Shortage of Technical staff => Delay in work measurement => delay in payment.
- At many places, males find higher wage-work in nearby towns. Therefore only a few women come at MNREGA site. Big projects cannot be taken up due to worker shortage.
- Suggested reform: Use MNREGA for tourism related infrastructure.
- Budget 2014: promised to use MNREGA for creating Agriculture related “more productive” assets.
Scheme #2: NRLM / Aajeevika
- Who? Rural Development Ministry
- 1999: Swarnjayanti Gram Swarozgar Yojana (SGSY). Later renamed to National Rural Livelihood Mission (NRLM). Finally renamed to Aajeevika.
- Wants to lift rural families from abject poverty
- How?
- By 2024, get one person (preferably woman) from each household, into an income generating Self-help groups (SHG).
- By Giving (Bank loans + subsidy + training) to those SHG.
- Economic Survey observation:
- Scheme worked fine for agarbatti, pottery, tailoring and other small business activities.
- But at some places, Government made too much infrastructure investment compared to scope of the given business activity.
Aajiveeka: Budget 2014
- Under Aajiveeka, Women-SHG in backward districts get loans at cheaper interest rate.
- Budget 2014 increased the number of backward districts under this scheme.

- Who? Ministry of Housing & Urban poverty alleviation.
- Earlier called Swarnajayanti Sahari Swarojgar Yojana. Then renamed into National urban livelihoods mission, with following features
- self-help groups: bank credit + subsidies + skill training
- street vendors also get easy loans and skill training
- Shelters for the homeless.

I think Tendulkar committee do not recommended to calculate consumption only on the basis of food. He has used Mixed Reference Period for calculating the consumption. It also included expenditure on education etc. Ranga has recommended Modified Mixed Reference Period.. Value has increased because Ranga has switched back to Lakdawala method of separate poverty line for rural and urban lines. Tendulkar has recommended uniform line for rural and urban.

Dear Sir
You have made correction in your article but please add ”Uniform Reference Period to it”. Only difference between Ranga and Tendulkar is the variability between uniform reference period and mixed reference period. Taking into account expenditure changes on monthly basis throughout india, Ranga has incorporated the same in his method and the same was left out by Tendulkar. #Even poor man spends bit more on Diwali/Eid. This is based upon my understanding of the two committees; Subject to correction.
And regarding that Kerala point. Going by your reference of IYB, the high unemployment rate of Kerala is a two way problem. Female being educated is counted automatically in the eligible labor force of the country and same incorporated in the employment ratios. But the fact remains, whatever they might have earned and supplemented to the family income, is in fact already surpassed by much higher proportions through remittances from abroad. So IYB argument that they are in search of right kind of jobs falls flat to some extent. Again This is based upon my understanding; Subject to correction.

108. (3). Where the President has under clause (1) notified his intention of summoning the houses to meet in a joint sitting, NEITHER HOUSE SHALL PROCEED FURTHER WITH THE BILL, but the president at any time after the date of his notification summon the Houses to meet in a joint sitting for the purpose specified in the notification and, if he does so, the Houses shall meet accordingly. @@
Personal View-
In simple words DEADLOCK is a case/condition to call a joint sitting but only if President (government) proceed further with the provisions of Article 108 (3) (I think it was not happened in the case of vendor protection bill). As the time limit to pass a Ordinary Bill not provided in the constitution, this six month case is a facility for government to pass a Bill after six months detaining by any second House. But what if government don’t want, then the cases of vendor protection bill happens.
I think the important word here is “the president may….notify”. SInce the word “deadlock” is not mentioned in the constitution it is upto the president (read government) to decide whether the conditions mentioned in Art. 108 have caused a deadlock. If he feels so he can call a joint sitting. However if he knows that there is no such problem he does not exercise the option. Calling the joint sitting is not compulsory because it is written that the president “may” choose to do so.

Of course….we should not attempt that..such questions might be not in ques. Paper…
Different interpretations there. Somebody telling Q paper may be printed so we need to just leave that Qs.
Some others telling “These marks are not taken for merit” but incase if candidates marks less than min qualifying marks for that purpose marks from these questions will be counted!
But that is immaterial because if somebody get ~70 in Paper II, there is almost no chance for them to clear Prelims cut-off ~250.
Unless UPSC issues a notification as regards English marks in Paper 2 will not be counted, nothing is confirmed. The govt in parliament has merely said English marks will not be counted. However, it is to be seen if UPSC accepts it. So as of now, unless UPSC comes with a new notification regarding the changes, the exam pattern remains unchanged i.e English marks would be counted in prelims.
Thta’s true…nothing should be assumed until UPSC puts up some notice … moreover, the MOS had said in the parliament that English marks ‘should not be added’…he didn’t say ‘will not be added’. This means, nothing is sure as of now
How is that Kerala which has HIGHEST RURAL UNEMPLOYMENT has HIGHEST PER CAPITA RURAL EXPENDITURE?
Because a lot of mallus have their near and dear ones working outside in middle east (recent news: mallu nurses in iraq) and sending money to their home. Thus, their near and dear ones have a lot of money to spent (thanks to good exchange rate). Thus, kerala having high expenditure values. Male members working abroad –> Sending money to their wives and kids and parents –> High expenditure in India.

Kerala’s high unemployment rate is due to it’s improved education facilities and high enrollment rates, and not due to lack of money…
yes unemployment in Kerala is due to better living opportunities, high grass enrollment ratio and partly due to lack of industries, you can compare this with developed countries scenario…it has nothing to do with lack of money
Due to high literacy levels and high enrollment rates esp in higher education (too much highs here :)) people there prefer to spend time in education …. moreover, due to high literacy rates of even females, the number of job seekers (labour force) is higher resulting in higher unemployment (which is the ratio of work force and labour force)…
Kerala is facing a demographic dividend and an unprecedented change in the employment pattern because of following reasons.
1. The education level has gone up in the state as seen in the latest CENSUS 2011 report, above 90%. So if a person is educated, then most unlikely he is to take up unskilled/manual labour work. So it has become hard to find a labour in the state. It is not the short fall of employment opportunists in the state of Kerala but the unwillingness in the part of educated Kerliets.
2. The second reason is that the foreign money remitted back in the state by the educated Keraliets working in the golf countries is going to other states like Bihar, Jharkhand and Odisha the through the labours drom these states. It is a very interesting fact, because as unskilled labour is scared in the state and daily wages are about Rs. 600 per day, the contractors are supplying the labour from these states at a low cost of Rs. 250 to Rs. 300 and taking the rest of the amount. So in this way the state income is channelising to other states.

But how we can conclude S4<S2?
S1 S5 S2 S3 (descending order)….is the point on which one can reach easily. Now, say value of S3 is 2x then this implies value of S2 as 9x and S1 as 18x. As value of S5 is between 18x and 9x, value of S4 (Half of S5) will be between 9x and 4.5x. Thus S4 is greater than S3 (=2x) and lesser than S2 (=9x). Thus answer is C.

In the first case, the book was enlisting the different roles/powers the President has to exercise. Judicial here meant giving judgement regarding the convicts.
In the second case it means, whose recommendation is needed to make such a judgement. For granting repreive etc. he needs recommendation from other members of the executive PM, cabinet etc. and not the judiciary (that is SC) etc.
