question is worded so vaguely that it can’t really be answered. Of course there’s almost always a choice among different responses to aggressive acts. But what specific aggressive act are you talking about? A couple of soldiers cross the border for a few minutes and steal some cigarettes from a store? Or somebody drops a dozen nukes on large cities? And what’s the history behind the incident? Stuff like that
