- Those of you, who [unfortunately] failed in the UPSC CSAT 2012 exam: there is no point in joining the cut off speculation game prevalent on various online forums- it will only add insult to your injury. Many of you will feel “I ticked answers worth XYZ marks and still not selected, but another person online who claims to have ticked answers worth only ABC marks is selected.” So browsing such forums and threads will only increase your agony.
- If you want to find out the truth about what went wrong in your case -“How many marks did UPSC actually give to you and what was marks of the last guy who got selected in your category?” then better ask UPSC to give you the photocopy of your OMR answersheet and the official answerkey and the number of marks officially allotted to you and to the last guy in your category.
- Everyone who fails in the prelims, either fades away or gives another attempt. All these years, this attitude from our side has turned UPSC into a Lord Curzon- otherwise what is so sacred about prelims that UPSC doesn’t publish the marks of every candidate? If only 10000 failed candidates file RTIs asking for marks, the UPSC staff will get tired digging through computer database to take print outs of every RTI applicant’s marks and their boss will get tired signing each RTI-reply letter, and next time they’ll upload the result + marks of each candidate right on their official website to save themselves from this fatigue. (or atleast I hope so.)
How to file RTI to know the score?
Please note that, UPSC might not immediately the give the information citing “the Examination process is not yet complete, because the Civil Service Exam 2012 will complete only when final merit list is published somewhere in April-May 2013.
But doesn’t hurt trying the luck for Rs.15 (10 for IPO and 5 for postal stamps). So, here is the standard procedure to file an RTI to UPSC, inquiring about marks. (IPS LCE candidates can also use this letter, just replace CSAT-2012 to IPS LCE 2012)
Step 1: Copy paste the draft RTI application
Copy paste following letter in your MS Word program (or manually write this in a plain paper.)
Replace XYZ with your name and roll number at appropriate places.

CPIO-Joint Director (Examination),
UPSC,
New Delhi
Sub: Application under RTI 2005, about CSAT 2012 Result
Sir,
Provide me the following information regarding Civil Services (Preliminary) Examination 2012 [also known as Civil Service Aptitude Test (CSAT) 2012.]
- Official Answerkeys for Paper I and Paper II.
- Photocopies of OMR Answersheets of Roll Number XYZ.
- Marks allotted to Roll Number XYZ in each paper.
- Cut off marks of each category (Gen,ST,ST,OBC,Ph) in CSAT 2012.
Along with this letter, I’ve attached the Indian Postal Order Worth Rs.10, as RTI Application fees.
Yours sincerely,
XYZ
Step 2: IPO worth 10 Rupees.
Go to nearest post office, ask them to provide a Rs.10 Indian Postal Order.
Write “Accounts Officer, UPSC, New Delhi” on it.
Write the date and Tear out the slip from left hand side as evidence. and ask the clerk to “cross” (put stamp on) the IPO.
Step 3: Envelop
From the same post office buy an envelope worth Rs.5 OR take a blank evenlope and affix stamps worth Rs.5 as postage charges
Now slip the Drafted RTI application Letter + the Rs.10 IPO in this envelop and send it to following address
Union public service Commission (UPSC),
Dholpur House,
Shah Jahan Road,
New Delhi-110069
Wait for 40 days. (yea the RTI act says 30 days but the timer starts only after UPSC receives your letter. 10 days are added by me, considering the time it takes to send and receive letter to and fro)
And please note down the details of date when you sent the letter + serial of IPO as evidence.

Dear Neo007, caste does play a very significant role in all sectors of employment except at those sectors,where efficiency is worshiped,cherished and uncompromised . And Civil Services falls under the former,therefore CASTE plays a huge role in CS career. Apart from relaxation in selection, there is also flexibility in promotion for backward caste groups. but caste has no role in transfer related matters.
@ STRIVE FOR JUSTICE-Thanks for your consistent support sir. its very soothing and encouraging to hear the word of reality from some sections of those in authority and thus carry a lot of weight for those like me who believe in realization of rationality. its not an easy survival even at the level of psychological existence in midst of everyday face to face encounter with some of the most unaccountable happening in the country or 1.2 billion, something which disgrace the idea of demographic dividend. I had also filed an RTI application to UPSC for CSAT 2012, got a reply back that I did not sign my RTI letter and that they cannot provide info at this stage because CSE 2012 is not yet complete. They did not mention section 8 (1) (i) of RTI 2005 in their reply.
I would like to know whether to send another RTI, this time signed, or to file appeal against CPIO’s order to FAA?

Can a SC candidate(who has appeared in his category in 2012 PT and also cleared it) appear as a GEN candidate next year. How will be his attempts counted then? Also, can this question be asked from the UPSC through and RTI?

yes- can change category every year.
yes- attempts will be counted. if he has already given 5 attempts as SC then he cannot appear as Gen, because Gen allow only 4 attempts and he has crossed it.

Hi friends, after a long duration i am here to share some interesting facts about human behavior.Recently I met my college junior who was once guided by me for preparing the civil services examination. this year he was selected in CSE-2011 and he entered into IAS.I remember, last year when i was in delhi for some days in November,he had just written his last mains exam(4th attempt). He shared his frustration of being a general category student and he had a tremendous resentment against the restriction of no of attempts of 4 for general category candidates.Because then he was uncertain about his result. And after his unexpected selection in the exam,I saw his interview in a magazine,where he says, ” in my view,4 attempts are sufficient” . When he came to visit me last week,I asked him, whether the success or failure excavates someone’s real personality, or its the opportunistic personality that waits for an opportunity to spread its real color. He feel ashamed and speechless. I an sure U might have come across such Toppers, whose voices changes at the blink of success. Even they suggest some authors or books which they might not have seen during their preparation or they only heard from teachers.Therefore I wonder how UPSC claims to be the recruiter of the best talents (like those )for this services. Because,such opportunistic servants will not render services to the common man rather they will take the governance to its nadir.

answer is most likely “no.” because pharma mark-sheets don’t explicitly mention any subjects required for IFS minimum edu requirements.
but you might want to file R.T.I to get official word of UPSC on that.

To the some extent, most of the recruitment agencies in India are Transparent, that is, like SSC, some SPSC’s disclose cut off marks, provide key answers & copy of OMR sheet, give good response to RTI application etc. But Why the UPSC so reluctant to work in the same way? What is the rationality of the UPSC behind this stand? Is there any National interest that preventing the UPSC to be more transparent? Will there be any negative consequence if the UPSC become more transparent?
Although the UPSC has earned trust and faith of majority of aspirants due to its outstanding integrity and impartiality, still some doubts are there in many peoples mind. Pleae explain your opinion.

B. Pharma equals Science Degree. You are eligible for IFoS Exam Yaar :)
Dentist and Doctors are also science degree but ineligible for IFoS.
The official requirement for Indian Forest Service Exam is :
A Bachelor’s degree with at least one of the subjects namely, Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor’s degree in Agriculture or Forestry or Engineering of a recognised university or equivalent.

for Government jobs= you’ve to confirm it with the particular office. Because if there is online-application system, your application may get rejected.

i think they forwarded the application to UPSC after five days. so wait for some more days. if no reply, then file an application to the FAA, MoEF “i had filled R.T.I on so and so date with xyz number IPO, have not recieved reply.”
