Background
After the change of civil service (Mains) exam syllabus in 2013, UPSC aspirants had been demanding additional age/attempt limit. Large scale protests organized during December session of parliament..
So far, UPSC and Personnel ministry had shown an indifference to these demands (as per the Minister’s reply in Rajya Sabha and RTIs to UPSC and Personnel Ministry.)
But now, Personnel Ministry’s official site has uploaded a new PDF notification:
Link: http://persmin.gov.in/AIS1/Docs/MoreAttempts.pdf
It reads:
Subject: Civil Service Examination- Relaxation of number of attempts
The Central Government has approved “two additional attempts to all categories of candidates w.e.f. Civil Services Examination 2014, with consequential age relaxation of maximum age for all categories of candidates, if required.”
—end of copy paste—
Then upper age limit turns out to be General = 32, OBC = 35, SC/ST=37.
For more elaboration, wait for some update/press release to come on upsc.gov.in/.

Quote : “Today’s government order will especially benefit those aspirants who have exhausted their four attempts and running 30 years of age.
“Such aspirants will get two more attempts till 32 years of age,” a senior official of Personnel Ministry said. The rules will soon be notified by the government for further clarity non age relaxations, he said. The age relaxation of up to 32 years will not be given to those candidates who have exhausted six attempts before 30 years of age, the official added.”
Unquote.
Hope that provides some clarity in a clutter of so many speculations. Cheers. And all the best everyone :)
i am not able to understand that whether this age relaxation and attempt is for permanent or only for 2014 & 2015?
The link is modified now . Now it has removed these lines. Moderator please remove my previous comment. and this one too.
The language now says ” Those aspiring for the civil services can now make two additional attempts at clearing the prestigious exam and can try till they are 32…. The government’s decision will impact candidates who have exhausted six attempts before 30 years of age. “
There have been precedents of UPSC allowing extra attempts in view of major changes in the exam pattern. In 1979, when the pattern was revised substantially, UPSC had allowed three fresh attempts to all otherwise eligible candidates, irrespective of the number of prior attempts.

Hi Mrunal,
I have a doubt pls clarify.
DoPT has increased only 2 attempts with out compromising the age prescribed already? For e.g: if a OBC candidate can have 9 attempts before he/she completes 33 earlier it was 7 attempts. This is what understand when i read the news paper.
Kindly clarify my doubt.

I don’t get why some people here are unhappy with this decision. After all this is for all of us, don’t u have sympathy for those senior players who are giving their last attempt at 30?
they’ll get 2 more chances with 2 extra years.
A very good decision indeed.
thanks to mr. rahul gandhi whose efforts has finally paid off
Dear All,
Mrunal is right .Open persmin.gov.in (official website).Click on what’s new section in the home page.A new window will open. Now read notification No.–6.
Thank GOD,, this is what called Luck for all those like me(attained 30 and still aspired)
Hi Varun.
Thanks for the mail.
I am 32 completed 2 attempts and i belong to OBC. As per the age i have only one attempt this year. Would i have 2 more attempts as per notifaction?
Please clarify.
you probably have 3 more attempts (max) left.(till the age of 35)
Still not very clear, but it looks the age limit will automatically increase irrespective of categories.
fingers crossed.

My DOB 12-12-1980,OBC Category…Already appeared 6 attempt..Can I apply for 2014 Preliminary..?
Pls clear my doubt….I have 2(2014 & 2015) attempts left…so as per the latest modification will i be getting 2 more attempts ie. my attempts will be 4 or it will be 2 only as few are saying that these changes are for 2 years only and after that it will be reverted.
Thanks in advance.

The link is now a modified version. Previously, quoting a senior official of Personnel Ministry, it also said that “The rules will soon be notified by the government for further clarity non age relaxations, he said. The age relaxation of up to 32 years will not be given to those candidates who have exhausted six attempts before 30 years of age.”

age relaxation not happened i hear, only attempts?i will be 28 next month with 2 last attempts in 2014 and 15.will i get 2 more after that?i am a general category chap.
some doubts:
1. if someone giving his 1st attempt in 2014 , will he have 6 attempts ( UR)
2.the additional attempts are for only 2014 and 2015 ??
I also hv the same doubt.
Me too
Wait for UPSC official notification and people with first attempt will anyway have 4 attempts [general] as of now. So you have to worry about it only after 4 years :D
no additional comment only if any one of 31 years or 32 yrs can give 2014 attempt
i also have same doubt, can Mrunal clear this?
same doubt. plz clarify…
it is in general..not for these year only.. it is return in notification “w.e.f..” tht means from CSE 2014 it will be in effect… n not only for 2014…n every one will get two more attempt…whether u r going for first attempt or last one..
those concerned about the authenticity of the news regarding the attempts go to the all India radio news site (newsonair.com) and look. it’s government news agency and they won’t blare out something without checking the truth from the concerned authorities……
so relax!!! it’s all official
…..
Finally, we became a part of Donkey racing instead of Horse racing….DoPT must learn something from IIT-JEE…..
This was first and last attempt for me. last evening, I was sleeping (though not sleeping actually ;-)) with all the hopeless Zeal..tht i am going to do evrything possible to get through with this exam. No matter what, I will put all of my effort and come with a flying color…Honestly speaking, these thoughts were running into my mind out of desperation rather than with confidence..I was wriggling on my bed…when sb clld me tht U GOT TWO EXTRA ATTEMPTS….. I got goose bump..!! Really…?? It was like BLISS for me… tomorrow (12th Feb) is my B’day… n this is most precious gift of my life…(errr….Getting emotional ;-))
I can say tht such decision is not going to harm/damage/degrade (or wtevr u name it…) anything…However there is no limitation for PESSIMISM…..!!!
Thank You
Gandhi Ji
Why the ist and last attempt? Have u already crossed the upper age limit? If so then now u will be having one attempt only ie wid ur 31st yesr coz for general category (UPSC-2015)one should not be 32 before August 2015 and since ur Birthday is in Feb so u are left with UPSC-2014….Plz don’t take it otherwise, m telling coz mine is d same case so get up & start….All d very best
Happy B’day Ashutosh!
Your zeal and excitement is understandable. But why did you end your post with thanking Gandhi G? Did you mean Rahul Gandhi? Because we usually ascribe this title exclusively to only one person: MK Gandhi. I am just curious.
happy birthday dude !
Ashutosh i can understand your feeling , same here .
guys its official.

Hi Mrunal,
Can you pls clarify this query:
My DOB: 13-June-1980; My category = OBC; I gave 2nd (and last attempt as per age limit) in Prelims 2012;
I was not eligible for prelims 2013;(because 2013 notification says “must have been born not earlier than 2nd August, 1983” )
But, with the new exemption as you mentioned – will I be eligible for 2014 exam?
same confusion here
yes mahanrazz you are eligible for 2014 get ready for fight
all the best
thanks akshat..

if required from February 07, 2014 means ?????
It may indicate the date on which the decision has been taken by the govt.
Perhaps.
Respected mrunal sir
Can a aspirant who is now 34 born on march 13 1979 write this 2014 exam? is the age relaxation only for prelims or it is also accounted for mains and interview?
thank you
