- Duration 3 hours. Total marks 250.
- There are TWENTY (20) questions printed both in HINDI and ENGLISH.
- Answer the questions in NOT MORE THAN 200 words each. Contents of the answer is more important than its length. All questions carry equal marks.
- All the questions are compulsory.
- Answers must be written in the medium authorized in the Admission Certificate which must be stated clearly on the cover of this Question-cum-Answer (QCA) Booklet in the space provided. No marks will be given for answers written in a medium other than the authorized one.
- Word limit in questions, wherever specified, should be adhered to.

- Starting from inventing the ‘basic structure’ doctrine, the judiciary has played a highly proactive role in ensuring that India develops into a thriving democracy. In light of the statement, evaluate the role played by judicial activism in achieving the ideals of democracy.

I think I am the worst performer of this year . only 12 in paper 1 and 12 in paper 2 and answer quality was also not good. Now I came to understand how important writing practice is :(
Many people in my center including myself could attempt only 10-12 seriously in paper 1 and only 5-6 seriously in paper 2. Rest of what we attempted won’t count bcoz it was total bakwas. SO DONT WORRY.

i just want to tell you a story…you can realize its meaning …i think so….
one day a man asked another man whether he can put a boiled egg in a standstill position. the person replied positively.. when he was asked to show, he failed to prove. then he asked the other in reply to do so…he did that by cracking the vacuum part of the egg by striking it on the floor… after seeing this, the first person said ,”oh!this is easy! even i could do this in similar attempt”
now you can definitely realize the moral of the story…since you are finding the upsc papers so easy, you must have the required comprehending and analytical capability…
Don’t you find these papers on the easier side than what came in 2013? Quite direct questions in history, also quite straightforward questions in IR. Polity is sheer revision of the fundamentals to be moulded to write an answer. I found last year’s paper more comprehensive and thought seeking. Also the number of questions got reduced, adding to the advantage. Personal view! Don’t wish to demean anybody’s preparation or the attempt :-)

Examiner did not put as much effort as put in Paper 1, which was really good
it is intresting to reduce the questions number from 25 to 20
doest it matter……the question were highly analytical…from last year mains experience its clear that if u just fill d pages u will not get marks…..
However, I find this year’s paper harder than last years. Last year in paper 1 there were direct questions on geography,culture and world history ques were also predictable. This year it is not so.

The question on films and freedom of speech dealt with constitutional provisions & the Cinematography Act, 1952 and the CBFC & had no major connection with sec 66 of IT Act.

the question is a bit different NHRC as a cmplementary body to SC its a 180 degree twist from the first statement which if not properly noted turns ur answer on its head and marks from full to null….. and the article talks about other institution supporting nhrc but question is nhrc supporting SC a real twister of brain….:P

Paper is not biased against hindi medium. If hindi news channels and newspapers do not want to rise above local news and other useless stuff, what can UPSC do? The issues asked/given in english newspapers are the real stuff policy makers worry abt.

start Reading Newspaper ( the Hindu) for comprehension section as well as build ur vocab power. learn basic reasoning and maths upto 10th standard . for this R.S. Aggarwal books of Maths and Reasoning can be very useful. Practice more and more. take previous years question papers n more plz be in contact through email. i m already selected in UPSC.

Federalism works out different for every democracy. Itās mainly a form of two- tier government. There are many factors effecting the working federalism in a country. History plays a vital role.The Indian Constitution was drafted against the backdrop of partition and a divided territory with the prevalent diversity. A strong centre was the need of the hour.
Thus the drafters of the Constitution provided the Centre with extra powers to overcome the prevailing situations.
But, time and again, the States have asked for more autonomy. The States have Governors appointed by the Centre which a keep a vigil over the actions of the State Government. States have raised questions over the prerogatives of the Governor. The Finances are mainly collected by the States but the spending is planned at Centre.
The All India Servants are appointed by the Centre in various States. They largely enjoy autonomy in their working. State Governments cannāt take any disciplinary action against them.
Thus, it could be concluded that the Indian Constitution is in favour of a strong Centre which largely opposes the concept of strong federalism which means nearly equal distribution of powers among the Centre and States.

The Judiciary with the final powers to comprehend the Constitution came with a novel concept of āBasic Structureā. The Legislature could amend any part of the Constitution except the āBasic Structureā.
The Judiciary has now begun acting as an activist. It touched upon newer areas. It has started scrutinising the various roles of the State. The appointment of the CVC, distribution under PDS to the poor and destitute, the cleaning of the Rivers etc. the Judiciary has gone out of its general mandate. The Judiciary has even reduced the role of the Government in the ongoing investigations by asking the investigators to directly report them.

G, you have mainly focussed on judiciary-executive-legislature (SoP) issue..but the question asks how JA has tried to achieve ideals of democracy which include secularism, fundamental rights, justice-political,social, economic, freedom of speech and SoP. You can cite many examples particularly major ones like Vishaka guidelines, electoral reforms-VVIP, NOTA, Section 8 of RPA, Police and civil service reforms recent ones like red-beacon (equality), kashmir floods, corruption-SIT, GM-Technical expert committee..
