UPSC Notification 2015 is out
- online application link: upsconline.nic.in
- Read the notification carefully before applying.
- Last date to pay fees: 18th June 2015.
- Last date to apply: 19th June 2015. Till 23:59 hours.
- Prelim Exam date: 23rd August 2015 (Sunday)
- Total vacancies: 1129. within that, 29 for physically disabled

Age & Attempt limit for UPSC
- Minimum age is 21 years.
- Age is counted on 1st August of 2015.
- Candidate who gave Prelims-2011, is eligible for one more attempt, even if he has crossed the age / attempt limit in following table. Ref: rule 3(ii)C on page 2 of notification
- Candidate already selected in IAS or Indian foreign service (IFS)- not eligible to appear.

Above relaxation are cumulative e.g. OBC candidate from J&K = 32 + 3(OBC) + 5 (J&K) = 40 years up age limit.
What doesn’t count as an attempt?
Ans. If you applied in previous exam, but remain absent in BOTH prelim papers, then your attempt is not counted.
Education requirement
- Bachelor’s degree from a university setup under union or state act or ‘deemed university’ under Union Government C.
- Candidates from last semester can apply, provided that they can show proof passing examination in October /November 2015. Because at that time, they’ll be required to fill up a new form for Mains exam (known as DAF form i.e. detailed application form).
- MBBS candidate must finish internship before interview phase.

Which jobs reserved for PH?
- 13 for Locomotor + 5 for blind + 11 for hearing impairment = total 29 jobs reserved.
- The ‘physical requirement’ for particular service, are mentioned in first table of the notification. from there you can find out whether your given disability is eligible for IAS / IFS or not?
Multiple applications by same candidate?
- Every time you apply, you get new registration ID (RID). you must preserve RID because you’ll have to quote it again in the Mains application form i.e. DAF form.
- If you applied multiple times (because of computer glitch, fee problem or xyz reason) then when downloading hallticket, you should use higher RID. Because higher RID corresponds to your latest application.

OBC alert
To claim OBC reservation benefit in UPSC, you need TWO certificates:
- OBC caste certificate
- Non-creamy layer certificate.
- Non creamy layer status depends on your parents’ income and property.
- It doesn’t depend on your income/property
- It doesn’t depend on your husband/wife’s income/property.
- If your mom/dad is government employee then INCOME criteria doesn’t apply. (e.g. if dad is class3 employee, then it doesn’t matter whether he gets 6 lakhs or 7 lakhs. You’re still non-cream layer. For more, read this PDF file click me)

the no. of attempts for OBC category candidates are 9 not 7. Ref. UPSC-CSE 2015 notification.

mean date between 23 may to 19 june or earlier means near like 20-09-2010. i asked certificate date is 20-09-2010 is valid or not

I have a doubt while I read the notification….
will the marks for CSAT paper 2 be counted? Example lets say Mr X. gets 100 marks in paper 1 but 180 in paper 2.
So for qualifying mains sum total is counted or just the marks for paper 1 (assuming he has cleared paper 2) ?
Pls clarify.

Some one pls help me..
I am not eligible for 2015 as per age limit.(My DOB is 30/07/1983), but I attempted in 2011. Even 2015 notification says I am eligible. I was very happy till filling this year’s (2015) application…thinking that I have given an additional attempt. While filling the application form..it asked me..
*”Have you appeared in 2011″ ther I wrote “Yes”…But after filling and taking the print out of the application..the sentenced changed as “Was CSP, 2011 your last attempt as per CSE,2011
Notificationt”…I was very tensed after seeing this..and couldn’t control my tension…Because 2012 was my last attempt and last year Because of 32 year age limit I got one more chance. since govt declared on 22nd Aug, 2014 that ” ALL THOSE who attempted in 2011 will be given a chance”,Whats my future? I called UPSC. I was informed that only those, whose last attempt was 2011 can give this year exam.
I also called UPSC on Monday after noon. On my doubt regarding additional attempt for those who appeared in 2011, the gentleman told me everyone who appeared in 2011 will get a chance in 2015 regardless of his age.
But when I informed him about the “confusing text” on confirmation page for part 1 of registration : “Was 2011 your last attempt=YES” , He transferred my call to his senior .
Senior gentleman told that additional attempt is meant only for those who appeared in 2011 & also 2011 was there last attempt. When I argued otherwise he suggested I should contact DoPT as they are the one who makes policy .
When I contacted DoPT I was informed everyone who appeared in 2011 will get a chance in 2015 & also asked me to present my case in writing that is formally.
Surprisingly in the evening when I tried to fill Part 1 of registration I found , probably UPSC had rectified the error that is the confusing text on the confirmation page for part 1 of registration : “Was 2011 your last attempt=YES” .
Instead of “Was 2011 your last attempt” it now reads “Have you appeared at CSP 2011”
So from above we can hope everyone who appeared in 2011 will get a chance in 2015 whether or not it was there last attempt.

While filling the form it asked “Have you appeared in 2011″ then entered as “Yes” and once took print then same question written as “Was CSP, 2011 your last attempt as per CSE,2011
Notification” but it’s question is written as “Yes” (which I entered in older asked statement of QU). In short it changed question but still answer remained as “YES” which is not true as Mine last attempt was 2012 and since my DOB is 30/07/1983 so I can appear in CSE 2015 if and only if “ALL Candidates of CSE 2011 r allowed in 2015”. as mentioned in adv that there should not be any false info so I am afraid and toomuch in pressure. From adv pdf it looks like that all those who appeared in CSE 2011 r allowed but while filling this form it is not like that way…..If some one gets clarity then please pass on the info….Mrunal sir please help….Thanks alot
i guess from a plain reading it wud appear that all those who sat for 2011 exam has one more opportunity regardless of age and attempts, so dnt worry and read too much into it.
So in paper 2 will English comprehensive passages are counted or not

Last date is 19th june…u can wait if u want to
other wise fill the form with GENERAl and if later JAT comes under OBC, fill new form with that .
If you have obc certificate then choose obc in form.
after SC judgement on march 2015 Jat are no more in OBC list of govt. of India. if u fill “OBC” in cetagary column it may be treated as false information……………BUT UPSC may be treated U as OBC at any stage if review petition verdict come in favor of Jats or central govt. again put them in OBC list at any stage of CSE-2015
If u are in the central list of obc then go for obc, otherwise go for general to avoid further problems
if you are a Jat from Rajasthan than you can fill in OBC, SC judgement not applicable for Jats of Rajasthan.
If you are from rajasthan than surely you can fill OBC catagory as Supreme Court judgement does not apply for Rajasthan’s Jat

Whatever marks obtained in optional paper will be considered as it is for merit list or considered after multiplying by some factor.

sir, My father is a PSU employee. The posts of PSU is not comparable to govt one’s class-1 grp-A etc. How to know if i come under non creamy or creamy layer under OBC? will wealth test or income criteria will apply. The salary is grtr than 6 lacs.

If annual income is more than 6 lakhs then you belong to creamy layer and if it’s less than 6 lakhs then you belong to non-creamy layer.
Will the prelims paper 2 marks be counted for being called for mains?

So, if you qualify csat-2 , your total pre marks will be calculated on basis of csat-1. Marks obtained beyond 33% in csat 2 will not be considered for pre cutoff . ..?

iska matlab paper 2 ke marks add nahi honge. preleims is a qualifying paper for mains. this means marks are not added for the final result. similarly here csat paper 2 is a qualifying paper , this means your paper 1 will be evaluated only if you secure 33 % in paper 2.
Only paper 1 marks will be used to prepare merit.

My father is an employee in U.P. government ( Permanent ) as an Assistant Engineer, and now his income is above 6 lakhs three years consecutively, So Will I be a Creamy-layer or Non-Creamy Layer Student ?
As Mrunal said “If your mom/dad is government employee then INCOME criteria doesn’t apply.” Will it be applicable to me or Not ?
Kindly help me as soon as possible, SSC registration date is going to be finish and soon UPSC will also.
