UPSC Notification 2015 is out
- online application link: upsconline.nic.in
- Read the notification carefully before applying.
- Last date to pay fees: 18th June 2015.
- Last date to apply: 19th June 2015. Till 23:59 hours.
- Prelim Exam date: 23rd August 2015 (Sunday)
- Total vacancies: 1129. within that, 29 for physically disabled

Age & Attempt limit for UPSC
- Minimum age is 21 years.
- Age is counted on 1st August of 2015.
- Candidate who gave Prelims-2011, is eligible for one more attempt, even if he has crossed the age / attempt limit in following table. Ref: rule 3(ii)C on page 2 of notification
- Candidate already selected in IAS or Indian foreign service (IFS)- not eligible to appear.

Above relaxation are cumulative e.g. OBC candidate from J&K = 32 + 3(OBC) + 5 (J&K) = 40 years up age limit.
What doesn’t count as an attempt?
Ans. If you applied in previous exam, but remain absent in BOTH prelim papers, then your attempt is not counted.
Education requirement
- Bachelor’s degree from a university setup under union or state act or ‘deemed university’ under Union Government C.
- Candidates from last semester can apply, provided that they can show proof passing examination in October /November 2015. Because at that time, they’ll be required to fill up a new form for Mains exam (known as DAF form i.e. detailed application form).
- MBBS candidate must finish internship before interview phase.

Which jobs reserved for PH?
- 13 for Locomotor + 5 for blind + 11 for hearing impairment = total 29 jobs reserved.
- The ‘physical requirement’ for particular service, are mentioned in first table of the notification. from there you can find out whether your given disability is eligible for IAS / IFS or not?
Multiple applications by same candidate?
- Every time you apply, you get new registration ID (RID). you must preserve RID because you’ll have to quote it again in the Mains application form i.e. DAF form.
- If you applied multiple times (because of computer glitch, fee problem or xyz reason) then when downloading hallticket, you should use higher RID. Because higher RID corresponds to your latest application.

To claim OBC reservation benefit in UPSC, you need TWO certificates:
- OBC caste certificate
- Non-creamy layer certificate.
- Non creamy layer status depends on your parents’ income and property.
- It doesn’t depend on your income/property
- It doesn’t depend on your husband/wife’s income/property.
- If your mom/dad is government employee then INCOME criteria doesn’t apply. (e.g. if dad is class3 employee, then it doesn’t matter whether he gets 6 lakhs or 7 lakhs. You’re still non-cream layer. For more, read this PDF file click me)

no___don’t do like that.U have to consider it as 57% only.Many times 59.99 is not considered as 60%(u know it). Same logic is applicable to u,so mention it as 57%.
Hello sir. I wanted to know that if we score more than 66 marks in the paper 2 of prelims then will that mark be counted or added anywhere in our total marks for cut-off or cut-off will be based only on paper 1 + 66 marks in paper 2??
what is the validity of OBC certificate

My father is an employee in NOIDA authority, i just want to know whether i am eligible for OBC reservation or not (since creamy layer status of the children of government employee is not dependent on salary but on the class), since it is not clear whether NOIDA authority can be called STATE GOVERNMENT. Many people have different views, like its not part of state government, it is separate from state government.
Can you please throw some light on the actual status or tell me how can i myself confirm about it.
Or if any other person here can help.

No..I think its not good idea. Public Administration is much easier than Political Science. U can finish the Pub. Ad. quickly than Pol.Sci.
Pol Science is good if you had it at honours level; otherwise a bit difficult to compete in 3 months time, but not impossible. Advantage is that it is interesting and can make for a good read.
my father is class3 govt employee, then income criteria should not apply(income exceeds 6lakhs) to get OBC certificate. But if i ask for OBC certificat to our tehesildar they ll say your father’s income exceeds limit so v cant give u certificate so i took the creamy layer copy to show them that “income from salaries or agri land shall not be clubbed” but they said v ve not got this circulation.

My father is a RETIRED headmaster(state govt empl, at first he joined as a group d officer then promoted, even promoted as HM after his 50th age), and my mom too working as a teacher(state govt) with payscale of 9300.. VAO officer says that they can take only the income as a base not the govt posting….if a person’s parent get salary above 25000 means they wont give obc non creamy layer,also they refuse to give me non creamy layer cert…. If u can pls help..pls send the link of GO for OBC criteria for government employee son/daughter…That only can help me to prove him..
While filling the ‘Registration form’ , what do I fill for ‘ Do you belong to minority’ ? I belong to SC category and does that come under minorities ?

I called UPSC on Monday after noon. On my doubt regarding additional attempt for those who appeared in 2011, the gentleman told me everyone who appeared in 2011 will get a chance in 2015 regardless of his age.
But when I informed him about the “confusing text” on confirmation page for part 1 of registration : “Was 2011 your last attempt=YES” , He transferred my call to his senior .
Senior gentleman told that additional attempt is meant only for those who appeared in 2011 & also 2011 was there last attempt. When I argued otherwise he suggested I should contact DoPT as they are the one who makes policy .
When I contacted DoPT I was informed everyone who appeared in 2011 will get a chance in 2015 & also asked me to present my case in writing that is formally.
Surprisingly in the evening when I tried to fill Part 1 of registration I found , probably UPSC had rectified the error that is the confusing text on the confirmation page for part 1 of registration : “Was 2011 your last attempt=YES” .
Instead of “Was 2011 your last attempt” it now reads “Have you appeared at CSP 2011”
So from above we can hope everyone who appeared in 2011 will get a chance in 2015 whether or not it was there last attempt.

Also, is there any change in age next year or reducing the upper age limit to 30 years ?
I think you need to satisfy 2 criteria.. firstly you should have appeared at 2011 attempt..second to this is that 2011 should have been your last attempt as well… understand the intent why 2011 folks are given attempt… due to late changes in pattern of exam, prelims, sarkar agreed to give another chance…. so if 2011 was not your last attempt then you had a full fledged attempt of 2012….. that is the reason why it says 2011 was your last attempt at the printout….

You are wrong…anyone who appeared in 2011 are eligible….either last attempt or not? UPSC has changed the pattern without prior notice…so, UPSC has given one more chance to those all who appeared for the exams in 2011
Did you appear in 2011 CSP? Even though I have appeared CSP 2011 but it was not my last attempt, so I have mentioned it as “NO”. Am I correct in writing “NO”? Thanks
I want to clarify one more thing about my previous question. The notification said that for OBC 9 attempts and 35 years. So I still have attempts left in terms of age and attempts. But I have given 2011 but it wasn’t my last attempt, so I have mentioned it as “NO” because I think this part is only for those who have given 2011 as their last attempt. After last year’s new changes of giving 2 additional attempt to all the candidates, this year is my last attempt in terms of age and attempt. So what should I write in “CSP attempt 2011 column?”. Again in short, I have written 2011 but not my last attempt. This year is my last attempt both in age and attempt? So what is my status regarding 2011? just because 2011 was not my last attempt, Am I not eligible this year in spite of having one attempt both in age and attempt? Thanks

i have selected” yes” for 2011 attempt option. I had appeared in 2011 but i am from st category and did not exhaust age limit.
will there by any problem or should i submit another application with “no” option.please help me on this.
