UPSC Notification 2015 is out
- online application link: upsconline.nic.in
- Read the notification carefully before applying.
- Last date to pay fees: 18th June 2015.
- Last date to apply: 19th June 2015. Till 23:59 hours.
- Prelim Exam date: 23rd August 2015 (Sunday)
- Total vacancies: 1129. within that, 29 for physically disabled

Age & Attempt limit for UPSC
- Minimum age is 21 years.
- Age is counted on 1st August of 2015.
- Candidate who gave Prelims-2011, is eligible for one more attempt, even if he has crossed the age / attempt limit in following table. Ref: rule 3(ii)C on page 2 of notification
- Candidate already selected in IAS or Indian foreign service (IFS)- not eligible to appear.

Above relaxation are cumulative e.g. OBC candidate from J&K = 32 + 3(OBC) + 5 (J&K) = 40 years up age limit.
What doesn’t count as an attempt?
Ans. If you applied in previous exam, but remain absent in BOTH prelim papers, then your attempt is not counted.
Education requirement
- Bachelor’s degree from a university setup under union or state act or ‘deemed university’ under Union Government C.
- Candidates from last semester can apply, provided that they can show proof passing examination in October /November 2015. Because at that time, they’ll be required to fill up a new form for Mains exam (known as DAF form i.e. detailed application form).
- MBBS candidate must finish internship before interview phase.

Which jobs reserved for PH?
- 13 for Locomotor + 5 for blind + 11 for hearing impairment = total 29 jobs reserved.
- The ‘physical requirement’ for particular service, are mentioned in first table of the notification. from there you can find out whether your given disability is eligible for IAS / IFS or not?
Multiple applications by same candidate?
- Every time you apply, you get new registration ID (RID). you must preserve RID because you’ll have to quote it again in the Mains application form i.e. DAF form.
- If you applied multiple times (because of computer glitch, fee problem or xyz reason) then when downloading hallticket, you should use higher RID. Because higher RID corresponds to your latest application.

OBC alert
To claim OBC reservation benefit in UPSC, you need TWO certificates:
- OBC caste certificate
- Non-creamy layer certificate.
- Non creamy layer status depends on your parents’ income and property.
- It doesn’t depend on your income/property
- It doesn’t depend on your husband/wife’s income/property.
- If your mom/dad is government employee then INCOME criteria doesn’t apply. (e.g. if dad is class3 employee, then it doesn’t matter whether he gets 6 lakhs or 7 lakhs. You’re still non-cream layer. For more, read this PDF file click me)

i have selected” yes” for 2011 attempt option. I had appeared in 2011 but i am from st category and did not exhaust age limit.

If someone had appeared in 2011 but has not yet completed the age of 32 and has not exhausted all 6 attempts…so while filling the form does such candidates need to select ” yes”? candidates who appeared in 2011 will be given additional attempt in 2015, so does that means the 2015 attempt for those appeared in 2011 is over and above the 6 attempt limit? Plz clarify..as i have to fill the application form..

How to fill percentage column if you have GPA system for graduation level. For example my GPA for last sem is 6 and CGPA for all sems is 5.13.

You have to divide your CGPA by the maximum CGPA whih could have been accomplished. For example, if you have secured a cgpa of 5.13 out of say 8 then divide 5.13 by 8 and then multiply it by 100 to get the percentage.

as u are within the age limit of 32 years of general category so u don’t require any age relaxation.u should fill NO here.

You can write “NO”. As of 2015, one should not cross 32 yrs of age. So you are well within the 32 years. So being an OBC you can claim for age relaxation only if you have crossed 32 yrs. for OBC (32 + 3 = 35) and 9 attempts as of this year’s notification. I think you can very well say “NO”. SO this being your 7 attempt, pl do not forget to mention ur case as “OBC” because as per the number of attempts, now u r utilising ur OBC’s number of attempt. General are allowed 6 attempts. OBC 9. And make sure you are in Non-creamy layer.

I had appeared for CSE 2011 which was my first attempt and I have not yet exhausted my attempts and am within the age limit. So I was confused while filling up the form relating to “Have you appeared in CSE 2011”. When I called the UPSC Facilitation counter, they told me to mark No as answer as I am already eligible for CSE 2015. Now while reading the notification, it seems that the above question was meant for those who were otherwise ineligible for CSE 2015. But that question was really confusing indeed.

Can u check once in the rule of exclusion ‘C’ and let me know, its a bit confusing. It is said that the officers of central govt n PSU s r excluded and asked to refer condition ‘VI’. But in VI, in the explanation it is given that salary is not included. So i m in a state of confusion. can u clarify?
