Background
After the change of civil service (Mains) exam syllabus in 2013, UPSC aspirants had been demanding additional age/attempt limit. Large scale protests organized during December session of parliament..
So far, UPSC and Personnel ministry had shown an indifference to these demands (as per the Minister’s reply in Rajya Sabha and RTIs to UPSC and Personnel Ministry.)
But now, Personnel Ministry’s official site has uploaded a new PDF notification:

It reads:
Subject: Civil Service Examination- Relaxation of number of attempts
The Central Government has approved “two additional attempts to all categories of candidates w.e.f. Civil Services Examination 2014, with consequential age relaxation of maximum age for all categories of candidates, if required.”

Then upper age limit turns out to be General = 32, OBC = 35, SC/ST=37.

This notification (if genuine) has not mentioned age limit factor clearly.
‘Consequential Age Relaxation’ should mean that the importance is given to the aspirant completing the number of attempts (=6).
So,
a) if a person with 23 age has 6 attempts left then his upper limit age would remain 30.
b) if a person with 29 age has 3 attempts left then his upper age limit would be 30+2 = 32.
@mrunal sir pls reply ….i am some what confused regarding the age issue ,although they have not clarified everything bt still pls reply acccording to your interpretation .
i am dec 1985 born …general category and,have given 3 attempts it means i have just one attempt left prior to this notification.but as this news came ..so it means i have 2 more with the age relaxation (32) or wthout age relaxation. please clarify my attempts left and till what age i am eligible to give ..please please reply sir n other aspirants.

I think,we all should prepare and keep patience till may-2014…only official notification will clarify….
…upsc will not disclose anything before that…so that students are confused and UPSC can enjoy their stress till last moment…
..This decision comes at a time when General elections are to be held…we may better understand the purpose of this decision…but anyways,if notification of csat-14 will be on the same lines,we are the one who is going to become IAS.

It is true. I also got update on News Hunt….
My eye sight is -ve 4 ,so according to the physical standard we are not fit upto -4 so Please increasing this condition in civil service exam. Many students not able to qualify in the physical standard after clearing the paper due to this eye sight condition . Civil service is the most admired job in govt sector but every one has to apply this . Eye sight is now a days a common problem found in every one and major of the eye sight problem due to environmental pollution and un nutrioned food .so this criteria at least extended to some extend as this criteria is not present in IBPS any PSU and also SSC.

you are eligible for at least 1 attempt. as far as 2nd attempt is concerned, wait till notification
Yes you are eligible for 2 more attempts even if you have exhausted all your 4 attempts.
No offense bro but why are you wasting more time on this exam. 4 unsuccessful attempts means it is time to move on.

SOME CLARIFICATION REGARDING THE ANNOUNCEMENT —
first of all these changes regarding attempts are permanent and not temporary,
regarding number of attempts, general will now have 6 attempts. OBC 9, SC/ST 15 as of today but with same age limit of 30, 33,35 yrs respectively.
-if one had exhausted age and attempt in 2010 he is not entitled for these relaxations.
-if u are under age in 2010 u will get the benefit of 1 attempt.
-for student whose age will be over in 2011 will got 2 attempt and 4 yr age relaxation.
-for student whose age will be over in 2012 will got 2 attempt and 3 yr age relaxation.
-for student whose age will be over in 2013 will got 2 attempt and 2 yr age relaxation.
hope i have cleared the doubts of everyone

The notification can be interpreted in the following way:-
The relaxation of 2yrs/2attempts will be applicable only for 2014 & 2015.
That means person who is reaching age limit in 2015 will not be benefited.
This is only beneficial for who exhausted their age limit/attempts in 2013.
i.e.
for general
1) those who have 28 years or less and attempted 2 or less chance – no benefit
2) 29 year or 3 attempts – 1yr/1 attempt extra as the case may be.
3) 30 yrs or 4 attempts- 2yrs/2 attempts extra as the case may be.
For OBC
1) less than 31 yrs or 5 or less attempts – no benefit
2) 32 years/6 attempts – 1yr/1 attempt extra as the case may be.
3) 33 yrs or 7 attempts- 2yrs/2 attempts extra as the case may be.
for SC/ST
1) less than 33 years – no benefit
2) 34 years – 1yr as the case may be.
3) 35 years – 2yrs as the case may be.
Reason:
The candidate who is appeared for his 2nd last/last chance in 2013 is at disadvantage due to following reasons:
1) less time for study for the main examination.
2) No accumulation of knowledge as they have appeared with other syllabus for their initial attempts.
On the other hand, candidates who are appearing fresh have the advantage of knowing the syllabus in advance and they can accumulate knowledge over the period of time.
Therefore, candidates appearing for their 2nd last/last chance deserve this relaxation.
Can a aspirant who is born on 13th march 1979 with 2 more attempts can write this years prelim? what critera is used for fixing the age limit? Is he applicable for this age relaxation.

Category of aspirant is not clear. Age is calculated as on 01 Aug
so, if he is general then Age on 01 Aug 2014 will be 35 years – so not eligible.
however if he is OBC, then he will be eligible as max. age for OBC now will be 33+2 = 35 so one more attempt is allowed.
Can a OBC candidate who is born on 26th July 1979 write this year’s prelim? Please clarify my doubt ASAP

now mrunal bhai can give upsc if my age calculation is not wrong. bcoz after pharmacy ,2009 spipa, ma in ignou after all calculation still its not 32.. so best of luck to the person who helped me lot.
@Suraj- your explanation looks plausible but it will render freshers into disadvantageous condition because of stiff competition in next two years.Lets hope that everyone get benefit out of it
You are right especially in case of optionals, because pattern of optional paper remains the same (i.e. do 5 out of 8 questions). only thing the weight-age has been reduced two optionals to one optionals.
Again in case of GS papers seniors have an disadvantage because they have to undo their previous learning pattern as focus is shifted.
So, the advantage evens out.
Yes, competition will increase and i think cut off (esp. CSAT) may go up.
