How to approach Polity in CSAT-2015?
Yes, after all the purpose of doing this answerkey majoori is not cut-off speculation but to fine tune strategy for next year.
- NCERT Political science must be read. Even though no questions came from CSAT-2014), but it has its utilities.
- Indian Polity by M.Laxmikanth (Tata Macgrawhill Publication) must be used as Base-book for polity theory. All chapters, appendix must be prepared in thorough detail, all mock questions must be solved. Although recent exams have been mainly focused President, parliament and DPSP chapters and overall easier nature of question compared to last year. BUT you cannot take anything for granted in UPSC.
- India Yearbook’s Chapter 3 (Polity) must be read.
- Polity Current affairs must be prepared throughout the year, from TheHINDU.
- Because, even though current polity not asked in CSAT-2014, but Mains-2013 GS paper II descriptive questions on polity, had the current flavor.
- Besides Current Polity important for interviews and backup exams (SSC, CAPF) etc. anyways.

In other words Governor doesn’t have “Discretion” in appointment of the minister.
Therefore, #2 is wrong. Eliminate choices involving number 2.

But the word “no confidence motion” itself is not given in Constitution itself, it comes from Rule 198 of LokSabha Rules. Therefore statement 1 is right, NCM not in Constitution.
- Same chapter page 22.29. Rajya Sabha cannot pass cannot remove council of ministers by passing no-confidence motion. Meaning- statement 2 also correct- no confidence motion can be introduced, only in Lok Sabha.
- Therefore, Answer C Both 1 and 2 correct.
Counter view:
No confidence motion can be introduced in Vidhan Sabha therefore statement #2 is wrong. because it uses the word “only” Therefore, answer is (B) only 2.
Final Answer? UPSC’s official answerkey. sometimes they drag the “only” logic, sometimes they don’t. (as i’ve observed in some of the economy questions in past exam, so pendulum can swing either way.)

I have never involved myself in any conspiracy theories but today i am bent to do so after brainstorming on this year’s paper. The pattern , marks distribution, the types of questions on adivasi rearing wool, on sarees, birds sitting on cattle didnt make sense to me being a upsc aspirant. After considering analysis of past papers, I am sensing a kind of trend in alternate papers.
2011- a person from civil engineering is able to answer good amount of questions bcoz he had ‘environmental engineering’ as a subject
2013- good enough questions pertaining to upsc ,not much proportion of environment bias
2014- bias again on environment

My 2 cents on the Question: “A Constitutional Government is one which…”: Imagine two polities – one with a constitution and another without a constitution. The primary difference between the two would be that the polity with the Constitutional Government, i.e. a government which derives its powers from the constituency of the people (citizens) would effectively “place effective restrictions on the Authority of the State” i.e. the government, “in the interest of individual liberty (of the people who formed the constitution”. A real example of this would be the inflexible constitution of the USA which curtails the powers of the State through the 2nd amendment (of the US constitution). However, in a polity with no constitution, both the State, i.e. the Executive power (or a benevolent dictator) may choose to “Place effective restrictions on individual liberty in the interest of State Authority” and also provide some rights and liberties to the people for well functioning of the State, i.e. “Place effective restrictions on the Authority of the State in the interest of individual liberty.” A real world example of this would be the Republic of China where there is no Constitution. The State in China does not derive its powers from the people. Hence, the correct option, in terms of the idea and concept of a “Constitutional Government” should be the 2nd option only.
Additionally, there is no mention of the “Indian” constitution. So we can’t defend option 1 on the basis of limitations the question has already put.

Thanks for the effort, but you can cut down a bit on aggressive marketing of “Laxmikant”, specially when the results are not so outstanding. Unfortunately, it sounds similar to sundry coachingwallahs (N questions out of 2 kg material/book). Since the questions were easy and conventional, they can be found in all books. This is a free service (btw I have disabled my adblocker for this site) so I can only request you to be more subtle. I fundamentally disagree with Laxmikanth as source for CSE preparation. This is very bulky and offers too much fine print to mug up in one lifetime.

I’m surprised you find it so hard, it can be done comprehensively in a few months. A lot of people have done it. There can be debates on if this book is the best or not but frankly that would be an epic waste of time. What is a fact however, is that this book has benefited a lot of us greatly. Mrunal’s advice is fair and sound.
hey, I don’t think you got what he is trying to say. He never said Laxmikanth is not good but he said that there are other books as well and such basic concepts are there in every book, So why do an aggressive marketing for this book? they could have just mentioned its name in between somewhere and not project it as the only book available. I think you did not understand what was aggressive marketing. :P
No Other book so far can be better, best and possible than M.Laxminkanth. Don’t need anything else when it comes to Indian Polity.
Political Science Theory is altogether a different story.

laxmiknth helps u to streamline your polity prepartion. . For mains it has almost become useless. In civil service preparation if u cannot read a book of laxmikanths size then u should apply for high school level exams. Don misguide newcomers. If mrunal wanted to promote some useless books he could have done vey easily. U have vested agenda and i feel no problem if mrunal earns some income by promoting right study material. He has always emphasized that laxmikanth is a base material not the final. And by the way genius whats your alternative suggestion. Pay 50000 and study photostat papers in a dingy room of mukherjee nagar.
Laxmikanth is very good book & it can be read with in the limited time not like other books.This book will be useful for prelims and mains.
Bhai, I don’t agree with your view. For a starter Lakshmikanth is definitely the right one. I have read DD Basu and kashyap which are also of good quality but if I am asked, I will suggest lakshmikanth. It has modularily arranged chapters and the language is also simple. Also Mrunal never have asked you to buy that book, he was just providing the links to the answers. If you don’t agree, just ignore.
I personally Find Lakshmiknth to be a Lucid flow of Polity topics, i thoroughly enjoyed studying the entire book.. Size of he book should not be a deterrent, infact the book has very well organized topics divided into small chapters, which anyone (Beginner, intermediate , expert) Civil services candidate would appreciate. I am not promoting the book in any sort, nor do i get anything from it. Its misguided illusion that this gem of a book is not useful. Thanks Mr.Unal for such descriptive analysis.. Like many i am Heartbroken that not many q this time was from Economy and polity…

I don’t understand why you are so critical of Laxmikanth. It is a book which provide lot of information in bullet point form and which you can very easily go through rather than going through DD Basu and reading entire paragraph (some time even pages) to just to find out a small info. And seeing latest CSAT questions where most of the question were fact based I sincerely think it is the only book which can help you to clear CSAT in less time and effort.

With reference to a question on constitutional government:
Restrictions on individual liberties are placed in the interest of general public but not to safeguard the state authority.
For example-restrictions on right to freedom of speech are not for the sake of state authorities,but to ensure that right to freedom of speech is not used to create disharmony by speaking whatever they want to.
Similar restrictions are placed on other liberties guaranteed by constitution,to ensure that there is no misuse of them.

Sir,in question of no confidence motion,where one side you are saying that there is no mention in constituton regarding NCM.other side you are saying that it can be produced only in Ls.I want to know that when there is no law for NCM in constitution then how can you decide that it can produce only in Ls? other thing is that there is legally provision is that only fincanc bill will produce only in LK and All OTHER may produce any house of parliament.please clear it.

Not everything is written in constitution. No-confidence motion is actually an instrument to prove the majority on the floor of the house. This no-confidence motion is written in some kind of rule-book of the parliament,which is ‘Representation of People’s Act, not in the constitution.
NCM (No Confidence Motion) is one of the provisions of the Rules of Procedure and Conduct of Business in Lok Sabha and its parliament’s prerogative to to make timely amendments to its procedure. So,
point 1 : There is no mention of a No-Confidence Motion in the Constitution of India.is true as it is one of the rules of procedure of a house and it does not have any mention in constitution.
point 2 : A Motion of No-Confidence can be introduced in the Lok Sabha only. Is one of the rules of conduct of business.
Hence both options are true.
